Pleasant,. Item 1. Call to order. Item 2. Invocation. Item 3. Self-introductions. Item 4. Approve the minutes as submitted of the Ark-Tex Council of Governments Executive Committee Meeting held Thursday, July 27, 2017, in Mt. Pleasant,. Executive Closed Session Item 5. The Executive Committee will recess the Open Session and go into Executive Closed Session to discuss personnel matters as allowed in the Open Meetings Act, Section , Personnel Matters; annual evaluation of the Executive Director. Open Session/Review and Comment Item 6. The Executive Committee will reconvene in Open Session and take action on Item 5 above, as necessary. (To be presented by Board President, Judge L.D. Williamson) Item 7. Review and comment on an Environmental Assessment to the Commission on Environmental Quality (TCEQ) for proposed Water Quality Permit Renewal by the Hooks Independent School District authorizing the discharge of treated wastewater from the facility located at 3884 FM 560 North, ultimately to the Lower Red River. (See page 7 to be presented by staff member Paul Prange) Regular Business Item 8. Review and consider approval of allocating solid waste pass-through grant funds to the counties located within the ATCOG region for the FY 2018/2019 Solid Waste Grant Period. Review and consider approval for an application and funding plan to be submitted for Regional Solid Waste Funding in Fiscal Years 2018 and 2019 through the TCEQ Solid Waste Grant Program. 2 Announcements The next Board of Directors Meeting will be held Thursday, September 28, 2017, at 10:00 a.m., at the Morris County Courthouse Annex, Daingerfield,, hosted by the Honorable Lynda Munkres, Judge, Morris County. There will be a North East Economic Development District Committee Meeting immediately following the Executive Committee Meeting. Pursuant to the Open Meeting Act, Government Code Chapter 551 one or more of the above items may be considered in executive session closed to the public, including but not limited to consultation with attorney pursuant to Government Code Section and Section arising out of the attorney's ethical duty to advise ATCOG concerning legal issues arising from an agenda item. Any decision held on such matter will be taken or conducted in open session following the conclusion of the executive session. 3 MINUTES ARK-TEX COUNCIL OF GOVERNMENTS EXECUTIVE COMMITTEE MEETING JULY 27, 2017 The Executive Committee of the Board of Directors of the Ark-Tex Council of Governments (ATCOG) met at 10:00 a.m., Thursday, July 27, 2017 at the Titus County Extension Office, in Mt. Pleasant,. Item 1. L.D. Williamson, Judge, Red River County, called the meeting to order. Item 2. Brady Fisher, Northeast Resource Conservation & Development, gave the invocation. Item 3. Self-introductions were skipped due to time constraints. Item 4. The next order of business was to approve the minutes as submitted of the Ark-Tex Council of Governments Executive Committee meeting held Thursday, April 27, 2017, in Mt. Pleasant,. Motion to approve was made by Brian Lee, Judge, Titus County, and seconded by Scott Lee, Judge, Franklin County. The minutes were approved as submitted. Executive Closed Session Item 5. At this time, Judge Williamson announced that the Open Session would recess and go into Executive Closed Session to discuss personnel issues, as allowed in the Open Meetings Act, Section , Personnel Matters. Open Session/Review and Comment Item 6. The Executive Committee reconvened in Open Session. No action was necessary. Item 7. Paul Prange. Environmental Service Coordinator, presented for consideration Environmental Assessments to the Commission on Environmental Quality by the following: a) City of Hooks, proposed Water Quality Permit Renewal, authorizing the discharge of treated wastewater from the facility located at 449 Willow Oak Drive, Hooks, Bowie County,, ultimately to the North Sulphur River. b) City of Roxton, proposed Water Quality Permit Renewal, authorizing the discharge of treated wastewater from the facility located near the intersection of FM 137 and Chaparral Railroad, Lamar County,, ultimately to the North Sulphur River. Motion to approve was made by Lynda Munkres, Judge, Morris County, and seconded by M.C. Superville, Jr., Judge, Lamar County. It was approved. Item 8. Mr. Prange presented for consideration an Environmental Assessment to TCEQ for proposed major amendment and water quality permit renewal by International Paper Company to authorize the discharge of treated wastewater and the addition of new internal outfall 101 at the Texarkana Mill located at 9978 FM 3129, Queen City, Cass County,. Motion to approve was made by Bob Thorne, Mayor Pro Tem, City of Daingerfield, and seconded by Ann Rushing, Mayor, City of Clarksville. It was approved. Item 9. Mr. Prange presented for consideration an Environmental Assessment to TCEQ for proposed air quality permit renewal for Big Tex Trailer Manufacturing, Inc., located at 850 I-30 East, Mt. Pleasant, Titus County. 3

