Mitra Bldg., on the deliberation of House Bill No. 5864, entitled, An act further strengthening tripartism, amending for this purpose Article 275 of Presidential Decree No. 442, otherwise known as the Labor Code of the Philippines, as amended, authored by Re. Ma. Theresa Bonoan-David and House Bill No. 5935, entitled, An act strengthening tripartism, amending for the purpose Article 275 of Presidential Decree No. 442, otherwise known as the Labor Code of the Philippines, as amended, authored by Rep. Emil L. Ong. Since these two bills are identical in content, accordingly crafted primarily for the benefit of the workers, the Committee consolidated the same. The International Labor Organization (ILO) submitted its position paper opposing the passage of said bills on the ground that not all workers are unionized. Hence, the question of representation is in issue. In the meantime, FPI members are enjoined to submit their comments to the Secretariat as the FPI Labor Committee is drafting the position paper of the Federation.
