Declarations of Interest and approval of minutes 2. Property Tax Rebate Program Discussion Minutes Approval of minutes for meeting held on September , were approved as amended. Anne updated committee on the ongoing work of the tax rebate subcommittee and staff. Anne summarized the mandatory requirements for the program as set out by the province and Municipal Act and reviewed the general terms and conditions that Heritage Burlington had previously established. Anne discussed changes made to the application and agreement made from the committee s suggestions at the Sept. meeting. Committee provided recommendations to improve clear language and outline the terms and conditions of the program for applicants. Next steps: Committee will review the draft by-law at Nov. 11 committee meeting for input into staff report. Sub committee will circulate the draft by-law for review in advance. The program and report to Council, including an enabling by-law Results/ Action Property Tax Rebate Subcommittee will continue work on the program and revise application form to include outline of terms and condition of agreement for applicants as an appendix or schedule to the application form. 2 must be approved by Council by December 2014 for the program to be implemented for the 2014 tax year. 3. Culture Days 2014 Jim and Kate represented Heritage Burlington at the Culture Days display in Civic Square on September 26 and shared a powerpoint presentation, distributed information and applications for membership, colouring books and crayons, and a promotional postcard with new Heritage Burlington logo and branding. 4. Planning Report Jenna provided updates: Heritage Enquiries: Anticipated Heritage Permit Applications: 4250 Lakeshore Rd (Paletta Mansion) 50 Northshore Blvd E (Lasalle Park Pavillion) Heritage Permits Received: None during this period Heritage Permits Issued (Designated): None issued since last meeting Requests for Removal from Register: 3044 Lakeshore Rd TBD 563 North Shore Blvd E December 15 D&I Planning Applications (Municipal Register properties) : 1060 Mohawk Road proposed consent and minor variance applications for Indian Point property. Property is nondesignated but may impact the gates which are designated. Jim will review property and draft comments for staff report on 3044 Lakeshore Road. Wendy will review property and draft comments for staff report on 563 North Shore Blvd. E. Motion that Heritage Burlington will provide comments to the Committee of Adjustment regarding the potential impact of construction on the heritage designated gates is CARRIED. 3 Community Heritage Fund Applications: Updates to the Community Heritage Fund by-law were approved by Council on September 22, Committee of Adjustment on behalf of Heritage Burlington. 4 o January 19, Plains Rd. Dairy Queen 6. Founding of Burlington Plaque Staff Recommendations: None this period. Jenna provided information regarding the Dairy Queen on Plains Rd. There has been some community interest in the property as an example of the original 1940 s design. Heritage Burlington expressed no interest in designating or adding this property to the Municipal Register at this time. Jenna informed committee that an Ontario Heritage Trust plaque on the founding of Burlington that was moved from its original location downtown will be reinstalled at a new location outside of City Hall at a future date (to be determined). 7. Budget Update Julie and Jim reviewed the business cases submitted for Council to review with the 2015 budget. Jim and Kate prepared the budget estimates to request additional funds for continuing work on the new website, to implement additional communications, workshops and heritage awards as outlined in A New Approach to Heritage report. 8. A New Approach to Conservation Update Stories of Burlington Jim reviewed the stories completed so far that will become content for the new website. Committee members have all been assigned stories to review the content and submit any revisions to Jenna by Oct. 15. Website - Kate updated on progress of the website development. All content has now been written and is being uploaded to the site and designed. The Dec. 9 committee meeting will be the soft launch of the new Heritage Burlington website at the url heritageburlington.ca Member Benefits Subcommittee: Kate discussed the need to establish a subcommittee to develop and review the content for the member benefits section of the website working with Kate and Jenna. The Communications subcommittee will meet in November to review the communications plan and begin to plan for future All committee members to review stories and provide any revisions to Jenna by Oct. 15 Motion to establish a Member Benefits Subcommittee to develop and review member benefits content for Heritage Burlington Website, CARRIED. 5 events and workshops. All committee members are invited to participate in the communications subcommittee. Evaluation Criteria 25 property evaluations of designated properties have been completed by ARA/ Heritage Resources Centre. Some minor changes to the criteria have been suggested and the vendor will continue with more property evaluations with the new criteria. 9. Recruitment Update Julie reminded committee members to come to the Volunteer Open House on Nov. 19, 6:30 pm at the Burlington Public Library. Sarah volunteered to arrive early to set up the committee display table. All committee members will receive an electronic invite and request to RSVP shortly. 10. Workplan Review Tabled. 11. Other Business Heritage Fair Update Julie provided an update on the Heritage Fair, Feb. 7, The theme will be the Bicentennial of Sir John A MacDonald and also subtheme of the 50 th anniversary of the Canadian Flag. Clerks Department is providing communications and creative design support for the event through Julie. Heritage Burlington will set up an information booth and Jim and Kate will do a presentation on the committee work and new website at the Heritage Fair. Heritage Awards Committee discussed bringing back the Heritage Awards with a revamped event for John and Kate expressed interest in the subcommittee and other members are welcome to participate. Municipal Heritage Symposium Penny circulated information about the Municipal Heritage Symposium on Saturday, Oct. 18 in Coburg, organized by Northumberland Heritage Alliance. Julie will confirm Heritage Burlington participation with Heritage Fair organizers and equipment needed for presentation. Motion for Heritage Burlington to approve the Heritage Fair budget as presented, CARRIED. Motion to establish a Heritage Awards subcommittee to look into an awards event for 2016 as well as revised criteria and make recommendations to Heritage Burlington for the future of the Heritage Awards, CARRIED. Motion for Heritage Burlington to pay for the registration costs and mileage expenses for a member to attend the Municipal Heritage Page 5 of 7

6 Discussion on Heritage Property Designation process: Jim invited committee members to discuss the designation process continuing from the September 2014 meeting. Symposium, if available. Heritage Events & Information: Burlington Historical Society: Meetings held 7:00 pm on Monday evenings from September to May, on the second Monday of the month. There is no meeting in December. Meetings are held in the Centennial Room of Burlington Central Library, 2331 New Street on the ground floor.
