1 Regular Meeting of the Board of Education Meeting School District of Lodi Minutes from May 12, 2008 Public notice of this meeting was given by posting at School District Office and website, all School Buildings, the Lodi Enterprise, the Portage Daily Register, WIBU, WPDR, Lodi City Hall, Lodi Town Hall, the Dane Village Hall and Dane Township Hall, West Point Town Hall, Vienna Town Hall, and mailed to clerks at Arlington, Dekorra and Roxbury Townships. President Miller called the meeting to order at 7:00 p.m. (Meeting was not televised was audio recorded) Roll Call: Present: Absent: Also Present: Dr. Brown, Ms. Miller, Mr. Otto, Mr. Paul, Mr. Treinen and Mr. Wipperfurth Ms. Landsverk Mr. Shimshak, Mr. Richter, Ms. Loken, Mr. Dyb, Mr. Hovde, Mr. Paradise, Ms. Thompson Citizen Input Communications: Approval of Minutes: Motion Otto/Paul to approve meeting minutes of April 9, 2008 (special), April 14, 2008 (regular), and May 1, 2008 (special) Dr. Brown noted one correction to the April 14 th minutes and motion was carried 6-0 pending correction to motion as noted. Correspondence: Committee Reports/Future Meeting Dates: Future meeting dates were noted on supplement. Scholarship Committee: Senior Class Night is May 21 st - Ms. Landsverk reminded board members to contact Ms. Cathy Treinen in high school guidance office to participate! Contract Negotiations Committee: Dr. Brown stated the committee met in April to work on District Administrator position description. Small wording changes needed on evaluation form. Curriculum and Instruction Committee: Mr. Treinen reported committee met on May 7. Received PE and Health Department updates, budget update, and discussed the world language program, which is not ready for fall Next meeting date is October 8, 7:30 a.m. Facility Committee: Mr. Wipperfurth reported the committee had not recently met. Finance Committee: Mr. Otto reported they will meet on May 19 th at 5:30 p.m. Policy Committee: Mr. Paul reported the committee had met prior to tonight s meeting and completed the Student Travel Policy for a first read at the June board meeting. Committee will review the Foreign Exchange policy at the June meeting, scheduled for June 18 th at 7:30 a.m. WASB Correspondent Report Mr. Paul had nothing to report. Gibraltar School Governing Board Mr. Treinen had no report since being recently appointed to the Board. Board President s Report President Miller had no report but requested board members to actually state the complete motion when making one so viewers in the community can follow along more easily.

2 Administrative Reports Laura Love, High School Prinicpal, was excused from the meeting, so Mike Shimshak noted two items she had provided for the board packet. They were: An invitation for board members to participate in graduation ceremony and a letter of congratulations from the WI High School Forensics Association. Anne Thompson, Director of Student Services, reported on district s initiative regarding Highly Qualified Paraprofessionals. The only paraprofessionals required to be certified as highly qualified are those paid by Title I so none in Lodi are required, however, based on the certification, all of Lodi s are highly qualified. District is going to ask our paraprofessionals to complete the accomplishments (optional) and to encourage them to set some personal goals with building principals. The goal is to increase their skills and knowledge. Mr. Otto asked where this data would be housed - schools or district office? He commented that there would be some good information as a part of this initiative. District Administrator Report Mike Shimshak reported: Thai Student/Teacher Visit students blended into high school very well, gave presentation comparing schools, clothing and offered a Thai cooking session at the high school. Growing out of that is a desire for our students to visit Thailand. He is working with Mr. Suphanachat Plang-ngoen ( Chaht ) to develop some programs guidelines for exchanges. Board member Wipperfurth s family hosted two students. He shared that they had an overall good experience despite a bit of homesickness for one. The students were treated to a Brewer game, snow, and the Wipperfurths were treated to some authentic Thai cooking. He summarized that kids from Thailand are not all that different from ours! Mike then shared a remarkable coincidence regarding one of the hosts, Susie Riedesel, who was an exchange student to Thailand 23 years ago. It was discovered through conversation that Chaht s sister had been Susie s teacher during her stay in Thailand! Mike Shimshak then noted that Laurent Soucie and Joel Betsinger have worked to set up an exchange program with Hessen Germany and Lodi could be hosting German students in September for 2-1/2 to 3 weeks. Mike Shimshak also reminded board members to attend the community wide open house in honor of Ms. Anne Thompson, retiring student services director, and Mr. Carl Paradise, retiring primary school principal. Date: May 20 th - 3:30 5:00 p.m. at the district office. Everyone is welcome! Citizen Input Financial Report Business Manager Brent Richter was available to respond to questions regarding vouchers. Vouchers Motion Wipperfurth/Brown to approve to approve payroll checks in the amount of $89, and direct deposits in the amount of $416,353.76; Accounts Payable checks in the amount of $751, and ACH withdrawals in the amount of $338, Motion carried 6-0 on a roll call vote. Agenda Items: Washington D.C. Trip (Video Arlington National Cemetary) The Middle School (Mr. Hilliker) had provided a DVD of their trip to Washington D.C. The board was treated to a 15-minute recording of the ceremony at the Tomb of the Unknown Soldier, narrated by Mr. Dyb. The board asked him to thank Mr. Hilliker for his work with the students and for sharing the DVD. Staffing Review Administrative to Staff Ratios at all