1 BOARD OF EDUCATION ROSELLE PARK, NEW JERSEY OPEN MINUTES of the Board Meeting 7:00 P.M. The meeting, held at the Robert Gordon School Auditorium, is an open session of the Roselle Park Board of Education held under the Open Public Meetings Act of the State of New Jersey. Notice of this meeting was sent to the Star Ledger, LocalSource, the Home News Tribune, the borough clerk, school offices and district website. The purpose of this meeting is to take action on matters for the month of May There were present: Alexander Balaban Christopher Miller ` Scott Bruckenstein Scott Nelson James Damm Barbara Sokol Troy Gerten Jeofrey Vita Loren Harms Also Present: Pedro Garrido, Superintendent of Schools Susan Guercio, School Business Administrator/Board Secretary Jennifer Osborne, Board Attorney Flag Salute Public Participation 7:00 PM Items Only Committee/Liaison Reports Vice President Sokol, Curriculum Committee, spoke of the 3 rd Family Literacy Night on June 5 th at Sherman school and stated that the three elementary schools were exceeding their reading expectations. The Middle School conducted Passionate Learners Day and tours were given of the Middle School and the High School for incoming students. Congratulations go out to the scholar athletes and Festival of the Arts students whose exhibits are on display at the High School. Scott Nelson stated he was proud to attend the spring concerts at the High School, Middle School and Elementary Schools. Many students are talented in vocal and instrumental music. James Damm also reported on the High School Spring Concert stating that the band and choral groups are fantastic. Also, he congratulated our teachers that work very hard with these students. The Academic Awards will be held at the High School on June 2 nd. The National Honor Society induction was held on May 19 th at the High School.

2 Committee/Liaison Reports continued Alexander Balaban reported on the May 7 th meeting at the UCESC. He spoke of the café in Fanwood manned by students with disabilities to practice work skills. President Miller attended the NJSBA Delegate Assembly that supports service for BOE s in NJ. Superintendent s Report Superintendent Garrido showed a power point presentation of the Strategic Plan. This plan will guide the district over the next three years. Mr. Garrido read details of each of the four goals. Vice President Sokol questioned if there was the ability to call, or visit the board office to view documents. Superintendent Garrido responded yes. Principal s Report Fran Kenny reported on the NJ ASK, field trips and the winners of the PTA Reflections Contest. Mr. Nelson commends students and their supportive parents. 3 PERSONNEL Consent Motion Personnel A motion was made by Mr. Gerten seconded by Mr. Damm to approve the following agenda items 1 through District Substitutes To approve additional district substitutes (as recommended by the Superintendent) NJ Certified Teacher-$100/day, Sub Certified-$95/day TEACHER Yuriy Zeykan 619 Cora Place, Rahway Kean MA 5/14 Grades 6-12 Kim Lopes presently paraprofessional at Sherman U SC 97 BA Grades Staff Resignation To approve the following staff resignation effective June 30, 2014: (as recommended by the Superintendent) Mandee Leonardis, Robert Gordon Resource room teacher (leave of absence) Kimberly Lopes, Sherman paraprofessional 3. Additional Hours To approve the following administrative para to work: 7 hrs/day at $13.30/hr from June 23, 2014 June 27, 2014 (as recommended by the Superintendent): Middle School Laura Manzo 4. Professional Development Preparation To authorize payment for the following professional development planning and presentation at $34.83/hr.: (as recommended by the Superintendent) (funded through NCLB) Tuesday, February 25, hrs. ESL Summer Program Staff To approve the following 2014 ESL/Title 1 Summer Program staff, approximately 3 days per week, June 24 to July 30 for a total of 17 days: (as recommended by the Superintendent) (funding through NCLB Title 1) Teachers - $32.00/hr. 3.5hrs./day Isabel Guarino Wendy Ozeri Maura Kepuladze Rosa Iglesias Teacher - $32.00/hr. 2.5hrs./day Michelle Howell Aide - $13.00/hr. 4hrs./day June 23 July 30 Tamara Pires 6. Maternity Leave of Absence Request July Bennett (Elem Teacher Robert Gordon) RESOLVED, that the Board, upon recommendation of the Superintendent, approves the child care family leave of absence under the Family Medical Leave Act and the New Jersey Family Leave Act for July Bennett commencing September 1, 2014 and extending through January 2, The remainder of the employee s leave under the Family Medical Leave Act shall run concurrent to the employee s leave under the New Jersey Family Leave Act. The employee shall not receive salary during this period of time, but will continue to receive health benefits. The employee shall return to the District on January 5, Maternity Leave of Absence Request Allison Genovese-Slattery (Social Studies Teacher) RESOLVED, that the Board, upon recommendation of the Superintendent, hereby approves the prebirth disability leave of Allison Genovese-Slattery commencing on September 1, 2014 and extending through September 23, Allison Genovese-Slattery will use accumulated sick leave days during this pre-birth temporary disability period to continue to receive salary and health benefits from September 1, 2014 through September 23, The employee s pre-birth disability leave shall run concurrent to her leave under the Family Medical leave Act (FMLA). RESOLVED, that the Board, upon recommendation of the Superintendent, approves the post-birth disability period of Allison Genovese-Slattery for four weeks, following the birth of her child. Allison Genovese-Slattery will use the remainder of her accumulated sick leave days during this post-birth disability period, and continue to receive salary from September 24, 2014 through October 24, The employee will also receive health benefits during this period. The employee s post-birth disability leave shall run concurrent to her leave under the Family Medical leave Act (FMLA). RESOLVED, that the Board, upon recommendation of the Superintendent, approves the child care family leave of absence under the Family Medical Leave Act and the New Jersey Family Leave Act for Allison Genovese-Slattery commencing October 27, 2014 and extending through February 6, The remainder of the employee s leave under the Family Medical Leave Act shall run concurrent to the employee s leave under the New Jersey Family Leave Act. 5 EDUCATION A motion was made by Mr. Gerten and seconded by Vice President Sokol to table item #10. A motion was made by Vice President Sokol seconded by Mr. Balaban to approve the following agenda items numbered 8 and Education Programs To approve the following education program for the school year: Home Instruction: #96 2 hrs/day 5/6/14 6/20/14 $34.83/hr #97 2 hrs/day/per sub 5/13/14 6/20 /14 $34.83/hr 9. Educational Trip Requests To approve the following district 2014 educational trip requests: Cranberry Country Club, West Windsor, NJ May 12, 2014 High School Golf Team State Golf Tournament Motion carries District First Aid Procedures/Physician s Standing Orders - TABLED To approve the Roselle Park School District First Aid Procedures/Physician s Standing Orders. 5

