2 Background head of the Food Administration (by Wilson) Hoover was part of the Supreme Economic Council head of the American Relief Administration that was responsible for feeding Central Europe when it's people were starving. under Harding, Hoover was Secretary of Commerce, which led to him being the Republicans party nomination in 1928

3 Chief Legislator Pass a majority of bills that were promised during the election Wouldn t challenge Congress on any legislation, even if it went against his encouragement of business. "We in America today are nearer to the final triumph over poverty than ever before in the history of any land."

Hoover attempted to pass the Reconstruction Finance Corporation, during the Depression, which would help businesses, farms that were going to foreclose, reform the banks to directly try to influence the economy, loan money to states for the unemployed to survive on, and get more jobs out there, but the unemployment was too great so it failed. 5 Commander-in-Chief Does through investigation before preparing to use any sort of military force. In 1932 WW1 veterans were threatening to protest against the government and demand immediate payment for their serving in the war. Hoover was planning on allowing the protests and told General MacArthur not to interfere, but MacArthur did and killed and injured several protestors and veterans. This made the people think that the incident was an order from Hoover himself. A

6 Chief Executive Appoints the best people to work in his cabinet and offices, and doesn t just appoint friends. Hoover appointed Andrew Mellon as Secretary of the Treasury. Mellon was also Coolidge's Secretary of the Treasury, but Mellon and Hoover had different opinions on how the economy should be managed. Mellon had a hands-off prospective, and because of this Hoover depended on Odgen Mills, the Undersecretary of the Treasury whom shared his views with him. C

7 Head of State Has a strong, personal relationship with the media directly, and therefore the people. At beginning of his presidency he directly talked to the press more than any other president, but once the Great Depression hit he spoke to them less and less. C

8 Chief of Party Positively represents their party and helps to gain more votes and support for party and mid-term election. During election Hoover won with an overwhelming lead against Al Smith and was strongly favored by his party, but after the Depression struck he was seen as a negative icon. It became so bad that the Republican party didn t even want him to speak for their party. D

9 Guardian of the Economy Works to improve the economy and not make it worse or keep it the same. eight months after becoming president the stock market crashed, which lead to the Great Depression. As an attempt to try and supply more jobs for the American people, he created the Hoover Dam project, which helped people individually, but not the economy as a whole. C

10 Chief Diplomat Builds strong relationships with other countries and works with them so both can benefit designed foreign policies to help calm international disturbance from the depression. put hold on WW1 debt for one year Hoover became the mediator between Chile and Peru A

11 Overall Hoover would get an over grade of a C because at the start of his presidency he won with a large majority and started passing good legislation right away, but he didn t do much to fix the economy during the depression.
