Yur Legislative Cmmissin is celebrating its 38th Anniversary in It cntinues t serve a vital functin in State/Tribal relatins. Fr 38 years the State f Oregn has understd the need fr a vehicle t keep pen a channel f prductive cmmunicatin and a way t sustain a wrking relatinship with the nine svereign tribal gvernments which cexist with the State and lcal gvernments within Oregn s brders. The State s primary vehicle in this regard is yur Legislative Cmmissin n Indian Services. The Cmmissin is nted natinally fr prmting psitive state/tribal cmmunicatin and aviding cstly litigatin by encuraging methds in which state agencies and Tribes can discuss matters n a regular basis rather than nly during a crisis situatin. And it is seen as a way t cnduct a lt f the diplmatic, behind-the scenes wrk that results in better utcmes in terms f nt missing pprtunities t partner, leverage each ther s limited funds, c-manage shared resurces and make decisins abut which gvernment State r Tribal may be the mst effective and efficient prvider f services in a particular area. 6 The Cmmissin cnducts frmal business at Cmmissin meetings held 3-4 times/year. Mst are held at the State Capitl but usually nce a year they are held at ne f the Tribal Gvernment Reservatins althugh this has been curtailed in recent years due t the State s budget situatin. In respnse t its statutry respnsibilities, the Cmmissiners use their meetings t cmpile infrmatin, t assess state prgrams and plicies and make recmmendatins fr imprvements and t encurage public and private agencies t expand and imprve their services t Oregn s Indian ppulatin. Attached is an agenda frm their mst recent meeting n February 19, Over the years, Cmmissin meetings have included discussins with Gvernrs, Legislative Leaders, the Attrney General, Secretary f State, State Treasurer, State Agency Directrs and Deputy Directrs, Advisrs and Managers. These discussins have fcused n bth immediate issues f cncern and lng-term slutins. It was ut f Cmmissin meetings that the idea develped fr Executive Order (state/tribal gvernment-t-gvernment relatins) and its cdificatin as a Cmmissin request fr the intrductin f SB 770 (2001) requiring state agencies t take tribal interests int accunt when their prgrams r plicies affect tribal interests, t wrk n a gvernment-tgvernment basis with Tribes, t prvide annual training t state managers wh deal with Tribes, t hld an Annual Summit with Tribal Leaders and the Gvernr and state representatives and their tribal cunterparts, and t have state agencies prvide the Cmmissin with an Annual Reprt n their individual agency s wrk with Tribes. It may be hard t quantify the benefit that the increased cmmunicatin and interactin fstered by Oregn law and plicy has had in state-tribal relatins, but if Oregn s track recrd is put up against any ther state in terms f distrust and cnflict that is the hallmark in many ther states, Oregn has been well-served. The Cmmissin ffice lcated in Rm 167 here at the State Capitl is busy year-rund. It is the pint f cntact fr the State n Indian issues. When a legislatr, a state agency, a member f the public, a federal agency r smene frm ut f state calls with a questin abut Indians Page 2

7 and Tribes in Oregn, this is where they call (r if they call smewhere else, this is where their call gets directed.) The tab in yur binder entitled TARGET GROUPS prvides a list f state agencies and thers which have utilized the cnsultatin services f the Cmmissin Office in the past few mnths. This listing may prvide an indicatin f the service prvided t the State that wuld nt therwise be available. The Cmmissin has sme statutry respnsibilities which have increased ver the years due t specific state and federal initiatives: In additin t numerus state agencies, Oregn cities and cunties cntact the Executive Directr n a regular basis t designate apprpriate Tribes fr required cnsultatins under federal law as part f the applicatin prcess fr federal grants. Here are sme ther statutes/prgrams that require cntact with the Cmmissin: ORS (prmting psitive state-tribal relatins; Cmmissin has a majr rle in the implementatin f this statute ) State-wide Transprtatin and Bridge Imprvement and ther transprtatin-related prjects (archaelgical permit reviews fr ODOT) (cntinuing) Brwnsfields (cnsultatin n apprpriate Tribes fr ntificatin-deq) Ocean Shre Permitting (cnsultatin n apprpriate Tribes fr ntificatin-dlcd) Ecnmic Revitalizatin; Industrial Lands; Prject Ready (cnsultatin n apprpriate Tribes and requirements f cultural resurces laws-or Business Develpment Dept and ther agencies) Other federal prgrams that require cnsultatin with tribal gvernments (Fed Highway Administratin, FCC, Health and Human Services, USDA, Rural Husing Develpment) Appintments t Bards and Cmmissins which require Cmmissin cnsultatin As well as n-ging review f: Cnstructin; develpment; remval-fill (Crps and DSL) and hydrpwer relicensing (Water Resurces) permit applicatins fr cmpliance with archaelgical laws, as necessary. 