1 Jamestown Annual Progress Report With less than three years to go before Virginia s 400 th anniversary, the Jamestown 2007 Steering Committee is rapidly gearing up, expanding the 2007 staff, seeking high-level introductions to bring on board corporations as Founding Colony Sponsors, encouraging communities to join the Virginia 2007 Community Program and developing state and national media contacts. Each of these initiatives is designed to help achieve commemoration goals of new tourism, new economic development and new educational awareness of Virginia, so that by the beginning of 2006 the Commonwealth will be in an excellent position to invite the world to Come Home to Virginia Our Nation s Birthplace. Implementation was the resounding theme for 2003, as Jamestown 2007 worked to move from the point of conceptualizing ideas to actually executing plans and projects. The Committee solidified its partnership with APVA - Preservation Virginia and the National Park Service by signing a joint agreement on fundraising for signature events, supported the creation of the federal commission, hired a new chief operating officer, co-hosted with Governor Mark R. Warner the kickoff of the Virginia 2007 Community Program and began the process of seeking congressional approval for issuance of a Jamestown commemorative coin. The Committee also assisted in the completion of a 2007 transportation plan, supported a partnership with the Department of Education and the Jamestown Stamp and Cachet Committee for the issuance of commemorative stamps, supported cultural initiatives with the Virginia African- American forum and Virginia Indian organizations, and developed key alliances and statewide and national partnerships that will help ensure that Virginia s 400 th anniversary will be the most successful commemoration in history. The annual Jamestown 2007 Progress Report to the Governor and chairs of the Senate Finance Committee and the House of Delegates Appropriation Committee is produced in-house at the Jamestown 2007 office in accordance with Item 252, Paragraph 3, of the 2000 Appropriations Act. 2 2003 Accomplishments JAMESTOWN 2007 STEERING COMMITTEE Under the leadership of Stuart W. Connock, chair of the Jamestown 2007 Steering Committee, more than one hundred volunteer members of 2007 committees, subcommittees, working groups and task forces representing over 50 localities, donated hundreds of hours of their time and expertise to projects that will help make Virginia s 400 th anniversary in 2007 a resounding success. Jamestown 2007 s volunteer Ambassador Speakers Bureau reached more than 63 organizations in 2003 providing each with information on plans for 2007 and how individual organizations and communities can become involved. Jamestown 2007 was successful in securing a joint agreement between APVA Preservation Virginia, Jamestown-Yorktown Foundation, Jamestown-Yorktown Foundation, Inc., and the National Park Service to plan and secure funding for 2007 signature events and to pursue Congressional approval for issuance of a commemorative coin in One major event of 2003 was the kickoff of the Virginia 2007 Community Program. Governor Mark R. Warner, key legislators and community leaders endorsed Stuart W. Connock William W. Cone Governor Mark R. Warner welcomes community leaders and guests to the Virginia 2007 Community Program. the program and welcomed the first 20 communities who each committed to creating projects and programs that showcase their unique history and help bring new tourism and new economic development to Virginia. This past year, the committee assisted in the completion of Phase II of the Comprehensive Transportation Plan for Jamestown 2007 and began working on Phase III, which focuses on key transportation needs in the greater Jamestown area. An important accomplishment of the year was the hiring of Chief Operating Officer William W. Cone, whose relationships and contacts with corporate America and expertise in major event planning and marketing for national and international events will help position Virginia s 400 th anniversary as the premier event of this decade. Under Cone s guidance, committee and staff refined the list of suggested Signature Events and Programs to 13 events and programs that will have the greatest sponsorship appeal and bring the largest return on investment. We are pleased to note that a study conducted by Dr. Roy Pearson, College of William and Mary, demonstrates the economic impact of events held in Virginia alone could generate a total of $148.3 million (in 2002 dollars) in Virginia sales and produce employment for more than 2,600 Virginians. To ensure the success of securing sponsorship for each signature event, the Committee is targeting a select list of American corporations to be presented the opportunity to become one of 13 select Founding Colony Sponsors that will sponsor signature events and programs planned for Events and programs are designed to not only generate new tourism and economic development for Virginia, but many are designed to provide educational awareness of Jamestown and Virginia s significant role in the development of our nation. Jamestown 2007 s new tag line Come Home to Virginia Our Nation s Birthplace was unveiled on the new 2007 exhibit and the revised 2007 Web site. Three major marketing pieces were released and Jamestown 2007 began establishing its own identity for major marketing purposes by creating new stationery, business cards and advertisements. Advertisements were placed in several major trade, marketing and advertising magazines and 2007 sponsorship materials were distributed at key sponsorship seminars across the country. In addition, a new 2007 promotional video featuring Governor Warner and Virginia-born news anchors Willard Scott and Katie Couric will be completed in September. 2

