National Wind Band Honors The Board would like to recognize Rockport-Fulton Middle School Band, directed by Kenneth Thurman, for being selected for the National Wind Band Honors, commended status. This is a national competition, entered by recordings, in which the top bands are selected for the honor.

South Texas Distinguished Scholars Recognizing nine students for being nominated for the Caller Times South Texas Distinguished Scholars in the following categories: Service and Leadership, General Academics, Communication, Spirit, Science, Performing and Fine Arts, Career and Technology, Achiever and Student Athlete. Two of the nominees were winners and recognized at an awards ceremony in Corpus Christi on October 21st. The nominees are: Lanette Rogers, Kathleen Sullivan, Elizabeth Peterson, Reagan Baker, Kourtney Cochran, Emily Barrera and Stephen Cavazos. The winners are John Owen and Moneisha Romas C. Team Tennis Recognizing the Tennis team for advancing to regional playoffs. The students are Courtney Albin, Meagan Brown, Justine Frenchak, Stephanie Martin, Marsha McClees, Alison Trigg, Jessee Wells, Neel Bhakta, Shawn Cavazos, Stephen Cavazos, Michael Harbour, Newton Lee, Billy McDonnel and Josh Picarazzi Presenter: Bill Barr D. Cross Country Recognizing the girls Cross Country team for going to regional and state competition. 6 October 19, The Board of Trustees of the Aransas County Independent School District (ACISD) met in regular session on October 19, 2006, in the board room at Central Office with the following members present: Rusty Little, President; Sara Walvoord, Secretary; Melanie Brewer, Jack Chaney, Kimberly Maroney and Jack Wright. Jim Remley was absent. Also present were: Wayne Johnson, Superintendent; Victoria Kennedy, Asst. Superintendent; Ken Wagner, Chief Financial Officer; Liz Flinn, Director of Human Resources; Kathy Henderson, Business Office Coordinator; Preston Adams, Director of Operations and several ACISD employees and community members. The meeting was called to order at 6:30 p.m., with a quorum of Board Members present, the meeting having been duly called and notice posted in accordance with the Texas Open Meetings Act, Texas Government Code Chapter 551. Sherry Myers gave the opening prayer. Students from our NJROTC led the Pledge of Allegiance. No one came forward. Motion was made by Chaney, seconded by Walvoord, duly put and carried, to approve item numbers as listed under the Consent Agenda. All votes were yes. Motion was made by Wright, seconded by Maroney, duly put and carried, to approve the school calendar. All votes were yes. Motion was made by Chaney, seconded by Walvoord, duly put and carried, to approve two coaches to attend an out of state track conference in Atlantic City, New Jersey. All votes were yes. Motion was made by Wright, seconded by Brewer, duly put and carried, to approve the Aransas County ISD Gifted and Talented Program and Procedure Manual. All votes were yes. Motion was made by Wright, seconded by Walvoord, duly put and carried, to approve the budget amendments. There was some discussion. All votes were yes. Susan Kovacs, Director of Curriculum, gave a power point presentation to the Board regarding the Performance-Based Monitoring Analysis System There were some questions asked. Liz Flinn gave an overview of some of the revisions to local policy DEC (LOCAL). This policy addresses personnel leave and absences. There was some discussion and questions asked. The Superintendent s report consisted of Mr. Johnson going over with the board a date to finish with the goals and mission statement. There was a date of November 6 decided upon to continue that. There were a few questions asked pertaining to the Business Office Report and none for the Operations Report. The board took a break at this time. The time was 8:36 p.m. The break was over at 8:43 p.m. The President declared the Board in Closed Session at 8:43 p.m. pursuant to the following sections of the Texas Open Meetings Act: Personnel Matters, (a) Discussion of resignations (b) Discussion of contracts for professional employees (c) Discussion and possible action relating to appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee: Discuss discipline of a public school child, or complaint or charge against personnel. The Board returned to Open Session at 9:10 p.m. Motion was made by Walvoord, seconded by Wright, duly put and carried, to approve the Superintendent s recommendation to accept the probationary term contract for the remainder of the school year as listed. 44 Interlocal Agreement Roads/Parking Lots RECOMMENDATION: RATIONALE: IMPACT: DISCUSSION: The Superintendent recommends the Board approve the Interlocal Agreement between the County of Aransas and the Aransas County Independent School District regarding roads/parking lots. The Board approves all interlocal agreements and contracts. As in the past, all charges for work approved and performed for the school district will be based on materials, labor and fuel costs. This is a standard interlocal agreement regarding roads/parking lots that Aransas County ISD enters into with the county each year. This agreement solidifies the joint working relationship of county and school district. 44

