February 10, 2018 To: From: Subject: Friends of the TCJL PAC Carol Sims, Treasurer TCJL PAC Judicial Endorsements Key 2018 Texas Appellate Court Races We all know that Texas is a great place to do business. We ve done a pretty good job of keeping taxes and spending under control, making sure our regulatory environment functions efficiently, and creating jobs for our fellow Texans. A key component of our good economy is making sure the people we elect to public office share our common values and vision for the state. Every six years, we have the rare opportunity to elect a large number of candidates dedicated to judicial restraint, deference to the legislature, enforcement of contracts as written, and the fair and impartial administration of justice. In 2018, over forty appellate justices in the state are on the ballot, rather than the twenty or so in other election cycles. Enclosed is a list of key races in which TCJL PAC has made endorsements. We cannot understate the importance of these elections, particularly for the Texas Supreme Court, and Third, Fourth, and Thirteenth District Courts of Appeals. In each court, the outcome of the election will determine the prevailing judicial philosophy of the court in question. In each court, there is a clear choice between candidates. In each court, rule of law candidate faces a general election opponent in November. Bear in mind that the 2018 midterm general election is likely to be volatile and unpredictable. In several of the courts of appeals districts, especially the First, Third, Fourth, Fifth, Thirteenth, and Fourteenth, recent elections have either gone both ways or been within one or two percentage points in favor of the incumbents. In the current political environment, we cannot take incumbency for granted or assume that down-ballot judicial candidates will necessarily benefit from what happens at the top of the ticket. We must therefore mount effective general election campaigns that emphasize the importance of staying with the ballot and electing rule of law candidates to these critically important courts. As longtime supporters of the TCJL PAC, we are asking you to make a contribution to the PAC so that we can respond to the unusual challenges in this year s cycle. We will need to participate in many contested judicial races, as well as in House and Senate races involving incumbents and candidates who have earned our support through the years. While we are not a large PAC in comparison to many others, our contributions are doubly meaningful because we are one of the very few non-attorney PACs that assist judicial candidates across the state. Our effectiveness as an organization has always depended in part on our participation in the elective process, and your generous support in the past has enabled us to assist in races in which we are most needed. Your past support of the TCJL PAC has been very effective with excellent results. 3 TEXAS JUDICIAL ELECTIONS There Are Many Options for Supporting Qualified Judicial Candidates, Slate Efforts and Voter Education HARD DOLLARS Including personal, partnership, and PAC funds Endorse recommended candidates. Contribute to TCJL PAC. Personal, PAC, and partnership funds can be accepted for political purposes such as direct support to endorsed candidates, slate cards, receptions and events, mailings, etc. Circulate slate cards and judicial endorsements to your members. Contribute directly to individual campaigns. SOFT DOLLARS Including corporate funds Encourage employees to vote. Contribute to the TCJL PAC Administrative Fund. Corporate funds can be accepted for administrative purposes only, thereby defraying costs that would otherwise have to be paid from political funds. 5 TEXAS JUDGES Paid for by the Texas Civil Justice League (512) Texas Deserves Qualified Judges Judicial races are down ballot. What this means is that they re typically at the end of a very long list of items needing voters attention. The Texas Civil Justice League is reminding Texans that ballot fatigue is bad for our state we are urging voters to become educated and to vote all the way through their ballots. Join us and help your circle of influence understand that: Judges are important. They have a direct impact on citizens, perhaps more than any other elected official, because they make decisions that can affect jobs, homes, children and personal freedoms. Voters must take the responsibility to educate themselves about judicial races and they must vote! Turnout is important, for both the primaries and the general election. Texans need to elect judges who are fair, impartial and well qualified. It s easy to run as a singleissue candidate, but judges with activist agendas are not good for Texas. Learn about the people on your ballot, and vote for the ones who will do a great job for our state.

6 Join the TCJL Campaign to Elect Qualified Judges! The Texas Civil Justice League (TCJL) hosts a statewide voter education effort to increase awareness about the importance of electing and re-electing! qualified judges. We need your help. As Texans, we get to elect our judges. That s a big responsibility. Help us urge people to do their homework, to go to the polls, and to vote for good people who will make great judges.