8 By law, the Executive Directr is ntified in the event f the discvery f human remains and needs t determine the apprpriate Tribes t be ntified. This ccurs several times a year. Archaelgical permit review and the statutry respnsibility t designate the apprpriate Indian tribal gvernments which need t be cnsulted ccurs arund three r mre times a day. In additin t prviding cnsultatin and training n state law and practices in wrking with Tribes, there are a number f annual events and ther activities planned, spnsred r reviewed by the Cmmissin. In additin t statutrily-required Cmmissin meetings, the Cmmissin rganizes Tribal Gvernment Day at the State Capitl every May as well as ther activities related t Oregn Indian Week and ther events, like this year s Tribal Gvernment Legislative Day in rder t share infrmatin abut the 9 federally recgnized tribal gvernments in Oregn with legislatrs, legislative staff, state agencies and the public. Other statutry respnsibilities require the Executive Directr t review and distribute the state agencies annual gvernment-t-gvernment reprt, prvide cnsultatin n agency training, assist Cmmissin members t plan and rganize the Annual State-Tribal Summit, advise and mnitr the activities f the six distinct state agency and tribal gvernment-t-gvernment issue area cluster grups: Cultural Resurces, Natural Resurces, Health and Human Services, Ecnmic Develpment and Cmmunity Services, Public Safety and Educatin. The Executive Directr currently serves as the crdinatr fr the twelve state agencies and 9 Tribal gvernment Natural Resurces Directrs wh serve n the State-Tribal Natural Resurces Wrkgrup. The clusters and NR Wrkgrup each meet 3-4 times a year. The Executive Directr als fllws the activities f Bards and Cmmissins t which an appintee frm the Legislative Cmmissin n Indian Services has been designated by statute. LCIS prvides guidance t the Gvernr s Office and Legislative Leadership when they seek t appint a tribal representative t a bard, task frce r cmmissin. We pst and update infrmatin n ur website including the Oregn Directry f American Indian Resurces and varius cntact directries, links t tribal websites and ther material related t state-tribal relatins. The Executive Directr reviews administrative rules and legislative prpsals, and represents the State at Tribal ceremnies and varius meetings. Page 4

9 Perhaps mst critical, by using this Cmmissin and its ffice as a strategic liaisn, state plicymakers, state agencies as well as tribal plicymakers and their departmental staff, have a legislative agency available t assist in making the apprpriate cntact. The LCIS ffice is the place in the state where yu call when yu need t find ut wh yu need t call. The Executive Directr prvides guidance and suggests strategy wrking with bth state agencies and with Tribal gvernments. The gal is t prmte respect, prvide infrmatin abut hw each gvernment wrks, and prmte appreciatin fr the svereignty and (smetimes parallel/smetimes divergent) interests f each Tribe and the State. The ffice facilitates ne-n-ne cnsultatins, small grup discussins, varius types f meetings and summits t cnsider questins, cncerns and pssible ways t address a range f issues that cme up in the curse f shrt-term and lng-term dealings between the State and the Tribes. In this way, whenever pssible, tribal gvernments can achieve self-gvernance and the state can prtect its legitimate interests. Cmmunicatin is key and that s what the Cmmissin insures fr the State f Oregn with regard t Tribes and Indian issues. Arund 85% f the Cmmissin budget is persnal services. The Cmmissin has tried t cut csts. Newspaper subscriptins and any ther nn-critical subscriptin, nn-essential travel r service has been cancelled. Cmmissin members limit requests fr reimbursement f travel csts. The Executive Directr uses her persnal telephne, laptp and internet service when wrking away frm the Capitl t save expenditures. The Cmmissin Assistant prvided a used fax machine fr ffice use.it. is used t cmmunicate t a great extent saving pstage csts. T date, the Cmmissin directry is nly available n the Internet (in a dwnladable versin). Similar t teachers, LCIS staff bring snacks and treats fr LCIS meetings and Tribes cntribute generusly when hsting meetings and events. The Cmmissin Assistant staffs the ffice fr the extensive amunt f time the Executive Directr is away frm the ffice in meetings, giving speeches, prviding training, cnsultatin r strategy sessins t state agencies, tribal gvernments, lcal gvernment and ther Page 5

