Its founder, Alan Rottenburg s vision is to help new grads with arts degrees get a head start on a career by offering to fund up to 35 new graduates for 4 months (up to $4,000 per month) at businesses who will

2 commit to one year of employment. An information reception with Mr. Rottenburg in attendance will be held on November 27 from 4-6 pm at Delta Hotel. Donna encouraged board members to consider this opportunity for their own business, to share with their own networks and to attend the reception on the 27 th. 1) Disclosure of Pecuniary Interest Richard A. McNevin declared pecuniary interest regarding IN8 developments, Homestead developments/parking lot sale to the City of Kingston and will remove himself from the meeting during discussions regarding these topics. 2) Board Minutes Moved by: Maria Cronk Seconded by: James Malcolm That the Minutes of the Board meeting held October 10, 2018 be approved 3) Executive Committee Minutes Moved by: Justine Scala Seconded by: Ed Smith To approve actions and decisions taken at the Executive Committee Meeting held November 6, ) Chair Report Thank you s/congrats: - From University Hospitals Kingston Foundation to DK! for support - From CORK to DK! for support - Congratulations re: DK! Halloween Event Media: - Profile Magazine & Kingston Life: include lots of downtown content (ads/articles etc.) - Whig: Re-election of Mayor Paterson Kingston wins bid for Brier 2020 Thank you to Tourism Kingston and KAP for hard work on bid - Perspective: 200,000 copies across Ontario distributed in the Globe & Mail The Capitol: The OMB ruling on the project was a disappointment, but valuable lessons about intensification can be learned. It may serve as a guideline for future downtown developments. Cannabis: page in Board Package Jan 22, 2019 is opt out deadline for sales within municipality

3 Kingston Chamber of Commerce: Mayoral Candidates Interviews Business Achievement Awards Chairs Gala Upcoming Events Small Business Week Advocacy Work New Home for Chamber Offices - Nate reported that they are currently recruiting for a new Executive Director - Their gala which recognized business people with awards in many categories was held last week - A Novembeer after 5 mixer will be held at the Renaissance Event Venue on Nov 22 - Chamber is looking for a new home, possibly downtown. They have to be out of their current space by summer. Kingston EcDev: Workforce Development Corporate Business Retention/Start-ups Attraction & Aftercare - Kingston EcDev is planning to possibly move offices - More info re: Career Apprenticeship Program included in Board package thank you to Board members for promoting the November 27 th event - Link to Perspective publication in Board package - Kingston EcDev Board is still looking for a Board member applications close Nov 22 - Upcoming Canada European Eco Trade session (more info on website) will be free of charge - Royal Milk facility celebrated their topping ceremony (first building getting its roof). Construction is on pace and recruiting will begin soon. KAP/Tourism Kingston: 2020 Brier Live Music Micro Site Culinary/Integrated Destination Strategy 2019 Visitor Guide VEC/Pewter Ornaments Fort Fright/Otherworld Feb Fest Lumina Borealis

4 - TK/KAP are excited about the Brier announcement and will be looking to DK! to make this event attractive. No planning will take place until after the 2019 Brier in Manitoba, but they know that 500 volunteers and 2890 room nights will be needed. Downtown was a very popular place for Scotties attendees so we will expect the same of Brier guests. - Murray presented the new and exciting music platform on the Tourism Kingston website - The VEC (Visitor Experience Centre) is currently operating on winter hours and will be closed on Dec 24 and 31 - Feb Fest will be well promoted by KAP and TK this year and will integrate with the Brier in both 2019 and TK is also looking for a new home and their first choice of location is downtown Tim thanked Board members for years of service, both those who are running and those who are not. Moved by: Cyndy Gibson Seconded by: Bev Allinson That the Chair Report be approved 5) Draft 2019 Levy Estimation Doug reported that budgets were worked on and developed by Clean and Safe, Downtown Development and Marketing Task Force committees, while staff and executive dealt with the Office and Operations budgets. Marketing came in with requests for growth based on member interests in additional programming. Recommendation is for a 4.9% increase all growth is in programming and marketing. The budget does not include sponsorship, grants etc. but those elements are reflected in Sudden Impact which will be available for the AGM. Moved by: Ed Smith Seconded by: Richard A. McNevin That the Board of Management of the Downtown Kingston! BIA approve the 2019 Levy Estimation in the amount of $1,345,019 6) Annual General Meeting Rob reported that nominations are still being accepted right up until the meeting. Newsletters going out with 22 of the bios 1 additional added to electronic newsletter. Draft agenda attached, couple of speaker asks out timing about 1 hour. Very good list of nominees! 7) General Manager/Director of Marketing Report Marketing Task Force Trick or Treating

5 Pumpkin Parade Pewter Collectibles Santa Parade & Tree Lighting Festive Friday Brier 2020 Feb Fest Media Project s Manager Marketing Michèle reported that our new hire for Projects Manager Marketing, Amy Zurrer, has been in place as of November 1 st and all is going well. 15 th annual nighttime Santa Parade coming up this week the weather looks favourable. Michèle will send a link to the board of Alex s interview from this morning with Bill Welychka on CKWS promoting the parade as she did an extraordinary job. Pewter ornaments are on sale next Monday the Kingston Pen is a bringback ornament for the 25 th anniversary of the program. Alex and the Rotary Comfort Zone is winning a Celebrating Accessibility Award from the City of Kingston on December 6th at POH. A first meeting is planned to discuss the Brier on November 21 st. Feb Fest events will be a full month again and planning is underway. 6 Regarding Big Dig, Doug and Rob met with the City to discuss the 4-year Capital Plan which potentially includes a 2-year dig on Brock Street from King to Clergy which would incorporate changes to the transit station as well as dealing with the crosswalk at HDH. Also, new lights at Brock and Ontario as well as the possible reconstruction of the Byron parking garage and work on the ferry terminal were discussed. Concern that work on the ferry terminal doesn t happen during the 2020 Brier. DK! would like to push construction back as far as possible 2021 or 22. The city has received money for transit funding which has to be spent within a certain timeframe plus there will be another section of Princess above Division to contend with as well. Re Peter Stroud s motion to Council ( to review the special events policy with the intent to identify specific criteria and parks that can properly accommodate events with larger crowds and significant logistical needs ), Joanne Langlois plans to write Mayor and Council as well as our Board and KAP Board to ask for support re events in City Park. New cigarette butt receptacles will be on the street in the near future. Moved by: Cyndy Gibson Seconded by: Bev Allinson That staff be directed to send a letter to City staff suggesting considerable construction fatigue exists downtown and that the blocks suggested are too much for downtown business to bear. DK! has previously been told by City staff that we would have a few years of little or no road reconstruction after Big Dig 4 was completed. Moved by: Ed Smith Seconded by: Richard A.
