5 SBJA Study Group Formed with support for the SB committee - goal was to examine potential impacts of the SBJA on upcoming UXO / Munitions related contracts of interest to the membership Worthwhile endeavor ended sooner than planned due to issuance of the Baltimore MAMMS contract MAMMS solicitation was eye-opening experience (see suggestions slide) Special thanks to Cheryl Riordan (USA Environmental)

6 UXOCOE Re-Engagement Re-engaged UXOCOE leadership with the goal to increase data sharing / awareness on related technologies Issued data call on technologies for the UXOCOE technology report (Quad chart format) - multiple NAOC member companies responded* Next submittal (2015 Report) January timeframe * Special thanks Jeff Leberfinger, Terranear PMC, Technology Committee Chair for leading the data call

8 Veterans Jobs Act Paper Requested by Senator Manchin's (D-WV) (Chairman of the Congressional Veterans Jobs Caucus) The paper focused on the easy transition for military EOD Technicians, into the civilian world as UXO Technicians. Submitted to Senators Manchin's office and subsequently distributed to the 113 members of the Congressional Veterans Jobs Caucus. It was also shared with the Friends of NAOC. The paper is available on the NAOC website.

9 ER FUDS 2015 ER Budget Outlook Current House and Senate Numbers $233,353,000 House (H.R. 4870) $258,353,000 Senate ($50M plus up) BRAC $270,085,000 House (H.R. 4486) $380,000,000 - Senate ($110M plus up) ER Army - $201,560,000 (House and Senate) ER- Navy - $277,294,000 (House and Senate) ER Air Force $371,716,000 - House $408,716,000 - Senate Currently under a CR lasts until December 11th

10 Freshman Observations Lobbying / Influencing Budgets NAOC may want to consider lobbying OSD and DoD Services to sway greater percentage of ER funds to MMRP (i.e., pushing the curve on the infamous scissor chart) For example 2015 total ER Funding ~ $1.524B (30% to MMRP is a net $457M) if we are able to sway that to a 40% split (i.e., 40% MMRP / 60% IRP) total dollars for MMRP jumps to $609M (a 33% increase in UXO work) Suggest not to abandon current Congressional level lobbying efforts but rather develop plan / path forward to sway / market OSD and the DoD Services

11 Freshman Observations Small Business Jobs Act (SBJA) Double edge sword more tools available for Contracting Officer (KO) but also more discretion on how the tools are implemented (or not implemented at all) Baltimore MAMMS example No set asides (or partial set asides) for 8A, Hub Zone, SDVOB, WOSB Continuous use of NAICs code which has a 500 employee level SB size standard (i.e., KOs have the authority to break larger contracts into multiple NAICs codes popular on construction contracts example Veteran s Affairs where electrical work is a separate code than earth moving)
