Motion carried 7-0. Consent Agenda Items: President Miller asked if Board members would like to remove any of the items listed in consent and then read procedures for removing items. There being no objection to any of the following items, she stated the consent agenda items are adopted. (No formal motion/vote taken) 1. Correspondence Washington D.C. Trip Report (Hilliker) 2. Youth Options Requests - 3. Co-Curricular Items/Reports - 4. Field Trip Requests: HS Jazz Ensemble to Eau Claire April 3-4, 2009 (Shucha) MS PRIDE Leadership Conference Green Bay April 26-27, 2009 (Sanders) 5. Fund Raiser Requests - 6. Fund Raiser Reports Communications: Committee Reports/Future Meeting Dates: Future meeting dates were noted. Reports: Contract Negotiations Committee: Dr. Brown reported committee members have been meeting with LTA and LESA for consensus bargaining and have made progress to date including discussion of shared interests and identifying several issues with both groups contracts. Also met to discuss and make recommendations regarding the district administrator s contract. Curriculum and Instruction Committee: Mr. Treinen reported the committee met on Tuesday, March 3 rd. Reviewed department updates, school counseling model, GT update, 4K, PEP Grant and self-study updates. Next meeting is Tuesday, May 5 th at 7:30 a.m. Facility Committee: Mr. Wipperfurth reported the committee met Wednesday, February 25 th, and addressed: elementary HVAC, 10-year roofing plan, primary school third terrace ownership, compliance self-inspection report for the primary playground, various fuels for schools through Focus with Energy, high school room temperature issues, energy conservation and Highlands of Ridgestone proposal. Next meeting is March 5 th. Finance Committee: Ms. Landsverk reported the committee met at 5:30 p.m. tonight; Guests Jodi Andres and Tom Cox from Durant a company that has won awards for green buildings, who have toured Lodi High School. Committee also reviewed current budget projections - district will likely be $3 400,000 in the hole this year. Looked at projection for next year and following year; if we use entire referendum money for next year we ll end up being about $250,000 in the black; Reviewed student count
2 projections which appear to be flat. Next meeting date is April 7 7:00 p.m. Items will include potential budget savings and the budget draft for next year. Policy Committee: Mr. Paul stated that the committee met on March 6 th. Three items are on the agenda for first reading tonight and one item for second reading - procedures; next meeting is Thursday, April 2 nd. Dr. Brown asked to add to his report that he attended a WASB Effective Bargaining workshop the prior week, which included sections on interest arbitration, salary schedule restructuring and PI34 changes. President Miller noted the upcoming meeting and special dates included in the annotated agenda. WASB Correspondent Report Mr. Paul shared that the Day at the Capitol will be March 18 th. Also noted another Effective Bargaining session available on March 13 th. Gibraltar School Governing Board Mr. Treinen stated the Governing Board met on February 3 rd. Next meeting is April 20 th. CESA 5 Representative: Mr. Wipperfurth said the board met last Thursday to negotiate contract and benefits for CESA employees. Don Stevens has returned from state post. Board President s Report: President Miller asked if Board members receive WASB publications and offered to forward information to those interested. Administrative Reports: Mr. Dyb stated the middle school out-of-school suspensions were not included on previous month report and were provided this month.. Mr. Paul thanked Mr. Dyb. District Administrator Report: Mr. Shimshak had no report. Citizen Input Financial Report Business Manager Brent Richter shared a summary of responses to questions regarding specific vouchers. Vouchers: Motion Landsverk/Otto to approve payroll checks in the amount of $ and direct deposits in the amount of $514,222.10, accounts payable checks in the amount of $720, and ACH withdrawals in the amount of $275, Motion carries 7-0 on a roll call vote. Agenda Items: Presentation by Dr. Bettsey Barhorst, MATC President & Mr. Jim Cavanaugh, MATC Board Member & President of South Central Federation of Labor Dr. Barhorst and Mr. Cavanaugh presented information and statistics specific to areas, including Lodi s, students attending MATC. They shared graduation rates, job placement data, most lucrative degrees, certifications, and diplomas currently offered. MATC students often go on to UW-Madison and the entire UW system. Six months after graduation, 97% surveyed were satisfied, 92% employed, mostly in MATC district but nearly all in Wisconsin. MATC graduates get jobs! MATC will serve approximately 45,000 students this year. Dr. Barhorst and Mr. Cavanaugh gave a PowerPoint presentation, provided handouts, responded to questions and asked for Board and Administrative input to improve their programs. Summarized that MATC district is comprised of 12 counties, 223 municipalities, 40 school districts, and campuses in 5 cities. MATC strives to create and maintain effective partnerships with each of those school districts. They appreciate the partnership with Lodi and hope to expand relationship in future. No Action 2
