Lundell presiding and was called to order at 6:30 P.M. Police Chief Shane Kron introduced the following new Police Officers for the City of Coralville who come from different backgrounds but are all good people that best fit Coralville s policing policy and are committed to serving the city and its citizens: Clayton Penrod is from Clayton, Illinois; a 2004 graduate of Shawnee Community College; and a certified Police Officer for 11 years. He is married to Courtney and they have a 5 year old daughter. Damon Spencer Jr. is from Waterloo and Traer, Iowa; a 2016 graduate of Hawkeye Community College; and he completed a 128 hour internship with the Evansdale Police Department. Spencer is a certified Iowa Police Officer and was working part-time in Hudson when Coralville hired him. Robert Duncan II from Atlantic, Iowa; a 2003 graduate of Ankeny High School; and served in the United States Army from 2004 to 2009 including a deployment to Afghanistan as part of operation Enduring Freedom. Duncan worked as a Police Officer at the Iowa City VA before joining the Coralville Police Department last month. He is married to Marcina and has two sons ages 11 and 9. Christopher Kapfer is from Cedar Rapid, Iowa; a graduate from Kirkwood Community College and Mount Mercy University; and his twin brother works for the North Liberty Police Department. Kapfer worked as an Assistant Manager at Hy-Vee before joining the Department in July. Kapfer and Duncan will start at the Iowa Law Enforcement Academy in September. Spencer and Penrod will be release after they finish their FTO. Mayor John A. Lundell swore in Clayton Penrod, Damon Spencer Jr., Robert Duncan II, and Christopher Kapfer as Police Officers for the City of Coralville, Johnson County, Iowa. Lundell noted these officers were replacements for officers who have left the department for various reasons and are not an expansion of the department. Lundell added the department will be up to full force again very soon. Lundell proclaimed September 1, 2017 as The University Club Day. President Linda VanLoh, Past President Louise Crock and Program Chair Mary Gregg accepted the proclamation on behalf of The University Club. VanLoh thanked the Mayor and Council, VanLoh stated the club has grown very quickly and very slowly but it has accomplished a lot in the past 100 years. They continue to work hard to promote scholarships to the University of Iowa and this past year they awarded three scholarships in the amount of $1,400.00, The total amount of scholarships over the past years is over $40, and they hope to raise $10, for their scholarship endowment fund this year. Board member Howard Horan from the Coralville Community Food Pantry addressed the Council during citizen comments. Horan reported in July the food pantry distributed 18,738 pounds of food to 997 individuals, 301 families for a total of 646 family visits. Horan is amazed and proud to be part of a group that is growing like this and they are working on becoming part of the United Way, forming up policies and doing really important things. Horan thanked the Mayor and Council for their support. 1

2 URBAN RENEWAL PLAN AMENDMENTS ~ PUBLIC HEARING City Attorney Kevin Olson reported no taxing entities from the County or school districts showed for the consultation, but one citizen did with concerns about projects being added to the Urban Renewal Areas. Olson noted this is an annual process recently required by the Code of Iowa. Before the City was allowed to list very broad purposes for funds in Tax Increment Finance (TIF) Districts, but now every project private or public and any infrastructure grant assistance for businesses that will create jobs needs to be listed before they can proceed. City Administrator Kelly Hayworth noted there is a whole process a public or private project needs to go through before receiving money and that includes approving agreements and plans. These funds can t be used for operating expenses and must be spent in the TIF area. Dollar amounts for projects can t be exceeded once declared so the estimates tend to be liberal. You can spend less than the estimate. Lundell noted this amendment will only add projects to the Urban Renewal Plan for the Mall and Highway 6 Urban Renewal Area. The area will remain the same. It was also noted the mall portion of the TIF District will be ending by June 30, Councilperson Tom Gill stated the county and school district will be receiving money from the successful economic development that occurred because of this TIF district. Lundell declared this the time for a public hearing on