One, I'd like to remind everybody the Apple Cider Festival is doing a dinner this Saturday. They'll also have some music entertainment after that. We usually do that this time of year, so I'd like to invite everybody to come down to Village Hall for that. I did get a thing in the mail about the Great American Cleanup. I know several years ago, this was proposed and was put out. Usually we had two department heads who felt that they were obligated to have to come and clean up and that would be about it. I'm going to the Board meeting Wednesday night and see if there's any interest in getting some crews so we can apply for this Great American 2
SOLICITOR DUTTON: MR. CAMPBELL: MR. KOGELNIK: CHIEF MILHOAN: CHIEF EASTHAM: MR. GRIMM: MRS. GIBSON: MS. BORDNER: Cleanup and get some bags and things like that to try and clean up the community here while it's springtime. Also, I did have five applications for the Planning and Zoning/Economic Development job. Interviews will begin later this week. That's it for the Mayor's report. Is there a Clerk's report this evening? No report. Solicitor's report? No report. No Treasurer this evening. Is there a Board of Trustees of Public Affairs report? The only thing, we have our regularly scheduled meeting this Thursday at 4:00. Thank you. Any questions for Kevin? Village Engineer's report? The only thing I have, Mayor, is the waterline project through the Board of Public Affairs at the Ohio Commerce Center will be going out for advertisement this week most likely. So you might see that in the paper. That's all. Thank you very much. Any questions for Chris? Special reports. Police Chief Milhoan? No report, Mr. Mayor. Any questions for Brent? Fire Chief Eastham? No report. Any questions for Travis? Parks, Grounds, Buildings, Street Superintendent, Mr. Grimm? No report this evening. Any questions for Dale? Recreation, Marty? No report. Any questions for Marty? Bill, do we have any correspondence to be read this evening? No correspondence, Mayor. Public remarks. If you'd like to make public remarks, after I acknowledge you, please come to the microphone and give your name and address so we can get it recorded in the minutes correctly. Public remarks? Kelly. Kellie Bordner, Highland Avenue. I just want to give you all an update on how we're coming along on the school fundraiser. We have closed off the vendor applications. With that, we have over 80 vendors that are going to our event. With those 80 vendors, we have raised the sum of $3,220 for the school thus far. That was toward our original goal of $5,000. I think that we will probably make that goal and hopefully surpass it as well. So that's a very exciting point. 3
MS. REED: MS. BORDNER: MS. BODNER: UNIDENTIFIED SPEAKER: 11:00. We do have a few interesting people coming, such as a certified antique appraiser. His name is Brian Dilley and he charges $3 per item, limit five items per person. So if anybody is interested in coming out and having their antiques appraised, he will be there for it. There's going to be face painting for the kids by a lady that does I think it was, like, an airbrush. Wasn't it an airbrush painting? And we're going to have 50/50 raffles. We have the world famous General Lee. It actually is the General Lee from the second Dukes of Hazzard movie with Jessica Simpson and Willie Nelson and I think Tom Wopat has his signature or John Schneider signed it inside. Raymond Kohn who runs the Northeast Ohio Dukes, he will be there. He's their stunt driver, so he does a lot of shows around the area all across Northeast Ohio, called the Northeast Ohio Dukes. He'll have the General Lee here on display so everybody can come out and see that and take pictures or whatever they'd like to do with that one. We also have a spaghetti dinner that's scheduled for Friday night. That's when we're going to allow the vendors to come in and start setting up if they want to. There will be a spaghetti dinner from 4 p.m. to 8 p.m. That will be on the 4th. It will be in the high school cafeteria. The vendors can arrive at that time and if they have it all set up, are certainly welcome to sell. So if you want to come out and get a spaghetti dinner and get a first shot at the vendors, that would be a great time to do that. And one of the biggest things we have is a and a very exciting thing is a raffle. We have four prizes. We actually have two, 55-inch Vizio flat screen TVs that were donated by Halcon. So one of those is going into the raffle, and one is going into the live auction. Very exciting to get that. We also have a golf package with a 2014 membership to Old Dutch Mill Golf Course. I know there's a lot of golfers. Mr. Mansell, are you laughing because you like golf? No. I looked at the golfer beside me. Tell him to get some raffle tickets. They put in a VIP card and they also gave two, one hour golf lessons with Mitch Blake, who I think is our high school golf coach. So they really put a nice package together. That package alone is over $800. One of our next prizes is bread for a year. One loaf per week for one year at any Covelli-owned Panera Bread. And we have a pull-along travel bag an Uptown Weekender. You're going to want to tell your wife, Mr. Milhoan, because it's from 31, and I know she's a huge fan. We have that and then we do have our live auction that's going to be at 1:00. So everything is all set up 4