10 rganizatins. The Cmmissin Assistant handles the mail, billing dcuments, answers the high vlume f basic infrmatin phne calls, basic crrespndence, filing, cpying, faxing, preparing dcuments fr meeting ntebks, transcribing meeting minutes, updating and keeping current the directries and Cmmissin webpage, as well as prviding staff supprt fr large-scale events such as Tribal Gvernment Day and the Annual Gvt-t-Gvt Summit. The Cmmissin will cntinue t prmte strategies designed t maximize the cmmunicatin regarding resurces f bth state and tribal gvernments and prmte effective partnerships, where feasible. The Cmmissin, in this Executive Directr s 18 years f service, has never made a request beynd the current service level and never increased staffing. I wuld suggest the Cmmissin is a state agency that can be used as an example f lean and effective gvernment, ne which will cntinue t perfrm at a high level regardless f salary freezes, furlugh days r reductins in sme ffice budget categries, if requested t d s. 11 AGENCY MISSION The Legislative Cmmissin n Indian Services (LCIS) serves the public, Oregn Indians, rganizatins and Tribal Gvernments, federal, state and lcal agencies and ffices, private and public interest grups and ther rganizatins, as well as gvernment fficials, schls and universities. LCIS prvides infrmatin n Indians, Indian prgrams and services, as well as State prgrams and services fr Oregn s Indian ppulatin. This is dne thrugh presentatins and thrugh LCIS spnsred (r with LCIS participatin in) special meetings, cnferences, seminars, training sessins and wrkshps. In additin, LCIS assesses Indian needs and cncerns and State prgrams and services delivery t Indians thrugh cnsultatin and public hearings. LCIS reprts n Indian issues t the Gvernr, Legislature, and agencies thrugh a biennial reprt and participatin in the legislative and administrative review prcess and by means f nging telephne and in-persn cnsultatins. The LCIS ffice gets phne and mail requests fr infrmatin r assistance thrughut the biennium. LCIS maintains relatinships with ther states Indian Affairs Offices and reginal and natinal Indian rganizatins fr infrmatin sharing and t utilize their netwrks fr efficiently and effectively addressing reginal and natinal actins that impact Oregn Indians. LCIS maintains a staff f 2.00 FTE and directs plicy and staff activities at quarterly Cmmissin meetings at the directin f the Chair. Per ORS et. seq. the Legislative Cmmissin n Indian Services (LCIS) exists t cmpile infrmatin n services available t Indians, t assess State prgrams and services, and t make recmmendatins fr imprvement. LCIS serves as the State frum in which Indian prblems and slutins are cnsidered. Per ORS et. seq., ORS et. seq., and ORS et. seq. LCIS is cnsulted n and reviews archaelgical permit applicatins and ensures that the apprpriate Indian Tribes are cnsulted in the event f discvery f Native American human remains and ther issues related t Oregn s burial and cultural prtectin laws. Per ORS CIS is cnsulted n state agency training and reviews agency actin with regard t statetribal relatins. Per ORS Chapter 69, LCIS advises n matters relating t the preservatin and prtectin f Indian fish, wildlife, histric and archaelgical resurces in hydr develpment. Because f svereignty cncerns, LCIS is, by statute a legislative, advisry bdy nt an advcacy cmmissin under the Executive Branch. April 3, 2013