the proposed Amendments to the Mall and Highway 6 Urban Renewal Plan; Coralville Urban Renewal Plan; and the 12 th Avenue Urban Renewal Plan. There were no public comments. City Clerk Thorsten J. Johnson reported s were received and distributed to the Mayor and Council from Miriam Timmer-Hackert and Elizabeth Dinschel stating their concerns about amending the Renewal Plan for the Mall and Highway 6 Urban Renewal Area. Lundell noted he and the Council received and considered the s and then closed the public hearing. RESOLUTION NO Resolution approving an Amendment No. 8 to the amended and restated Urban Renewal Plan for the Mall and Highway 6 Urban Renewal Area was introduced by Hoeft, seconded by Goodrich. A roll call vote was taken. Resolution declared adopted. PURCHASE AGREEMENT ~ PUBLIC HEARING Lundell noted this is for the purchase approximately 13 acres of property needed for interchange reconstruction and associated improvements along Interstate 80/380. Lundell declared this the time for a public hearing on the proposal to dispose of an interest in real property to the Iowa Department of Transportation acting on behalf of the State of Iowa for the construction of Highway Improvements. RESOLUTION NO Resolution approving a Purchase Agreement with the State of Iowa - Iowa Department of Transportation in connection with the Interstate 80/380 Interchange Improvements was introduced by Gross, seconded by Gill. A roll call vote was taken. Resolution declared adopted. JORDAN AQUIFER MODELING Lundell noted this modeling will be used and paid for by several communities in Johnson and Linn Counties. The city share for Coralville is not to exceed $27, RESOLUTION NO Resolution approving a proposal from the Iowa Geological Survey to conduct a modeling of the Jordan aquifer in Johnson and Linn Counties was introduced by Gill, seconded by Hoeft. 3 STORM WATER PUMP STATIONS 7 & 8 MODIFICATIONS PROJECT MATERIALS TESTING AND CONSTRUCTION OBSERVATION City Engineer Dan Holderness reported 3 quotes were received and the low quote was from Terracon Consultants, Inc. for $14, Staff recommends awarding the contract to Terracon Consultants, Inc. This is for material testing and construction observation services for the Storm Water Pump Stations 7 & 8 Modifications Project. RESOLUTION NO Resolution accepting quotation and awarding the Engineering Services Agreement for Storm Water Pump Stations 7 & 8 Modifications Project Material Testing and Construction Observation was introduced by Goodrich, seconded by Hoeft. A roll call vote was taken. Resolution declared adopted. IRL DRURY PARKING RAMP PROJECT MATERIALS TESTING AND CONSTRUCTION OBSERVATION Holderness reported 4 quotes were received and the low quote was from TEAM Services for $56, TEAM services did similar work for the City on the Intermodal Phase I and it was a satisfactory experience. Staff recommends awarding the contract to TEAM Services. This is for material testing and construction observation services for the IRL Drury Parking Ramp Project. RESOLUTION NO Resolution accepting quotation and awarding the Engineering Services Agreement for IRL Drury Parking Ramp Project Material Testing and Construction Observation was introduced by Goodrich, seconded by Hoeft. A roll call vote was taken. Resolution declared adopted. TRAFFIC PRE-EMPTION SYSTEM FOR EMERGENCY VEHICLES Hayworth reported this is for the installation of equipment on nine of the City s 24 traffic signaled intersections; vehicle kits for two vehicles; and support and training for the installation. The Fire Department has prioritized over time which signals will receive this equipment over the next three to four years and these nine are the ones they have the most issues with and are closest to the two fires stations. Fire Department staff will be installing the equipment themselves because they have the expertise and this allows them to get a very good quote of $44, for the nine signals and a total quote of $54, when you add the vehicle kits for two vehicles; and support and training for the installation from Traffic Control Corporation. The Fire Department plans to add this equipment to all their vehicles and other departments will be able to use the equipment in the future if they have the need and come to the Council for approval during budget time to have equipment added to their vehicles. The funds will come from the sale of their ladder truck. RESOLUTION NO Resolution accepting quotation and awarding an Agreement for a Traffic Pre-emption System for Emergency Vehicles was introduced by Hoeft, seconded by Gross. A roll call vote was taken. HIGHWAY 6 & JONES BOULEVARD TRAFFIC SIGNALS IMPROVEMENTS (TSIP) Lundell noted this project will install traffic signals at the intersection of Highway 6 and Jones Boulevard and the public hearing for the project will be held on August 22, RESOLUTION NO