MS. BODNER: 11:00, sorry. You're right. We had to move it up because we had so many items that were donated. We had to move it to an earlier time. So it has been very, very successful thus far. We're hoping to raise a lot of money for the school. And once again, we want to thank the council, every single one of you, for allowing us to have the tables and chairs. What you guys gave us to use, it's so appreciated. Dale, thank you so much with your help as well. I think we used every single table except one or two. So thank you so very much. We really greatly appreciate the support and help that you guys have given us. I threw some flyers over there in case anybody wants to take them and spread the good word. Thank you. Thank you. Are there any other public remarks? (NO RESPONSE.) Hearing none, we'll go on to council remarks? Hearing none, committee reports. Finance, The only thing I have tonight, Mayor, is the two pieces of legislation. There's two Resolutions that I'd like to see supported to be passed tonight. Any questions for John? Parks, Buildings, Grounds, General Improvements, Streets and Sidewalks, Just the one piece of legislation our committee has on the agenda. We'd like it passed this evening. Thank you. Any questions for Don? Public Safety and Welfare, We also have two pieces we'd like to have passed emergency tonight. That's all. Questions for Ron? Public Utilities, I have no report tonight thank you. Any questions for Bob? Transportation, Recreation, Senior Services, Well, you stole my thunder. I was going to tell about the pork chop dinner on Saturday. (Laughter.) Just a reminder, there's a pork chop dinner Saturday and a concert following. So please come out and enjoy the dinner. We always have a good time preparing that. It takes all day, but it helps out the Apple Cider Festival Committee. And then there will be a concert that will follow. There will be an Irish band. Other than that, we have just the one piece of legislation on the senior nutrition center, and we'd like to see that passed. Any questions for Karen? Hearing none, Bill, could we have the first piece of legislation. 5

SOLICITOR DUTTON: Is there any old business council would like to discuss at this time? Hearing none, new business? Yes, Mr. Mayor. I'd like to make a motion that we split the cost of with the Board of Public Affairs in the amount of $3,500. It is my understanding that this was agreed to by the previous Utility Committee last year. Everybody heard the motion by Mr. Bond to split the bill with the Board of Public Affairs as agreed to with last year's Utility Committee. Is there a second to that motion? You need to explain more for the record. What that was, is for a meter pit to be replaced over at the trailer park, Imperial Communities. That was for the engineering only, right? Correct, just for the engineering. There's a motion by Mr. Bond; second by Mr. Mansell. Comments or questions on the motion? Can we get a roll call. Abstain. (VOTE: 5, AYE; 0, NAY; 1, ABSTAINED.) 5, ayes; 1, abstention. Motion carries. Is there any other new business before I ask for some executive sessions as requested by council? Hearing none, we'll be having three executive sessions this evening subject to council approval. The first one is contract negotiations between the Village, the BPA and Imperial Communities. I would like to be excused from that if I could because of a conflict. I'd like to invite all of Council with the exception of Mr. Radtka myself, Solicitor, BPA and Mr. Kogelnik. I'll entertain a motion to that effect. Moved by Jones. Second? 13
Abstain. (VOTE: 5, AYE; 0, NAY; 1, ABSTAINED.) 5, ayes; 1, abstention. Motion carries for executive session number one. Second executive session is pending litigation with Trumbull County, inviting the Mayor, Council, Solicitor, Board of Public Affairs, and Chris Kogelnik, the Engineer. I'll entertain a motion to that effect for that executive session. So moved Moved by Radtka. Second? Roll call, please on that. (VOTE: 6, AYES; 0, NAYS; 0, ABSTAINED.) SOLICITOR DUTTON: 6, ayes; 0, nays. Motion carried for that executive session. I don't anticipate those two to take up a lot of time. The third executive session is negotiations for economic development in the Village. I'd like to invite the Mayor Incentive package. Incentive package. That would be Mayor, Solicitor, Council, Chuck Joseph and Dan Crouse from Routh-Hurlbert Realty, and a gentleman coming in named Bill Siderewicz, and also the school board members who are here this evening, and also the BPA would be invited to that one too. I will entertain a motion for that executive session. 14
Moved by Mansell; second by Jones. Comments? 6, ayes; 0, nays. That executive session passes. Is there any other new business council would like to discuss at this time? Hearing none, are there any additional public remarks? (NO RESPONSE.) Hearing none, we will now adjourn to executive session. I do not anticipate any action being taken later. I'd like to thank everybody for coming this evening. (WHEREAS, THE REGULAR MEETING BEFORE THE VILLAGE OF LORDSTOWN COUNCIL ADJOURNED INTO EXECUTIVE SESSION.)