12 HISTORICAL PERSPECTIVE AND GOALS I. HISTORY 2013 IS THE 38th ANNIVERSARY OF THIS COMMISSION OREGON HAS LONG-RECOGNIZED THE NEED TO HAVE A VEHICLE TO SUSTAIN A WORKING RELATIONSHIP WITH THE OTHER SOVEREIGNS WHICH CO-EXIST WITH THE STATE AND LOCAL GOVERNMENTS WITHIN OREGON S BORDERS FOR THE PAST 38 YEARS THE COMMISSION HAS HAD DIRECT REPRESENTATION AND THE ACTIVE PARTICIPATION OF LEADERSHIP FROM OREGON TRIBAL GOVERNMENTS AND OREGON INDIAN COMMUNITIES THE COMMISSION IS NOTED NATIONALLY FOR PROMOTING POSITIVE STATE/TRIBAL RELATIONS AND AVOIDING COSTLY LITIGATION BY ENCOURAGING COMMUNICATION BETWEEN THE STATE AND TRIBES ON A REGULAR BASIS BEFORE THERE IS A CRISIS A NUMBER OF STATES HAVE ADOPTED THE OREGON MODEL BY EXECUTIVE ORDER, ADMINISTRATIVE ORDER OR BY STATUTE AS MONTANA HAS RECENTLY DONE THE COMMISSION HAS DEVELOPED AS THE MAIN POINT OF CONTACT ON INDIAN ISSUES FOR THE STATE SEVERAL STATUTES, AGENCY RULES, AGENCY INITIATIVES & PRACTICES REQUIRE CONSULTATION WITH THE COMMISSION PRIOR TO AND DURING INTERACTION WITH TRIBAL GOVERNMENTS AS OREGON TRIBAL GOVERNMENTS HAVE GROWN AND DEVELOPED AS GOVERNMENTS, PARTICULARLY IN THE LAST DECADE, THE ROLE OF THE COMMISSION HAS BECOME MORE CRITICAL AS A RESOURCE FOR BOTH THE STATE AND TRIBES IN MONITORING AND ASSESSING OPPORTUNITIES TO PARTNER WHERE FEASIBLE AND TO EXPLORE OPTIONS FOR LEVERAGING SCARCE RESOURCES OF ALL THE GOVERNMENTS THAT EXIST WITHIN OREGON S BORDERS April 3, 2013

STATE AGENCIES The Legislative Cmmissin n Indian Services cntinues t receive a significant number f phne calls frm state agencies asking all srts f hw t questins (hw t and wh t cntact in a tribal gvernment, hw t slicit infrmatin needed frm a tribal gvernment, hw t evaluate tribal respnse), requests t review dcuments, requests fr meetings t discuss strategy and/r t cme present infrmatin t state agency managers and staff. Often when a state agency is cnsidering develping a plicy t include Tribal gvernments, implementing a new r existing prgram that affects tribes r reviewing agency actin with an eye t imprving interactins with ne r mre Tribes, they tuch base with the Cmmissin s Executive Directr first. 15 B. LOCAL GOVERNMENTS & OTHER ORGANIZATIONS In additin t state agencies, several lcal gvernment and nn-prfit rganizatins seek advice. This area f inquiry has als seen a significant increase in vlume in the last few years given the increase in grwth f Oregn Tribes and their varius enterprises and activities thrughut the state. Sme f these inquires cme frm lcal planners, the cunty tax assessrs assciatin and medical examiners (due t the increased likelihd f discvery f Indian human remains given develpment & cnstructin prjects thrughut Oregn as well as increased public awareness f state laws prtecting Indian human remains.) Like state agencies, when grups r cmmittees lk fr rientatin, backgrund, suggestins fr key cntacts within Tribes r a general representative fr tribal interests in Oregn, they ask me. C. FEDERAL AGENCIES A number f federal agencies need a pint f cntact with the state. I am cntacted by the Federal Energy Regulatry Cmmissin (FERC), the Bnneville Pwer Administratin (BPA), the Crps f Engineers (fr review f wetlands permits as well as ther prjects such as Celil Village redevelpment), the U.S. Frest Service, FEMA, and Bureau f Land Management; as well as ther federal agencies, ffices, rganizatins and Cngressinal ffices. D. TRIBES There are tribe-related activities in additin t the n-ging wrk LCIS des with tribal leaders and tribal prgrams. As the activities f Oregn Tribes have increased dramatically in terms f building dedicatins, initiatin f new prgrams, celebratins f significant events, I am receiving an increased number f invitatins t attend ceremnies as a representative f the State and the Legislative Cmmissin n Indian Services. E. PUBLIC Numerus phne calls, s, and letter crrespndence are received thrughut the biennium requesting basic infrmatin abut Indians and/r Indian issues in Oregn; as well as invitatins t speak t varius educatinal, civic and ther grups. A dzen years ag Oregn was the first state in the natin t pass a state-tribal gvernment-t-gvernment relatins law which emphasizes the critical imprtance f establishing and maintaining a variety f ways t learn enugh abut each ther s structures, plicies, prgrams, initiatives, traditins and histry t infrm decisin-makers in bth state and tribal gvernment as well as t prvide pprtunities fr their respective prgrams, departments and staff t exchange relevant infrmatin and wrk tgether n shared interests. Bth LCIS and Oregn s ORS have established Oregn s natinal reputatin f cperatin with tribal gvernments and effrts t reduce litigatin. Avided legal csts are just ne f the benefits f gd relatins. All Oregnians, especially thse in rural cmmunities where Tribes are lcated, have benefited