4 Motion to approve was made by Marc Reiter, Councilman, City of Hooks, and seconded by Mayor Pro Tem Thorne. It was approved. Item 10. Chris Brown, Executive Director, presented for consideration an application by Detroit Independent School District to the Department of Health and Human Services, Office of Head Start, for a grant in the amount of $9,308, to be matched with $2,327 in-kind, to provide a Cost of Living Adjustment (COLA) for head start staff. Motion to approve was made by Mayor Rushing and seconded by Judge Brian Lee. It was approved. Item 11. Mr. Brown presented for consideration an application by Sulphur Springs Independent School District to the Department of Health and Human Services, Office of Head Start, for a grant in the amount of $12,708, to be matched with $3,177 in-kind, to provide a COLA for head start staff. Motion to approve was made by Robert Newsom, Judge, Hopkins County, and seconded by Judge Scott Lee. It was approved. Item 12. Mr. Brown presented for consideration an application by Sulphur Springs Independent School District to the Department of Health and Human Services, Office of Head Start, for a grant in the amount of $86,194, to be matched with $22,906 in-kind, to purchase one 2018 school bus and 40 child restraint systems for head start children. Motion to approve was made by Judge Newson and seconded by Judge Scott Lee. It was approved. Item 13. This item was withdrawn due to the closure of the facility. No action was taken. Regular Business Item 14. Patricia Haley, Criminal Justice Coordinator, presented for consideration nomination to replace a current member to the Regional Criminal Justice Advisory Committee (RCJAC) to serve through December 31, Motion to approve was made by Mayor Rushing and seconded by Judge Munkres. It was approved. Item 15. Ms. Haley presented for consideration authorizing the Executive Director, as the ATCOG Authorized Official, to submit an application to the Office of the Governor, Criminal Justice Division, for a grant to provide Regional Law Enforcement Training in the ATCOG region for FY2018 and FY2019. Motion to approve was made by Judge Newson and seconded by Judge Brian Lee. It was approved. Item 16. Mr. Brown presented for consideration approval of a Resolution in support of the Executive Director s Board Secretary nomination for the National Association of Development Organizations (NADO) Board of Directors. Motion to approve was made by Mr. Fisher and seconded by Judge Newsom. It was approved. Item 17. Mr. Brown presented for consideration approval of a Resolution in support of certain EDA and CDBG programs outlining the effect on our region. Mr. Brown will be sending this to our State and Congressional Representatives, along with a support letter, to show the positive impact of these funds on our region. Motion to approve was made by Mayor Rushing and seconded by Judge Munkres. It was approved. Other Business Item 18. Mr. Brown presented for ratification of services of agreement between ATMOS Energy and ATCOG. Motion to approve was made by Judge Superville and seconded by Judge Newsom. It was approved. 4

5 Item 19. Mr. Brown presented for information an Executive Directors report on the following: Financial Report everything is in line with the projected Budget; there is an overage in the Other Direct/Executive category due to the timeline of how funds are distributed, which should even out before the fiscal year is complete. Mr. Brown also explained ATCOG is moving forward with the purchase of the new financial software, which will allow for a more comprehensive report in the future. Update on the NETEDD Board there will be a meeting held for the North East Economic Development District Board after next month s Executive Committee meeting. Correspondence will be sent out. There was no Strategic Planning update provided due to the absence of Vickie Williamson, Regional Projects Coordinator. That will be provided in future meetings. September/Annual meeting most COGs around the region hold a larger, more involved meeting for September