4 Resolution setting a public hearing on the plans, specifications, estimate of cost and form of contract for Highway 6 and Jones Boulevard Traffic Signals Improvements (TSIP) was introduced by Gross, seconded by Goodrich. A roll call vote was taken. Resolution declared adopted. CORAL CROSSING FOURTH ADDITION Lundell noted this accepts public improvements for Coral Crossing Fourth Addition that were completed in substantial accordance with the plans and specification on file at the City. After the resolution was read, Olson noted this is for the townhomes around the pond in the middle of the development by Jones Boulevard and Oakdale Boulevard. RESOLUTION NO Resolution accepting municipal improvements at Coral Crossing Fourth Addition, Coralville, Iowa was introduced by Gill, seconded by Hoeft. A roll call vote was taken. Resolution declared adopted. RESOURCE ENHANCEMENT AND PROTECTION GRANT Lundell invited Director of Parks & Recreation Sherri Proud to report on this grant. Proud reported the program helps fund land acquisition, development and restoration and ours is a $76, grant application for a 20 to 30 acre forest restoration project that will combat invasive species and manage existing stands to encourage native tree populations with $12, local match from our general operating budget that is already allocated to existing programs in the forestry division. This past winter the City worked with the Iowa DNR to evaluate 170 acres of the Coralville forest, which identified areas in the Clear Creek Greenbelt, Auburn Hills, Auburn Hills East and the Stables Basin where they can remove understory growth of invasive species to encourage the healthy growth of hardwood trees in those areas. Gill asked how many acres of trees are in Coralville. Proud responded the City has 857 total acres of open spaces and at least a third of it is forested. RESOLUTION NO Resolution approving an Application to the Iowa Department of Natural Resources for grant funding via the Resource Enhancement and Protection ( REAP ) Program was introduced by Goodrich, seconded by Hoeft. Motion carried. City Administrator Kelly Hayworth noted the passing of Olson s father, Dwayne Olson from Austin, Minnesota who had a long history of service to his community. Hayworth added in these times where it is hard to find Colour Guards that can show up to funerals, Olson s father had over 20 Colour Guards to honor him from the VFW and American Legion. He was also a Colour Guard and as a member of the Men s Club he became a master donut maker. These are just a few ways he served the community. Hayworth invited everyone to have fun at the 5 th Street Social will be from 4:00 P.M. to 10:00 P.M. on Saturday, August 19 th on 5 th Street between 5 th and 6 th Avenues. There will be lots of great activities with the kid s zone, food and live music. This is the second year for the event and a lot of City Staff, Director of Parks & Recreation Sherri Proud, local businesses and the developers are involved with it and expanding it. After the meeting as part of the Work Session there will be a tour of the construction at the Water Plant. This is one of the major projects taking place in the City and even though it is not very apparent it is a very important project that will continue for a year. Water Superintendent Kevin Callahan noted the construction involves the addition of four filters that will double the capacity of the Water Plant; a new disinfection room to replace the old chlorine feed room; the addition of another aerator that helps remove hydrogen sulfide from the water; interior and exterior restoration of the ground storage tanks; booster station improvements; the replacement of some piping; and software and hardware upgrades at the plant. Hayworth added this should take care of future growth and needs for the next 20 years. Mayor John A. Lundell reported the City had a very successful National Night Out and the Police and Fires Departments did a very good job of meeting residents at 13 different households and events, which is the most ever. The police, firefighters, Mayor and Council split into two groups to visit all the locations and they had a great experience. Gill thanked everyone for coming out. Lundell congratulated Hayworth on his 29 th Anniversary of working for the City. Lundell noted