All yeas C) Approval of April 14, 215 Minutes: Motion to approve April 14, 215 minutes made by Noffsinger, second by Keesee. All yeas 2) WRITTEN COMMUNICATION Clark reported that the Commission had received a letter from Amy Schlusler, Community Development Specialist with the Planning Department, requesting that the University Student Commission appoint a representative to the Community Development Advisory Committee. This committee is charged with reviewing proposals for and allocating dollars received from the federal government through the Community Development Block Grant process. The first meeting would be held in late October and meet on average 1 times through March 216. Clark asked if any commissioners were interested in serving on the CD Advisory Committee. Commissioner Wallace expressed interest. Commissioner Ahmad moved to appoint Commission Sarah Wallace to the Community Development Advisory Committee, second by Commissioner Meston. All yeas. 3) PUBLIC COMMENT None 4) NEW BUSINESS A) Introductions and ice breaker Commissioners and liaisons introduced themselves and the groups they represent. After introductions, Clark called for interest in serving as Chair and Vice Chair for the Commission.
3 Commissioner Noffsinger self-nominated to serve as Chair. Commissioner Meston self-nominated to serve as Vice Chair. Motion to approve slate made by Keesee, second by Liogas. All yeas B) Calendar of Meetings Clark reviewed the calendar of meetings and noted the changes in location throughout the year. C) Potential upcoming items for consideration Clark stated that this is an opportunity for commissioners to provide topics that they would like to discuss over the coming months. Some suggested topics would be the idea of prohibiting recreational roof use and the formal addition of the Community Relations Coalition as an official represented student group on the commission. Noffsinger stated that he would like to discuss the ordinance that requires landlords to provide voter registration information to new tenants and perhaps conduct some type of questionnaire or survey of students to see if they remember getting that information. Cerutti added that he would like to discuss development projects, including those on campus, and the relationship between the City and University on development projects. Triplett suggested discussing how to better communicate the new recycling system and provide additional education to the student residents and multi-family units offering access to recycling. Meston stated he would like to discuss the history of recreational fire ordinance, pertaining to fires in fire pits. Wallace commented that she would like to discuss the sexual assault topic being talked about o campus and the City s sewer infrastructure. Range added that he would be interested in discussing gun violence and partnering with MSU on gun related issues. Wallace stated she would also like to discuss the rush to sign a lease on rental housing in the City. 5) OLD BUSINESS None 6) COMMISSIONER CONCERNS/REPORTS FROM GROUP REPRESENTED Noffsinger reported that ASMSU will be hosting a City Council candidate forum on Wednesday, October 21 at 7 p.m. in the MSU Union ballroom. Keesee reported that the Building Bridges event is tomorrow, Wednesday October 7 at 5:3 p.m. at Sigma Chi on Grand River. This is an opportunity for MSU Greek Life to host representatives from MSU student groups and the City to meet each other and mingle. Additionally, Safe Halloween is scheduled for October 29 from 5-7 p.m. on MAC. This is an activity sponsored by
4 Greek Life with games, family activities, a dunk tank, food tent and other items open to the public. Groups can purchase a table for $5 and all proceeds go to a charity yet to be determined. Meston stated that the Student Housing Cooperative sponsored a UN Peace Day march in Lansing. He added that if anyone is interested or knows someone who might be interested in living in a coop next year, you can apply beginning on October 19. Persons should have attended a house meeting and dinner prior to applying. Ahmad stated that he knows some students who have start-ups in the Hatch and would be willing to ask them to speak to the commission during the meeting at the Technology Innovation Center in November. The commission liked the idea and Ahmad said he would reach out. Range reported that COGS is currently undergoing some internal restructuring. COGS is also sponsoring a night at the Red Wings game on November 8 with the puck dropping at 3 p.m. For $35 you can purchase tickets that include transportation to and from the game, food and a beverage. Tickets go on sale on October 12 at noon at Cerutti had no report. Wallace reported that the CRC held three ice cream socials and two clean-ups so far this year. The last neighborhood clean-up will be October 25 at 1:3 a.m. and the group meets in the East Lansing police parking lot behind City Hall. Interested volunteers can sign up on Give Gab and follow the CRC on Facebook to see the event. The CRC has also participated in Autumn Fest, the MSU homecoming Parade and won second place in the Paint the Aves competition during homecoming week. Liogus had no report. 7) LIAISON REPORTS A) Mayor Triplett reported that everyone is invited to the Rally for the Alleys in downtown East Lansing tomorrow, Wednesday, October 7 at 4 p.m. This event is kicking-off a crowd funding campaign to add murals to downtown alleys, games and interactive features to downtown public spaces. B) Webster reported that the housing fair will be held this Thursday, October 8 from 11-4 in the Union ballroom. There are lots of properties represented and opportunities to check out different housing options. Also, the giveaways are really nice. It is important to remember that there is a lot of time to make the decision on where to live next year and students should not feel rushed to sign a lease. C) Capt. Sparkes stated that he is looking forward to working with everyone and if you would like a business card to take one and feel free to contact him. Clark reported that the next meeting would be held at the Hannah Community Center in the executive meeting room. The meeting will be at Hannah in order to accommodate the board and commission appreciation reception, all commissioners are asked to attend and get
5 refreshments. Additionally, the chair will be asked to provide an update during the City Council meeting at 7 p.m., which will also be at the community center. 8) Next Meeting: October 2, 215 Hannah Community Center 9) ADJOURNMENT Motion made by Meston, second by Keesee.