versus the other scheduled meetings. A catered lunch, guest speakers and the like were suggested to distinguish this meeting. Mr. Brown asked for any suggestions on how to start preparations for the 50 th anniversary of ATCOG, which will be celebrated in Review of annual Memberships Mr. Brown questioned if the Board was still interested in sustaining membership with Tex-21. There was some discussion about how they help our region and if membership is beneficial. The general consensus seemed to be that Tex-21 was more focused on supporting the Dallas-Fort Worth area and ports rather than the ATCOG region. Mr. Brown stated he would set up a conference call to get a clearer definition as to what continued membership would mean to ATCOG. There will be more memberships to review once that full list is compiled. Announcements Judge Williamson announced the hospital in Clarksville has been approved for construction and will be started soon. He also announced the next Executive Committee meeting will be held on Thursday, August 31, 2017 at the Titus Co. Extension Office, Mt. Pleasant,. 7 ARK-TEX COUNCIL OF GOVERNMENTS APPLICATION / PROJECT STAFF REVIEW FOR ENVIRONMENTAL ASSESSMENT Project SAI No: TX-R Date Received: Staff Assignment: Paul Prange Applicant: Hooks ISD Project Description: Hooks ISD has applied to the Commission on Environmental Quality (TCEQ) to renew Pollutant Discharge Elimination System (TPDES) Permit No. WQ to authorize the discharge of treated wastewater at a volume not to exceed a daily average flow of 12,500 gallons per day. The facility is located at 3884 FM 560 North, on the east side of FM 560, approximately 3 miles north of IH-30 in Bowie County,. The discharge route is from the plant site to an unnamed tributary; thence to Black Bottom Slough; thence to the Lower Red River. PROJECT/EA REVIEW: Area to be served: Hooks, Bowie County,. Does the project comply or furnish reasonable assurances of compliance with applicable federal, state, and local laws, regulations, and ordinances? Yes. The TCEQ executive director has determined that the application is administratively complete and will conduct a technical review of the application. Is the project consistent with state, area wide, and/or local planning or does it contribute toward goals or objectives identified at one or more of governmental levels? Yes. This permit application meets all statutory and regulatory requirements. Has this project been coordinated through the Commission on Environmental Quality? Yes, coordination is in progress. Does the project address a clearly defined need and does the project take into account preservation of the environment? There is a clearly defined need for the renewal of this TPDES Permit to allow the continued operation of the domestic wastewater treatment facility. This facility serves the faculty and all students enrolled within the Hooks ISD. All guidelines required by TCEQ to protect the environment are being followed, thus minimal disruption of the environment is expected. Is the project likely to produce any significant adverse effects on the environment? No. The renewal of this permit will not authorize an increase in the number gallons of treated wastewater that can be discharged into the environment. This facility was constructed in 1991 and is in good operational condition. Do the anticipated accomplishments of the project justify the disruption to the environment? Yes. The renewal of this permit will allow the continued operation of this facility, which directly serves the needs of all citizens associated with Hooks ISD. The disruption of the environment is minimal compared to the accomplishments. STAFF ASSESSMENT OF ENVIRONMENTAL IMPACT: The permit renewal will not create any significant detrimental impact to the environment, as determined by TCEQ. RECOMMENDED COMMENT: Staff recommends support of this permit renewal application by Hooks ISD. 7