they are a little overdue on his performance evaluation and he will work with the Council to schedule one soon. City Attorney Don Diehl had nothing to report. City Attorney Kevin Olson thanked the Staff and Council for their support and appreciated Hayworth coming out for the funeral. It meant a lot to him and his family. Councilperson Laurie Goodrich asked Proud to report of the Coralville Creekside Cross. Proud reported the grand opening for Coralville Creekside Cross next to Coralville Creekside Ball Park will be this Thursday, August 10 th. This started as an idea from the bicycling community to turn the terraced hills and wooded area at the Charles Gay Farm into a cross course for bicycling, hiking, cross country running and skiing. Staff and volunteers have worked hard to make this a reality. Festivities start at 5:45 P.M. with walking the course; the ribbon cutting and brief remarks will start at 6:15 P.M. followed by a cyclocross demonstration. Gross asked if the event has been advertised because some people have not heard about it. Proud responded it has been out to the papers, Facebook, social media and the Iowa City Cyclocross is promoting it. Hayworth asked Proud what has been happening with the Altmaier Farm. Proud reported there have been several grass root projects taking place with Parks & Recreation and one of them is the construction of an 18 hole disc golf course at the Altmaier Farm with plans to add games like horseshoes and concrete ping pong tables in the middle of the course. Volunteers from the Iowa City Disc Golf Association along with staff and others started to clear the fairways of understory brush in January, poured concrete pads in late July and early August and will have the first 10 holes ready for a soft 6

7 opening in late September or October. The remaining 8 holes will be finished in the spring due to existing agreements to farm the land. They also have an area for an archery range with the potential for an archery course along the disc course route with targets in the trees. Proud added there are other opportunities for what can be done out there and they will continue to work with the community with what they want to see it be. Hayworth noted Elaine Altmaier Haddy who grew up on the farm many years ago commented she is excited with all the work the volunteers had done because the farm hasn t looked that good since her dad was alive and farming it. Councilperson Tom Gill reported U.S. News & World Report ranked University of Iowa Hospitals and Clinics among the best hospitals in America and number 1 in Iowa. Gill showed the article had a picture of the UIHC Medical Office Building in the Iowa River Landing. Gill congratulated them. Gill noted the reason there is a nationally ranked hospital in the Iowa River Landing is because of the infrastructure created by using a TIF District. The City has been working on TIF districts for 20 years and has been beat up on it, but now they have the best hospital in the state in the Iowa River Landing due to using TIF. This is proof the TIF programs work and a lot of enhancements in this community are because of it. Councilperson Mitch Gross congratulated Police Officers Clayton Penrod, Damon Spencer Jr., Robert Duncan II, and Christopher Kapfer and are pleased they chose Coralville. Gross added they appreciate all the work the Police Department does for the City and he asked Police Chief Kron to pass that on to them. Gross stated National Night Out is one of his favorite nights to be a Councilperson, but it is unfortunate people don t get a chance to see Police Officers interacting with residents and communities like that in the news. Gross invited people to attend the ribbon cutting at the new Liberty High School at 2:00 P.M. this Saturday, August 12 th that he will attend as Mayor Pro-tem since Lundell will not be able to attend. Gross stated even though the school is in North Liberty 30% of the students will be from Coralville and residents should attend. Gross asked everyone to keep Lisa Martin a longtime Library Board Trustee in their thoughts and prayers as she was diagnosed with cancer a few weeks ago. Gross reported he presided over a ceremony where 5 scouts received their Eagle ranking last Sunday at North Ridge Pavilion. Four of them did impressive Eagle Scout projects in Coralville and he congratulated them. Councilperson Bill Hoeft offered his condolences to Olson and his family for their loss. Hoeft congratulated the new Police Officers and he knows they are going to be quality individuals. He thanked them in advance for their services.