frm sme psitive partnerships that LCIS and Oregn s law have fstered. Sme lcal gvernments als have a histry f explring ways t cperate with lcal Tribes t expand pprtunities and prvide services in a time f scarce resurces in a way that enhances the health, safety and welfare f their citizens, tribal members and nn-tribal members. Other lcal gvernments may be interested in explring the same pssibility. LCIS is available t supprt thse n-ging effrts n the part f lcal gvernments as it des with state agencies. The Cmmissin has an ffice at the State Capitl which serves as a day-t-day infrmatin clearinghuse. The LCIS Executive Directr is available via phne, r fr meetings and trainings t suggest ways t initiate, imprve r expand interactins with tribal gvernments. Here are three suggestins learned frm the Oregn Apprach that lcal gvernments may want t cnsider. They may serve t increase the likelihd f psitive interactins nw and in the future. Fllwing these three suggestins is a partial checklist f steps in the prcess that have wrked fr state agencies which may wrk fr lcal gvernments. 1. Appreciate and Respect the Legal and Histrical Basis f Tribal Gvernments: Tribal svereign gvernments- like ther gvernments- means at a minimum that each f Oregn s nine federally recgnized tribal gvernments has a distinctive legal and plitical status separate frm ther svereigns including ther tribal gvernments. Like ther gvernments, each tribal svereign has the inherent authrity t gvern its peple and see t their health, safety and welfare, decide requirements fr citizenship, pass laws & regulatins, tax and spend, create infrastructure and prvide gvernmental services t its citizen members. Tribal gvernments are nt granted svereignty. Since the adptin f the U.S. Cnstitutin, Tribes have been acknwledged in the Cnstitutin s treaty and cmmerce clause. Tribes cnducted business as svereignsincluding activities reserved fr svereigns such as signing treaties with the U.S. - befre the State f Oregn came int existence in Tribes, therefre, are the ldest frm f svereigns in Oregn by thusands f years. One additinal feature t bear in mind is the unique relatinship that tribal gvernments have with the federal gvernment based n the federal gvernment s trust respnsibility and the U.S. Supreme Curt determinatin 1

30 f the status f Tribes as dmestic, dependent natins. ( dmestic i.e., nt freign and dependent -i.e., having a special relatinship with the federal gvernment separate frm the States). This may cme int play in sme lcal gvernment-tribal gvernment interactins such as the fee-t-trust prcess, treaty rights, federal cmmitments t supprt tribal self-determinatin, tribal authrity, in certain cases permitting Tribes t get Treatment as a State status regarding Clean Air Act and Clean Water Act implementatin, as well as ther regulatry authrity that may be f interest t lcal gvernment with jurisdictin f lands adjining tribal trust r reservatin lands. Of nte is the ptential fr federal mnies that may flw int an area f the state because f an-ging cmmitment t a Tribe because, e.g., a cunty is designated by Cngressinal Act as ne r anther Tribes service area. Other reasns lcal gvernment might want t establish a prductive relatinship with lcal tribal gvernments is because f cultural resurces which are prtected under state and federal law n lands within a cunties brders, infrastructure which a tribe may develp that ffers enhanced ecnmic r ppulatin grwth pprtunity t a lcal jurisdictin (like a water treatment plant, a charter schl, a health clinic a tribal enterprise that will create hundreds f new jbs fr individuals wh will becme lcal gvernment taxpayers and may n lnger need cunty services fr the unemplyed r underemplyed). 2. In rder t cnduct effective gvernment-t-gvernment relatins, ne must learn abut the distinctin between federally recgnized tribal gvernments in Oregn and in ther states, nnfederally recgnized tribal gvernments, Indian rganizatins, tribal members f ne f Oregn s nine federally recgnized tribal gvernments, tribal members f Tribes in ther states and self-identified Indians. Oregn s Apprach fcuses n the nine federally recgnized tribal gvernments in Oregn and effective relatins depends n apprpriate dialgue with a tribal gvernment s duly authrized representative n the subject at hand. State and lcal gvernment agencies (as well as legislatrs and federal representatives, fr that matter) seem t have n truble with this cncept