1 TAMBULI Weekly Newsletter The Official e-newsletter of the Federation of Philippine Industries Volume 15 Issue No February 2011 Self-Certification on Rules of Origin by Manufacturers A local manufacturer who is also an exporter will soon be allowed to issue a Certificate of Origin as soon as the necessary implementing rules and regulations is issued by the government. This is a welcome development for qualified local manufacturers since it will no longer secure the corresponding Certificate of Origin from the government or business organization, which is the current practice under the conventional certification system. Under the Self-Certification System, the Manufacturer and Certified exporter will be able to make out an invoice declaration for the export of goods, thereby saving time and money. In a related development, on August 30, 2010, Brunei Darussalam, Malaysia and Republic of Singapore, entered into a Memorandum of Understanding for purposes of introducing a pilot project for the implementation of a regional self-certification system ahead of the extension of such system to all Member States of the ASEAN Free Trade Area by It should be recalled that to enjoy a 0% Tariff Duty - compliance with the Rules on Origin is required. Anti-Smuggling/CTMA Bills Public Hearings The Subcommittee on Customs, Tariff and Related Laws of the Committee on Ways and Means of the House of Representatives has invited the Federation of Philippine Industries (FPI) to attend the meetings scheduled as follows: a. February 21, 2011 (Monday), 1:00pm at the Rolando R. Andaya Hall, House of Representatives b. February 23, 2011 (Wednesday), 1:00pm at the Conference Room 6, R.V. (Tariff and Customs Modernization Act). Updates on House Bill No Re: An Act Simplifying the Availment of Gross Income Tax for Corporations. During the fourth deliberations held last February 15, 2011, Rep. Tomas Apacible, Chairman of Subcommittee on Tax Administration, announced the major revisions on HB No by Rep. Hermilando I. Mandanas, which is the deletion of the fifty-five percent (55%) threshold on Ratio of Cost of Goods Sold to Gross Sales, which was an original condition precedent of the proposed bill in
