1 Canadian Orientation Abroad (COA) for Canada-Bound Refugees and Migrants Toward contributing to the delivery systems designed to enhance Canadian immigration and to strengthen the government s capacity to ensure successful settlement, adaptation and integration of newcomers into Canadian society.

3 CIC Integration Policy Principles 1. Integration requires both newcomers and Canadians to commit themselves to adapting to the new cultures which each meets in their encounters. 2. Acquisition of one of the official languages is key to successful settlement and integration. 3. Canadians value and should contribute to efforts to assist newcomers to achieve economic and social self-sufficiency as soon as possible. 4. Settlement and integration services aim to assist newcomers to become self-sufficient as soon as possible, with priority given to those deemed to be most in need within the community. 5. Settlement and integration services across Canada will be flexible, responsive and reasonably comparable. It should be noted that this is true also for pre-departure training relative to the different sites in which it is implemented. 3

4 Pre-Departure Orientation Training Objectives: 1. To provide immigrants (all categories) and labour migrants with accurate information about life in Canada 2. To help immigrants develop realistic expectations about settlement in Canada. 3. To develop immigrants awareness and skills necessary for successful adaptation to their new society especially during their first six (6) months of stay in Canada 4. To address migrant s concerns and questions 4

8 Target Groups: Pre-Departure Orientation Training 1. Refugees (Afghan, Bhutanese, Burundian, Colombian, Congolese, Eritrean, Ethiopian, Iraqi, Liberian, Nigerian, Palestinian, Russian, Rwandan, Somali, Sudanese, Tajik, Togolese) 2. Skilled Worker Immigrants - Immigrants selected for their skills, which will ensure their success in a fastchanging labour market and benefit the Canadian economy. Canadian regulations stress education, English or French language abilities, and work experience involving certain skills, rather than specific occupations. 8

Family Class (As a Canadian citizen or a permanent resident of Canada, you can sponsor your spouse, common-law partner, conjugal partner, dependent child (including adopted child) or other eligible relative (such as a parent or grandparent) to become a permanent resident.) 4. Provincial Nominees (An immigrant selected by the provinces and territories for specific skills that will contribute to the local economy. Canadian regulations establish a provincial nominee class, allowing provinces and territories that have agreements with CIC to nominate a certain number of workers, with nominees meeting federal admissibility requirements, such as those related 9

21 Closing Points 1. Migrants often have unrealistic expectations and limited understanding of new culture and society -- in some cases, they have no information or have been misinformed -- with many not taking into consideration the rights and responsibilities that are implicit for life in a new country. 2. The above factors intensify adjustment problems, create settlement barriers and undermine migration processes. 3. The need to adequately inform migrants about settlement and integration challenges fully support successful resettlement in new countries. 4. Country investments in overseas orientation contributes to more efficient integration of newcomers into mainstream new societies, as well as, possible savings in costs related to settlement, adaptation, and integration. 21