Buildings Mr. Shimshak provided a handout of staff to student ratios for all schools. No action. Referendum Questions/Strategy/Timeline District Administrator Mike Shimshak had provided some sample referendum resolution examples. He noted that questions could be adjusted to the board s liking. Mr. Shimshak recommended unanimous decision by Board to go to referendum and suggested the November general election as a possible date. Mr. Wipperfurth questioned how the public would become informed as to the nature of the referendum. Mike stated we could use a web-based survey to gain public input on the questions but the purpose for this evening s discussion is to set date for a referendum. There was discussion regarding the projected budget deficit being a recurring situation as long as the funding method doesn t change. Ms. Miller asked what process the board would use to develop the questions. Mr. Shimshak stated this is the process for the board to develop the questions. Mr. Paul stated he believes we need to ask the

3 constituency what they need to know. Dr. Brown talked about strategies needing to get the information out and moving forward. Mr. Shimshak noted the board would be prohibited from doing a strategy similar to Westby (reference an provided to Board) a community group would have to spearhead such a movement. Again Mr. Shimshak recommended setting a referendum date in November based on the liberal democratic candidates, which will bring out a more liberal voter base. Dr. Brown said his perception was that a referendum was a year or two out not 90 days. Mr. Shimshak said we can afford 2 years of deficit budget and that we are completing the first year of deficit now. Mr. Paul stated he would like to vote on this next month that it is reasonable for this to go to the public so as not to railroad them. Mr. Wipperfurth said we could depend on the newspaper to get the word out that we are considering a referendum and the consensus was to include it as an action item for the June board meeting. Mr. Shimshak suggested looking at the strategic plan to see some of the initiatives that haven t yet been completed because of funding. Further discussion about getting the information out by use of the website. Dr. Brown suggested the Shell Lake referendum presentation was very well done and would be a good tool to use as a template to develop Lodi s plan of action. Question arose as to whether to hire a consultant to advise the district. Mr. Shimshak was not in favor of that as he has some experience in passing referendums and the key to success is research based. Next steps: 1) Review Strategic Plan for unfinished initiatives and 2) add to the June board agenda for action; 3) Lodi Enterprise will help us; 4) Invite citizen input June meeting? Board will take questions. We can respond to them in an information campaign; 5) Questions on website? 6) Shell Lake presentation print out slides for future board packet. No action taken Budget Update Business Manager Brent Richter explained how the budget is built by fund and the various funds and how they are used. data shows $366,000 as a budget deficit as of this time, however, budget is ever-changing a moving target. Current Co-Curricular Issues/Reports President Miller noted the following high school co-curricular reports and board members congratulated them publicly for their accomplishments. Forensics National Honor Society Spring Musical Policy Reading 1 st Reading (No action required for first reading) Policy Reading 2 nd Reading Motion Paul/Treinen to adopt Policy No. 123 New Board Member Orientation. Motion carried 6-0. Extended Field Trip Requests Motion Treinen/Brown to approve the extended field trip to FFA Officer Retreat in Montello on August 6-7, Motion carried 6-0. Fundraiser Requests Fundraiser Reports Gifts/Donations Motion Paul/Treinen to approve $ donation to Summer Saunters Class by various individuals/businesses/service organizations through the Lodi Valley Chapter of the Ice Age Park and Trail Foundation. Motion carried 6-0. Motion Treinen/Wipperfurth to accept, with sincere appreciation, the donations to Lodi School District by the Lodi Athletic Booster Club for the purchase of rain suits, telescoping tripod) as presented. Motion carried 6-0. Motion Brown/Treinen to accept, with sincere appreciation, the donation by MS PRIDE Council of two tables, at a cost of $ each, to Lodi Middle School. Motion carried 6-0. (Tables will be located on area behind the middle school on an area landscaped by High School classes as an outdoor classroom.) Motion Wipperfurth/Treinen to accept, with sincere appreciation to Mr. Greg Garton, on behalf of the Lake Melvin Yacht Club, the $ donation to Lodi School District foodservice department for use in subsidizing meals for students in need of assistance. Closed Session: Motion Paul/Otto to ADJOURN TO CLOSED SESSION pursuant to Wisconsin Statutes s (1) (c) to consider employment, compensation or performance evaluation data. Motion carried 6-0 on a roll call vote. Boys Basketball Coaching Staff Mitch Hauser will be attending closed session to discuss his recommendation for coaching staff. The list of coaches will be brought forward later for approval. Regular Staff: Motion Otto/Wipperfurth to approve Memorandum of Understanding involving Mary Jane Nolan, LTA and School District Administration, which memorializes an agreement for Ms. Nolan to return to work following a one-year disability to a one-year assignment to Lodi Elementary School working with ST Math technology and teaching keyboarding in the 5 th grade. Motion carried 6-0. Motion Brown/Wipperfurth to approve employment contract for Ms. Megan Dorsey as High School Guidance Counselor (replaces Curt Hossman) effective July 2008 (start date per extended year contract). Motion carried 6-0. Motion Treinen/Wipperfurth to approve employment contract for Rose M.