Governor Mark R. Warner signed a proclamation officially recognizing the program and introduced to the public the first 20 communities that have agreed to participate. Governor Warner encouraged communities across the state to become a part of the commemoration by planning legacy projects and special events that showcase their unique history and heritage. Projects under way are addressing the commemoration goals of enhanced tourism, education and economic development. These communities are creating new tourism products and encouraging regional cooperative tourism packaging. Tourism also enhances quality of life and economic development. Jamestown 2007 is in communication with an additional 40 communities that are ready to join the community program. Regional workshops are being planned for 2004 to help communities share ideas and programs for 2007 projects. Communities will receive resource guides, banners, brochures and community flags when signing on as a Virginia 2007 Community. Communities can receive more information about the guidelines for becoming a 2007 community by logging on to the Jamestown 2007 Website, by speaking with the 2007 statewide program coordinator or by calling and requesting a Virginia 2007 Community brochure. Jamestown 2007 invites citizens and communities across the state to become part of the Virginia 2007 Community Program, plan programs and events, pull out the banners, strike up the bands and invite the world to Come Home to Virginia in Community leaders, legislative representatives and Jamestown 2007 Steering Committee members look on as Governor Mark R. Warner signs the Virginia 2007 Community Proclamation. 3
4 Partnerships for 2007 Jamestown 2007 Steering Committee and staff finalized strategies and collateral pieces aimed at acquiring a select group of national-level partners to provide inkind support. Efforts are also under way to secure 13 Founding Colony Sponsors who will be asked to provide financial support for the two-year long series of Jamestown 2007 Signature Events and Programs in exchange for recognition and other privileges. Jamestown 2007 worked hard to develop key alliances and statewide and national partnerships including commitments from NATO and the U.S. Navy to sponsor a naval review during Commitments were also garnered from the city of Norfolk and FestEvents to sponsor Sail America, a tall ship extravaganza, and the Smithsonian Institution s Center for Folklife and Cultural Heritage, which agreed to feature Virginia on the National Mall in Washington, D.C., during its 2007 festival. Jamestown 2007 is working with the University of Virginia Center for Politics to partner on educational initiatives for school children, including a civics program entitled Jamestown to Jefferson and Beyond; and with state agencies including among others, the Virginia Department of Motor Vehicles, the Virginia Department of Planning and Budget, the Virginia Department of Education, Virginia Colleges and Universities, Virginia Department of Transportation and the Virginia Tourism Corporation on new tourism initiatives. A partnership was also formed with British representatives to help develop 2007 events in England. The National Association of Manufacturers (NAM) is the newest national alliance partner, signing an agreement to provide specific in-kind services allowing Jamestown 2007 to reach America s leading manufacturing companies, and other valuable promotional considerations in exchange for affiliation with Jamestown 2007, including use of logos, help in garnering Jamestown 2007 Web site The newly updated and revised Jamestown 2007 Web site, launched in the summer of Design changes make the site more engaging, informative and interactive. The new Web site design features easier navigation, more interactive links, and updates on commemorative plans. User sessions on the site have tripled since it was first launched in In July 2002, the Virginia Department of Motor Vehicles, began promoting the upcoming quadricentennial with a new standard license plate that bears the words 400 th anniversary and and has a small outline of one of the three ships that brought English colonists to Jamestown, in The Jamestown revenue-sharing commemorative plate continues to be a popular choice with more than 90,000 plates sold since License Plates congressional sponsorship for the Jamestown 2007 commemorative coin, access to VIP events and other benefits. A short list of other potential national partners prominent in the areas of business, media, and education is, being pursued. Committee and staff continue to identify and encourage statewide and local partnerships for The Jamestown 2007 Stamp and Cachet Committee, one of Jamestown 2007 s most active grassroots partnerships, will