The Board of Education and Administration introduced themselves to the audience. DESIGNATION OF CHAIRPERSON: OATH OF OFFICE DISTRICT CLERK: OATH OF OFFICE BOARD MEMBERS: Dr. Karnilow designated Mrs. Rosanne Marini, District Clerk, as Chairperson. Mr. Feldman administered the Oath of Office to Mrs. Marini, District Clerk. Mrs. Marini administered the Oath of Office to the newly elected Board Members, Mrs. Greenspan and Mrs. Bottenus.

2 EXECUTIVE SESSION: OPEN SESSION: ELECTION OF BOARD PRESIDENT: Bottenus, and carried unanimously (5-0) to convene into Executive Session at 5:45 p.m. to discuss reorganization items. The meeting returned to Open Session at 6:15 p.m. Mrs. Sorkin nominated and Mrs. Greenspan seconded the nomination of Mr. Noskin for President of the Board of Education. Mr. Noskin agreed with the nomination. By a unanimous vote of 6-0, Mr. Noskin is elected President Mrs. Marini administered the Oath of Office to Mr. Noskin. SEATING OF THE BOARD PRESIDENT: ELECTION OF BOARD VICE PRESIDENT: Mr. Noskin assumed his seat as President of the Board of Education and relieved the District Clerk of further duties in connection with the Reorganization Meeting. Mr. Marcucci nominated and Mrs. Catapano seconded the nomination of Mrs. Greenspan for Vice President of the Board of Education. Mrs. Greenspan agreed with the nomination. By a unanimous vote of 6-0, Mrs. Greenspan is elected Vice President. Mrs. Marini administered the Oath of Office to Mrs. Greenspan. DISTRICT CLERK: ASSISTANT DISTRICT CLERK: TREASURER: BOARD COUNSEL: Sorkin, and carried unanimously (6-0) to appoint Rosanne Marini as District Clerk for the Sorkin, and carried unanimously (6-0) to appoint Annette Drago as Assistant District Clerk for the Sorkin, and carried unanimously (6-0) to appoint Michael J. A Motion was made by Mr. Marcucci, seconded by Mrs. Sorkin, and carried unanimously (6-0) to form a Budget Subcommittee. Board Members will notify Mr. Noskin of their preferences for serving on the following Board Committees: Board of Education Award Committee Budget Committee Communications Committee Education Committee Facilities Committee Health and Safety Committee Legislation Committee Policy Committee Staff Development Committee Technology Committee Transportation Committee BOCES Liaison PTA Liaison School to Business Liaison Senior Citizen Liaison ALTERNATE SIGNATORIES: RESOLUTION ATTENDANCE COMPUTATION: Catapano, and carried unanimously (6-0) to empower the Board President and Vice President to execute checks of the District in the event of an extended absence of the Treasurer. A Motion was made by Mrs. Greenspan, seconded by Mr. Marcucci, and carried unanimously (6-0) to adopt the following Resolution: 5

6 RESOLVED, that the Board of Education of the Half Hollow Hills Central School District of Huntington and Babylon, hereby authorizes the deletion from the work sheets, the attendance on any of the religious holidays during the school year, wherever such deletion would be in the best interest of the district. Mrs. Greenspan commented that at Dr. Karnilow s suggestion, our policy manual is being digitized. 6

7 DESIGNATION OF OFFICIAL NEWSPAPERS: Catapano, and carried unanimously (6-0) to designate Newsday and The Long Islander as the official newspapers of the District for the DESIGNATION OF COMMITTEES ON SPECIAL EDUCATION: Catapano, and carried unanimously (6-0) to appoint members of the Committee on Special Education (CSE), Committee on Preschool Special Education (CPSE), and Surrogate Parents. A roster of these members is attached. DESIGNATION OF DELEGATES TO NYSSBA CONVENTION: A Motion was made by Mrs. Greenspan, seconded by Mrs. Catapano, and carried unanimously (6-0) to designate Mrs. Sorkin as Voting Delegate and Mr. Marcucci as Alternate, at the NYSSBA Annual Convention in Buffalo October POLICIES FOR BOARD REVIEW: Greenspan, and carried unanimously (6-0) to re-adopt the following policies: Comprehensive Alcohol, Tobacco, and Other Substance Use/Abuse Policy Limited English Proficiency Policy Mr. Noskin thanked Mrs. Taff, from the bottom of his heart, for being here this evening and for all of her support. He thanked Mrs. Greenspan and the entire Board of Education for their support in electing him as President. Mr. Noskin stated he would like to get the Board Committees going right away. He recommended that the Administration get the Board Report packets to the Board on Thursdays instead of Fridays (even if it is a partial packet). Mr. Noskin also requested a list of Work Session presentations for the upcoming year. Mr. Noskin distributed a list of rules for Executive Session to Board Members to be discussed at the next meeting. 7

8 OTHER ITEMS FROM ADMINISTRATION: Mr. Light discussed the mats for the High School East wrestling room and the need to standardize with Resilite, which has been used in all other similar applications. Mr. Light mentioned the Natatorium, and moving the starting platforms to the deep end of the pool, in order to meet insurance standards, and would like to keep both if feasible. The Board discussed the diving platforms. Mrs. Sorkin inquired about the cost of running the natatorium annually. APPROVAL OF BILLS: BID AWARDS: Catapano, and carried unanimously (6-0) to accept the Approval of Bills for $5,380, Catapano, and carried unanimously (6-0) to approve the following Bid Awards: 1. 9 CSE RECOMMENDATIONS: CPSE RECOMMENDATIONS: A Motion was made by Mrs. Greenspan, seconded by Mrs. Catapano, and carried unanimously (6-0) to accept the CSE Recommendations of July 1, A Motion was made by Mrs. Greenspan, seconded by Mrs. Catapano, and carried unanimously (6-0) to accept the CPSE Recommendations of July 1, Mrs. Catapano requested high school/middle school special education class size average. Mrs. Sorkin left the meeting at 6:55 p.m. PERSONNEL: Retirements 1. Stephanie Jackson Nurse/VAN 6/30/04 2. Gloria Miller English/HSW 6/30/04 A Motion was made by Mrs. Catapano, seconded by Mr. Marcucci, and carried unanimously (5-0) to approve the above Retirements. Mrs. Sorkin returned to the meeting at 7:00 p.m. TEXTBOOK ADOPTION: Catapano, and carried (5-1-0) to adopt the following text: Today s Teen copyright 2004, publisher, Glencoe/McGraw Hill Vote on the Motion: Yes: Mr. Noskin, Mrs. Greenspan, Mrs. Bottenus, Mrs. Catapano, Mr. Marcucci No: Mrs. Sorkin SUPERINTENDENT S CONTRACT: BE IT HEREBY RESOLVED, that the Board of Education of the Half Hollow Hills Central School District approves a new contract for the Superintendent of Schools commencing July 1, 2004 through June 30, 2009 as outlined in a document on file in the Office of the District Clerk. Sorkin and carried unanimously (6-0) to approve the above Resolution. 9

10 DISTRICT CLERK CONTRACT: BE IT HEREBY RESOLVED, that the Board of Education of the Half Hollow Hills Central School District approves the salary of the District Clerk of $40,618 for the 2004/2005 Greenspan, and carried unanimously (6-0) to approve the above Resolution.