6 BUSINESS A motion was made by Mr. Harms seconded by Mr. Balaban to approve the following agenda items 11 through Monthly Certification A. Board Secretary's Monthly Certification, Budgetary Line Item Status Pursuant to N.J.A.C. 6:20-2.l3(d), I certify that as of April 30, 2014 no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district board of education pursuant to N.J.S.A. l8a:22-8 and l8:22-8.l Board Secretary Date B. Board of Education's Monthly Certification, Budgetary Major Account/Fund Status Pursuant to N.J.A.C. 6:20-2.l3(e), we certify that as of April 30, 2014 after review of the secretary's monthly financial report (appropriations section) and upon consultation with the appropriate district officials that to the best of our knowledge no major account or fund has been over expended in violation of N.J.A.C. 6:20-2.l3(b) and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year. This certification is solely based on the information provided by the School Business Administrator/Board Secretary and is assumed by the board to be correct. 12. 9 Motion carries Mr. Gerten abstains from items #16 & #17 Continuing Business Students identified as not residing in Roselle Park/removed from school: October November 5 November 19 December 3 January 7 January 27 February 4 February 18 March 4 March 18 April 29 May 6 May 20 Total 1 student 1 student 2 students 2 students 6 students New Business President Miller welcomes Bruno and Associates Grant Consulting Family Firm. They speak about their services and success with other districts. Mr. Balaban questions about technology being the most popular and the most costly. Bruno & Associates responded that security, STEM, and technology, are most popular requests with grants. President Miller asks how process works with the teachers. They respond that the administration and teachers must work together. Mr. Gerten questions their service agreement, cost and/or percentage. 9

10 Public Participation Jacob Magiera, 612 Sheridan Avenue, questioned if there was a cost for the Strategic Plan. Superintendent Garrido responded not at this time but maybe for some items in the near future. Mr. Nelson stated he will be a guest speaker at the Community Methodist Church on May 10, Jeannine Gooddess, resident, questioned the new visitor s policy. Mr. Harms responded that a letter will be going out to explain the policy. Mr. Balaban added that the board was unanimous with the decision to change the policy. Mrs. Jaskula, spoke of the PTA Reflection winners from other schools as well as other PTA programs. Saul Qersdyn, resident, questioned the grant writers and what happens if they are working with another school district.