give Virginia schoolchildren an opportunity to place their stamp on history. Beginning in 2006, school age students from kindergarten through college, statewide, will be encouraged to participate in the Jamestown 2007 historic art contest. Winning designs will be displayed on commemorative stamp cachets in 2007 if the U.S. Postal Service agrees to issue one or more commemorative stamps. In 2002, the Virginia anniversary fund was established as a non-reverting account to receive gifts and to borrow funds in the form of a treasury loan for planning and support of the commemoration and related events. A special vehicle registration fee supports the fund. This year the General Assembly and Governor Mark Warner reduced the fee from an optional $2 to a mandatory $1 for each motor vehicle registration. Jamestown 2007 will receive roughly two-thirds of the proceeds; the remaining funds cover the cost of new standard Virginia license plates, acquisition of (top l. to r.) Ruth Logan, Marilyn Riddle, educator; and, Virginia Department of Education, Principal Specialist of Fine Arts, Cheryle Gardner. The Jamestown 2007 Stamp and Cachet Committee includes members of the Williamsburg Stamp Society, the U.S. Post Office Customer Advisory Council and the Virginia Department of Education. In addition to cachets the group is lobbying the U.S. Postal Service for at least four Jamestown 2007 commemorative stamps, and, with the support of Lady Margaret Thatcher, the group is encouraging the Royal Mail Service of England to also issue commemorative stamps. Virginia Anniversary Fund open space, and DMV administrative costs related to restrictions on illegal aliens. The provision governing use of the fund was also modified to emphasize support of educational programs and other ongoing Jamestown and anniversary related costs. The V400 funding mechanism will help Jamestown 2007 move forward on key statewide planning and leverage vital private sector support. The return on investment for Virginia communities include anniversary activities that generate national and international attention, new corporate sponsorships that could produce millions in economic benefits, and increased tourism and awareness of Virginia, which in turn creates new jobs for Virginians.
5 Cultural Initiatives The Virginia African -American Forum met on a quarterly basis during The forum is now incorporated as a non-profit organization and is in the process of finalizing its structure and electing officers. The forum is an independent organization comprised of a diverse group of community leaders from across the state who are currently in the planning stage for developing 2007 projects that create an enhanced awareness worldwide of the significant historical roles played by Africans, and ultimately African Americans, beginning in the early 17 th century and continuing into the 21 st century. The forum will be establishing partnerships with other organizations and community groups on commemorative 2007 projects. Virginia Indians are considering myriad of educational and cultural initiatives that will highlight and showcase the individual and collective heritage, history and contributions of Virginia Indian tribes and nations prior to, during and after the arrival of European settlers in the New World. Programming will emphasize more than 400 years of Virginia Indian history. Committee and staff continue to meet with and support the United Indians of Virginia, the Virginia Council of Indians and the eight recognized tribes, in developing events and legacy projects for Virginia African American Forum meeting at Jamestown Settlement. Federal Commission The federal Jamestown 400 th Commemoration Commission appointees were sworn in by Secretary of the Interior Gale Norton in June Led by Frank Atkinson, chairman of McGuire Woods Consulting LLC and a partner in McGuire Woods LLP, the 16-member commission will work closely with the Steering Committee to help plan, develop and implement the signature events and programs. Commission members include, Frank B. Atkinson, Stephen R. Adkins, Warren Billings, Thomas J. Bliley Jr., Nancy N. Campbell, H. Benson Dendy III, Suzanne Owen Flippo, Jordan M. Saunders, Michael P. Gleason, Steve Griles, Ann W. Loomis, Fran P. Mainella, John L. Nau III, Daphne Maxwell Reid, Alexander (Sandy) Rives and Malfourd Whitney (Bo) Trumbo. Commemorative Coin Jamestown 2007 Steering Committee initiated several activities including an open house for more than 300 members of Congress and their staffs to encourage passage of legislation authorizing the U.S. Mint to produce and distribute two limited edition coins, one silver and one gold, to commemorate Jamestown s 400 th anniversary. In partnership with APVA - Preservation Virginia, the Jamestown-Yorktown Foundation, the Jamestown-Yorktown Foundation, Inc., and the National Park Service, the Committee is in the process of encouraging the two-thirds majority required for passage in both houses of Congress. Proceeds from the sale of the coins will support educational programs at both Jamestown sites. The Foundation created the Jamestown 2007 Steering Committee to help coordinate planning for the commemoration. In 2002, the General Assembly designated Jamestown 2007 as a sub-agency of the Jamestown-Yorktown Foundation.