when dealing with each ther (e.g., yu knw that Deschutes cunty can t speak fr Klamath cunty, r that DEQ cannt speak fr the Department f Agriculture, r that the Gvernr f Califrnia cannt speak fr Oregn,) but ften it seems state and lcal gvernment representatives may nt take the time r attentin t behave in the same way twards tribal members, tribal gvernments and Indians in general. Serius misunderstandings can be avided when we appreciate where all gvernments share sme attributes in terms f certain leaders, departments r individuals having specific authrity even thugh each gvernment may have its wn structure, laws, rules, jurisdictin, culture and traditins (including different state agencies and lcal gvernments individual culture ). Oregn s Indian ppulatin is small apprximately 1.6 % f the ppulatin but the legal status f tribal gvernments as svereigns (with rights and respnsibilities fr critical natural, cultural, ecnmic and scial resurces within the State s brders) makes n-ging State-Tribal dialgue a necessity and, likewise, suggests the imprtance f a gd neighbr plicy with respective lcal gvernments. In the current weak ecnmy, seeking the mst efficient prvider f gvernmental services aviding duplicatin and supprting effrts t create jbs (particularly in rural areas) is a pririty fr the State, Tribes and lcal gvernment. The ability t prvide infrastructure imprvements, educatinal and scial services and natural and cultural resurces management may be augmented in several f the state s r a cunty s mst highly distressed areas because f a Tribe s ability t leverage federal dllars related t the federal trust respnsibility r incme generated frm grwing tribal enterprises. When tribal gvernments are able t serve tribal members that may mean the State r lcal gvernment has sme resurces freed up that wuld therwise have t be dedicated t serving these Oregnians. As an example, fr every Tribe that builds a health r dental clinic and is willing t serve tribal and nn-tribal members, the State r lcal gvernment may be able t avid building their wn facility. Thinking abut initiating r imprving relatins with Tribal gvernments? Here s the basis f the Oregn Apprach which may prvide sme guidance and a Partial Checklist fr Develping and Maintaining the Lcal Gvernment-Tribal gvernment t-gvernment Relatinship: The Oregn Apprach encurages state agencies t g n autmatic pilt in essence, t ask befre adpting a new plicy r implementing a new prgram: Will this agency actin affect the interests f tribal gvernment. 35 The Legislative Cmmissin n Indian Services was created by 2001 statute in 1975 t advise the Legislative Assembly and ther Oregn fficials and agencies n the needs f American Indian peple in the state. The thirteen members f the Cmmissin are appinted pursuant t ORS et seq, t tw-year, staggered terms f ffice. These appintments are made jintly by the Speaker f the Huse f Representatives and the President f the Senate and are based n nminatins submitted by American Indian tribes and cmmunities in designated areas f the state. All nine f the federally recgnized Tribes in Oregn have a representative n the Cmmissin. These Tribes are the Burns Paiute Tribe, the Cnfederated Tribes f Cs, Lwer Umpqua and Siuslaw Indians, the Cnfederated Tribes f Grand Rnde Cmmunity, the Cnfederated Tribes f Siletz, the Cnfederated Tribes f Umatilla Indian Reservatin, the Cnfederated Tribes f Warm Springs, the Cw Creek Band f Umpqua Indians, the Klamath Tribes, and the Cquille Tribe. Tw gegraphic areas are als represented n the Cmmissin. These are the Prtland Urban Area and the Willamette Valley area. S E N A T E B I L L Oregn was the first state in America t adpt a frmal legal gvernment t gvernment relatinship with reginal tribes thrugh bth executive actin and legislatin. At the request f the Legislative Cmmissin n Indian Services, Senate Bill 770 was drafted t direct state agencies in gvernment t gvernment relatins with Oregn tribes. Senate Bill 770, alng with related state plicies and laws, illustrates excellent state-tribal relatins in Oregn I N I T I A T I V E S EXECUTIVE ORDER At the request f the Legislative Cmmissin n Indian Services, Executive Order NO. EO was adpted fr the sle purpse f enhancing cmmunicatin and mutual cperatin between the State f Oregn and the tribal gvernments. On May 22, 1996 a signing ceremny was cnducted where ver tw hundred tribal leaders, legislatrs, and citizens were present t witness Gvernr Jhn A.