47 Memorandum of Understanding between Aransas County ISD and The Education Foundation RECOMMENDATION: RATIONALE: IMPACT: DISCUSSION: The Superintendent recommends the Board approve the Memorandum of Understanding between Aransas County ISD and The Education Foundation. The Board approves all memorandums, agreements and contracts. There is no impact to the general fund. Based upon the recommendation of the school district s law firm, Bracewell and Giuliani LLP, an agreement between the two parties offers legal protection for both. The Education Foundation has awarded $295,309 in grants during the last five years. Their dedication to the children of Aransas County is evident on a yearly basis. 55 Joint Election Contract for Election Services RECOMMENDATION: RATIONALE: IMPACT: DISCUSSION: The Superintendent recommends the Board approve the Interlocal Election Services Contract between Aransas County ISD and the City of Rockport for the May 12, 2007 election. The Board approves all contracts. Election costs are a part of the yearly Aransas County ISD budget. The City of Rockport and Aransas County ISD will hold a joint election on May 12, 2007 for early voting and Election Day voting. The polling location will be 622 E. Market Street, Rockport City Hall. 72 ARANSAS COUNTY ISD MISSION STATEMENT AND GOALS RECOMMENDATION: RATIONALE: IMPACT: DISCUSSION: The Superintendent recommends the Board approve the Aransas County ISD Mission Statement and Goals The Texas Education Agency requires Board approval of the District mission statement and goals. There is no impact to the general fund. On September 16 th and November 6 th the Board of Trustees, the Superintendent, the Assistant Superintendent and the Chief Financial Officer held two special meetings for team building and goal setting. 74 Rationale Auto and Bus Parts and Supplies Recommendation: Rationale: The Superintendent recommends the Board approve the Primary and Secondary vendors for auto and bus parts and supplies. In compliance with Federal and State purchasing guidelines, the Board must approve competitive sealed proposals. Impact: The funds for these purchases are included in the Aransas County ISD budget. Discussion: Recommendation is based on the successful past experience with these vendors and availability of product and pricing. 95 Operations Report By Preston Adams As of 11/09/2006 New Freezer Project We are currently removing the old walk-in freezer from the rear of the central kitchen at the high school, because it is beyond maintaining cost effectively. This unit is ancient (installed when the original kitchen was built), and continually breaks down. The new unit will have a walk in cooler and freezer and will be large enough to replace two other coolers and freezers which are also getting very old. Following the removal of the old unit, the old concrete slab had to be removed because of the weight specification and elevation requirements of the new unit. Wayne Oakman and Ike Reed, HVAC Techs, remove the compressor units from the old freezer. The walls of the unit were filled with wet insulation and soggy rotted wood. This is West side of the old freezer unit behind the central kitchen. Crawford Taylor and Trent Flanagan removing the awning after the old freezer was removed. 95

96 Crawford, Manuel Estrada and Doug Cooper start demolition of the old slab. Trent breaks up the old slab with a 90 lb. jackhammer. Manuel dresses the edge of the remaining slab. Manuel and his brother, Juan Estrada continue demolition of the old slab. The crew discovered several different utility lines, such as this 4 in. gas line. 97 Gas Line Relocation Project We ve been having problems in the West Annex with a gas odor. We have checked and rechecked the building looking for a leak, to no avail. Our plumber soaped every fitting in the building, we ve had the gas company out several times with their electronic sniffer, but haven t been able to isolate the problem. The building and others in the same area are served by an underground line that runs around the band hall. We and Aransas Natural Gas both have the same concern an intermittent underground leak. So we decided to collaborate to address the problem. We are re-routing the gas line overhead from the central kitchen area. This will allow us to abandon the old underground line. Aransas Natural Gas is providing the necessary regulators and we are providing the pipe and labor. Ike Reed threading pipe for the new gas line. Some of the new gas line.