8 RESOLUTION NO. RESOLUTION OF THE ARK-TEX COUNCIL OF GOVERNMENTS WITH REVIEW AND COMMENT ON THE PROPOSED RENEWAL OF TEXAS POLLUTANT DISCHARGE ELIMINATION SYSTEM PERMIT NO. WQ , BY THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY (TCEQ), FOR THE HOOKS ISD, BOWIE COUNTY, TEXAS TO AUTHORIZE THE DISCHARGE OF TREATED WASTEWATER AT A VOLUME NOT TO EXCEED A DAILY AVERAGE FLOW OF 12,500 GALLONS PER DAY. THE FACILITY IS LOCATED AT 3884 FM 560 NORTH, ON THE EAST SIDE OF FM 560, APPROXIMATELY 3 MILES NORTHOF IH-30 IN BOWIE COUNTY, TEXAS. THE DISCHARGE ROUTE IS FROM THE PLANT SITE TO AN UNNAMED TRIBUTARY; THENCE TO BLACK BOTTOM SLOUGH; THENCE TO THE LOWER RED RIVER. WHEREAS, under Section 204 of the Demonstration Cities and Metropolitan Development Act of 1966 and Title IV of the Intergovernmental Cooperation Act of 1968, the Ark-Tex Council of Governments has been designated as the area wide agency to review certain projects; and WHEREAS, it is desirable and in the public interest that certain development plans be reviewed by the Ark-Tex Council of Governments for their consistency with the overall development of the Region, and any environmental impacts resulting wherefrom. NOW, THEREFORE BE IT RESOLVED BY THE ARK-TEX COUNCIL OF GOVERNMENTS: Section 1 - Section 2 - That the Board of Directors recognizes the Executive Director as the Authorized Official, and he has been given the power to comment upon projects having an environmental impact. This application has been reviewed by the Board of Directors and can reasonably be approved. That the above-mentioned permit is desirable and needed for continued development in the Region. 9 ATTACHMENT 1 BRIEFING PAPER - ACTION ITEM ITEM 8: Review and consider approval of allocating solid waste pass-through grant funds to the counties located within the ATCOG region for the FY 2018/2019 Solid Waste Grant Period. BACKGROUND: The Solid Waste Advisory Committee has approved the allocation of FY 2018 solid waste pass-through grant funds totaling $19, for the creation of a surveillance camera loan program to help combat illegal dumping within the ATCOG region, to be managed by ATCOG staff; and the allocation of $19, during FY 2019 for the implementation of community cleanup events in each of the nine counties located within the ATCOG region. However, this allocation will not become official until the ATCOG Board of Directors also approves it. DISCUSSION: The ATCOG Environmental Resources Department will conduct a COG Managed Project in conjunction with each County Judge for the purpose of issuing surveillance cameras and signage indicating No Dumping Area Under Surveillance in an effort to prevent and reduce illegal dumping, by gathering the necessary evidence needed to prosecute illegal dumpers. ATCOG will also implement Community Cleanup Events to serve the needs of residents in each county. Each of the nine counties located within the region will receive an equal allocation of funds from ATCOG to conduct the cleanup events. Additionally, ATCOG encourages each county to utilize matching funds or in-kind services to enhance the effectiveness of the cleanup events. Memorandums of Understanding will be developed and established between ATCOG and each county to ensure the successful implementation of the surveillance camera loan program and the cleanup events. RECOMMENDATION Staff recommends Board approval of the solid waste pass-through grant funding allocation. 9

RESOLUTION OF THE ARK-TEX COUNCIL OF GOVERNMENTS WITH REVIEW AND COMMENT ON THE SOLID WASTE ADVISORY COMMITTEE S DECISION TO ALLOCATE PASS-THROUGH GRANT FUNDS IN THE AMOUNT OF $19, DURING FY 2018 FOR THE CREATION OF A SURVEILLANCE CAMERA LOAN PROGRAM, MANAGED BY ATCOG, TO TARGET ILLEGAL DUMPING IN ALL COUNTIES WITHIN THE ARK-TEX COUNCIL OF GOVERNMENTS REGION, AND TO EQUALLY DIVIDE $19, DURING FY 2019 FOR THE IMPLEMENTATION OF COMMUNITY CLEANUP EVENTS IN EACH COUNTY LOCATED WITHIN THE ARK-TEX COUNCIL OF GOVERNMENTS REGION. WHEREAS, it is desirable and in the public interest that certain development plans be reviewed by the Ark-Tex Council of Governments for their consistency with the overall development of the Region. NOW, THEREFORE BE IT RESOLVED BY THE ARK-TEX COUNCIL OF GOVERNMENTS: Section 1 - That the Board of Directors recognizes the Executive Director as the Authorized Official, and he has been given the power to comment upon projects having an environmental impact. This determination by the Solid Waste Advisory Committee (SWAC) has been accepted and approved by the SWAC at the meeting on August 17, Section 2 - That the above mentioned decision is desirable and needed for continued representation and management of pass-through grant implementation from the Commission on Environmental Quality (TCEQ) throughout the Region. 