I. Policy Intelligence and Education News FY 2019 appropriations status three weeks before the end of the fiscal year Congress is in position to potentially send one or more packages of fiscal year 2019 appropriations bills (so-called minibus omnibus appropriations packages) to the President before the end of the fiscal year on September 30. However, it s clear not all 12 bills will be completed by then, so there will still be a need for a short-term continuation of funding for at least some of the 12 government funding bills. Appropriators have formed three conference committees to work out compromise versions on 9 or the 12 bills, even though three of the bills never came to the House floor before moving to conference: those bills are the Labor-HHS-Education, Agriculture, and Transportation-HUD bills. The conference agreement on the first minibus encompassing the Energy and Water, Legislative Branch, and Military Construction-VA bills is expected as early as today, with floor votes possible this week. The attached document shows which bills passed the House and Senate, and lists the conferees for the second and third minibuses. o Minibus 1: Energy and Water, Legislative Branch, Military Construction-VA. Conference reportedly finished.
2 o Minibus 2: Defense and Labor-HHS-Education. Conferees have not yet met. Any negotiations are still behind closed doors, but the Labor-HHS-Education Appropriations Subcommittee leaders have said that bill will come in at the higher, Senate-passed funding total. o Minibus 3: Agriculture, Financial Services, Interior, Transportation-HUD. Conferees have not met. II. CEF Gala and Legislative Conference It s time to buy your tickets to the September 26 Gala and Legislative Conference! Thanks to the many who have already purchased a sponsorship, individual tickets, or an ad in the gala program. We are excited about the gala and the panelists we have for the legislative conference, and encourage you to participate. The gala is not only a great community-building event, but it is the one fundraiser that CEF does each year, and I hope you or your organization will purchase a ticket or sponsorship! to attend the conference and gala. As you likely know, this year CEF is honoring Senator Tammy Baldwin (D-WI), Senator Lisa Murkowski (R-AK), and Senator Charles Schumer (D- NY) for all they have done to increase education funding. The gala Like last year, we are holding a long reception starting at 6pm with a buffet in Union Station s Palm Court to maximize time for networking/socializing among the education community, followed by a seated awards ceremony in the East Hall and then coffee and dessert with the promise to wrap up by 9 pm. The evening features a historic venue, good company, a photographer to commemorate the occasion, two drink vouchers per ticket, and delicious food! o Tickets and sponsorships - The gala is also a fundraiser for CEF, and we encourage you to sign up now to be a sponsor or buy individual tickets. You can do so by contacting CEF directly, or you can purchase a sponsorship or individual tickets directly on CEF s website here or by contacting any of the CEF staff. Information about the benefits of each sponsorship category is shared here. o Hill/Administration staff guests As in the past, you may buy tickets for Hill or Administration staff whom you d like CEF to invite to join you at the gala; those staffers will be seated with you for the awards presentation. As the sponsor of the event, CEF must issue the invitation to Hill and Administration staff on your behalf. Once you let us know who you d like us to invite we ll keep you informed of all responses, and we encourage you to follow up after CEF s initial invitation. Legislative conference Your ticket to the Gala also includes attendance at the legislative conference from 9-11:30 a.m. in the Capitol Visitor Center the morning of the gala. The Why Education Funding Matters legislative conference will occur that morning in the Capitol Visitor Center. The first panel will examine the history of education funding in the US and other countries. The second panel will discuss the evidence showing the importance of investments along the education continuum. Senator Baldwin will also be speaking and accepting her award at the morning conference. We ll put the lineup of panelists on the gala page of the CEF website when we have them confirmed. III. 3 CEF member portal on the website CEF members have access to information on website that is available just to you. This includes all the Updates we you, this year s Budget Book (soon to be shared publicly), the CEF directory, a job board, the calendar, and more. We recently posted some new job announcements from Advance CTE and the American Educational Research Association. We also posted a video of CEF s August 23 research briefing titled Paying for College: What the Federal Investment Means for Students and Universities that you can find near the bottom by clicking on CEF Event Coverage. CEF members can apply for access to this section of the website by clicking on Member Request.