3 Presentation by Project-Based Learning Student: Cyberknife High School student Brenna Redemann shared her excellent Project-based Learning class project, Cyberknife, which is a form of precision targeted radiation delivered more effectively through a single beam, with fewer side effects and is used in the treatment of cancer. Ms. Redemann shared that this was recently used as a treatment option for her family member with brain cancer. No Action. Presentation by Curriculum Director/MS Principal Grading and Assessment Practices Curriculum Director Tiffany Loken and Middle School Principal David Dyb had provided a handout and shared that a Grading and Assessment class has been offered to staff in Lodi about 30 teachers took the class in the fall and about 15 are taking it this spring. This is an opportunity to research best practices. The participants came up with ideas and opportunities and are piloting certain components: 2 components are about assessment formative and summative. Another is about grading practices what s currently being done, what should be done and what s best for students. Finally, work habits/employability skills were discussed. Mr. Dyb also shared initiatives at middle school and the other schools as a result of this class. No action. LTA Request to Meet with Board regarding Denial of Early Retirement Requests Background: The Lodi Teachers Association Executive Board requested a meeting with the Board of Education to discuss the rationale for the Board's action at the last meeting regarding two applications under Article XXX of the Master Agreement. Motion Brown/Paul to approve the letter and to have this letter sent to the LTA Executive Board. Discussion: Ms. Landsverk asked that the letter be explained and Dr. Brown read the letter in its entirety and noted attachments Consensus Bargaining LTA Contract Highlights including specific retirement language. He also read a resolution by the Board, which was approved at January 2008 meeting. Dr. Brown restated the motion. Motion carries 6-1 (Landsverk) on a roll call vote. Lodi Education for Employment Plan Approval Motion Brown/Wipperfurth to approve Lodi School District s Education for Employment Plan effective September 1, 2009 August 31, 2014 as presented by Ms. Crook and as required by Wisconsin s.s /pi-26. Discussion: Clarification that this plan comes from the Carl Perkins funds and explained that this is led by CESA 5. Motion carries on a 7-0 voice vote. CESA 5 Contract Renewal Motion Paul/Brown to approve CESA 5 Contract as presented. Discussion: Mr. Shimshak provided clarification as to what this contract represents. Request for Wednesday Evening High School Activities Motion Brown/Wipperfurth to approve requests to hold Lodi High School Activities on Wednesday evenings, which is an exception to Board Policy No. 723 Evening and Weekend Activities. The events are: Fine Arts & Academic Awards Night Wednesday, May 20 th and Senior Class Night Wednesday, May 27 th. Policy Reading 1 st Reading (Includes related procedures, if any) Policy No Graduation Policy (Rev.) Policy No Youth Options (Rev.) Policy No Guidelines for Handling Money in the Buildings (New) Discussion: Mr. Paul stated that these policies included minor wording and date changes, as well as to put into formal policy a practice that is already occurring. No action for first reading. Policy Review 2 nd Reading (Procedures require one reading) Motion Paul/Treinen to approve combined Extended/Non-Extended Field Trip Form as presented for official use and as part of the K-12 procedures used district-wide. Gifts/Donations Future Agenda Items... Action Requested by Board at Meeting 1. Reconsider Early Retirement Requests VII. Contracts Action will be deferred until after discussion in closed session. 3
4 Closed Session: President Miller noted a clarification that Item F. on closed session agenda Option to Purchase Property Highlands of Ridgestone is actually related to an offer to purchase rather than an option to purchase property. District Legal counsel was consulted and determined that this clarification suffices for proper notice. Motion Otto/Wipperfurth to ADJOURN TO CLOSED SESSION pursuant to Wisconsin Statutes s (1) (c) to consider employment, compensation or performance evaluation data and pursuant to Section 19.85(1)(e) of the Wisconsin Statutes for the purpose of deliberating or negotiating the acquisition of the Highlands of Ridgestone property because competitive or bargaining reasons require a closed session. Motion carries 7-0 on a roll call vote.