11 ATTACHMENT 2 BRIEFING PAPER ACTION ITEM ITEM 9: Review and consider approval for an application and funding plan to be submitted for Regional Solid Waste Funding in Fiscal Years 2018 and 2019 through the Commission on Environmental Quality (TCEQ) Regional Solid Waste Grant Program. BACKGROUND The FY 2018/2019 Regional Solid Waste Funding Application and Funding Plan will be submitted to the Commission on Environmental Quality (TCEQ). This application and funding plan must be authorized by the ATCOG Board of Directors in order for the Environmental Department to proceed with project activities. DISCUSSION The FY 2018/2019 Regional Solid Waste Funding supports programs throughout the region dealing with solid waste management and alternatives. The Regional Solid Waste Program directly supports Regional goals, alternatives, and the action plan adopted by the Ark-Tex Council of Governments and the Board of Directors in the revised Volume I Regional Solid Waste Management Plan. The current application will ensure continued funding for planning, oversight, and special programs such as pass-through funding for the eligible entities within the region to educate citizens about solid waste related issues. RECOMMENDATION Staff recommends approval of the application and funding plan for solid waste funding from TCEQ for FY 2018/

12 RESOLUTION RESOLUTION OF ARK-TEX COUNCIL OF GOVERNMENTS ENVIRONMENTAL RESOURCES PROGRAM AUTHORIZING THE FILING OF THE FY 2018/2019 GRANT APPLICATION AND FUNDING PLAN WITH THE TEXAS COMMISION ON ENVIRONMENTAL QUALITY FOR A REGIONAL SOLID WASTE GRANTS PROGRAM GRANT; AUTHORIZING PAUL PRANGE, ENVIRONMENTAL RESOURCES COORDINATOR, TO ACT ON BEHALF OF ARK-TEX COUNCIL OF GOVERNMENTS ENVIRONMENTAL RESOURCES PROGRAMS IN ALL MATTERS RELATED TO THE APPLICATION; AND PLEDGING THAT IF A GRANT IS RECEIVED ARK-TEX COUNCIL OF GOVERNMENTS ENVIRONMENTAL RESOURCES PROGRAM WILL COMPLY WITH THE GRANT REQUIREMENTS OF THE ARK-TEX COUNCIL OF GOVERNMENTS, THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY AND THE STATE OF TEXAS. WHEREAS, the Ark-Tex Council of Governments (ATCOG) is directed by the Commission on Environmental Quality to administer solid waste grant funds for implementation of the ATCOG s adopted regional solid waste management plan; and WHEREAS, Ark-Tex Council of Governments, Environmental Resources Programs in the State of is qualified to apply for grant funds under the Request for Applications. NOW, THEREFORE, BE IT RESOLVED BY THE ARK-TEX COUNCIL OF GOVERNMENTS, ENVIRONMENTAL RESOURCES PROGRAMS IN TEXARKANA, TEXAS: Section 1 Section 2 Section 3 Section 4 Section 5 That Paul Prange is authorized to request grant funding under the Ark- Tex Council of Governments Request for Applications of the Regional Solid Waste Grants Program and to act on behalf of Ark-Tex Council of Governments, Environmental Resources Programs, in all matters related to the grant application and any subsequent grant contract and grant project that may result. 14 ATTACHMENT 3 BRIEFING PAPER - ACTION ITEM ITEM 10: Review and consider approval of membership changes on the Solid Waste Advisory Committee (SWAC). BACKGROUND: The Solid Waste Advisory Committee has approved the resignation of one member and the appointment of one member to serve as a representative for Hopkins County; however, these changes will not become official until the ATCOG Board also approves them. DISCUSSION: The following member has resigned from the SWAC: Beth Wisenbaker Former Precinct 1 Commissioner for Hopkins County, and former member of the SWAC. The following member has been appointed by the SWAC to serve as a representative for Hopkins County, Jon Dalzell Hopkins County Resident and member of the Hopkins County Beautification Committee. RECOMMENDATION Staff recommends Board approval of this resignation and appointment to the SWAC. 14

RESOLUTION OF THE ARK-TEX COUNCIL OF GOVERNMENTS (ATCOG) WITH REVIEW AND COMMENT ON THE NOMINATION OF JON DALZELL, HOPKINS COUNTY BEAUTIFICATION MEMBER, TO REPLACE BETH WISENBAKER, FORMER HOPKINS COUNTY PRECINCT 1 COMMISSIONER, ON THE SOLID WASTE ADVISORY COMMITTEE. THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY REQUIRES ATCOG TO ESTABLISH AND MAINTAIN A SOLID WASTE ADVISORY COMMITTEE FOR THE PURPOSE OF SELECTING AND FUNDING PROJECTS WHICH ARE CONSISTENT WITH THE REGIONAL SOLID WASTE MANAGEMENT PLAN. WHEREAS, it is desirable and in the public interest that certain development plans be reviewed by the Ark-Tex Council of Governments for their consistency with the overall development of the Region. NOW, THEREFORE BE IT RESOLVED BY THE ARK-TEX COUNCIL OF GOVERNMENTS: Section 1 - Section 2 - That the Board of Directors recognizes the Executive Director as the Authorized Official, and he has been given the power to comment upon projects having an environmental impact. This nomination to the Solid Waste Advisory Committee (SWAC) has been accepted by the SWAC at the meeting on August 17, That the above mentioned change is required by the Commission on Environmental Quality (TCEQ) for continued representation on the Solid Waste Advisory Committee (SWAC) and management of solid waste pass-through grant funds from the TCEQ, by ATCOG, throughout the Region. 16 ATTACHMENT 4 BRIEFING PAPER ACTION ITEM ITEM 11: Review and consider approval for ATCOG s Executive Director to enter into a 2-Year contract with East Police Academy/Kilgore College, based on the upcoming 2- Year grant period and the proposal submitted by ETPA, upon receiving notification of grant award from the Criminal Justice Division of the Governor s Office. (See Attachment?) (to be presented by staff member Patricia Haley) BACKGROUND: A Request for Proposal (RFP) was advertised/issued for a provider for the Regional Law Enforcement Training program, outlining the qualifications and guidelines necessary to carry out the contracted services. East Police Academy/Kilgore College (ETPA), who is ATCOG s current provider of law enforcement training, was the only provider to submit a proposal. The DISCUSSION: Upon receipt of the law enforcement training grant, this 2-year grant award and contract will give us the opportunity to sustain law enforcement training for officers/potential officers and have continuous training during the 2-year period while the funding is available. ETPA has provided training to the officers and potential officers in our region for a number of years, and is now partnering with Northeast Community College in providing courses in Mt. Pleasant. In addition to holding courses in Mt. Pleasant, ETPA will provide various types of training in locations across the ATCOG region, which significantly helps small departments with limited travel budgets. They will provide basic peace officer training, basic corrections/jailer training, telecommunications/dispatcher training, and also advanced/specialized courses. ETPA also has plans to offer court bailiff security training. As ETPA receives more information from TCOLE regarding the requirements for that training, they will go forward in the planning/scheduling process. RECOMMENDATION: It is recommended that ATCOG receive authorization for the Executive Director to enter into a 2-year contract with East Police Academy/Kilgore College to provide these police academy services, based on the 2-year grant period and the proposal received, upon receipt of the grant award from the Criminal Justice Division of the Governor s Office. 16

26 ATTACHMENT 5 BRIEFING PAPER ACTION ITEM ITEM 12: Review and consider approval of an addition to the Ark-Tex Council of Governments (ATCOG) Housing Choice Voucher Administrative Plan effective October 1, BACKGROUND: The U.S. Department of Housing and Urban Development (HUD) requires an Administrative Plan be submitted to locate basic PHA policies, rules, and requirements concerning the PHA s operations, programs, and services, and informs HUD, families served by the PHA, and members of the public of the PHA s mission, goals. And objectives for serving the needs of low-income, very low- income and extremely lowincome families. Any revisions made to this plan must be formally adopted by the Board. DISCUSSION: The current policy under Regular Contributions or Gifts states, That the PHA must count as income regular monetary and nonmonetary contributions or gifts from persons not residing with an assisted family. Temporary, nonrecurring, or sporadic income and gifts are not counted. Addition: The PHA will for families claiming zero income utilize the Allowable Living Expense Housing and Utilities Standards according to the county of residence for the fiscal year that is set forth by federal guidelines. S. Department of Housing and Urban Development (DHUD) requires the Five-year and Annual Plans be submitted to establish goals and operating procedures for achieving PHA goals within the HCV program. WHEREAS, the Administrative Plan for the fiscal year beginning on October 1, 2017, be amended to include the PHA will for families claiming zero income utilize the Allowable Living Expense Housing and Utilities Standards and be approved and certified by the Board of Directors. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE ARK-TEX COUNCIL OF GOVERNMENTS: Section 1 - Section 2 - That the Administrative Plans amend to include the Allowable Living Expense Housing and Utilities Standards for the fiscal year beginning on October 1, 2016, be approved and submitted.
