1 EAST WILLISTON UNION FREE SCHOOL DISTRICT TOWN OF NORTH HEMPSTEAD MINUTES for REGULAR BUSINESS MEETING Monday, April 26, 2010 CONVENE: The regular meeting of the Board of Education of the East Williston UFSD was held on Monday, April 26, 2010 in the Board Room of The Wheatley School. As reported, President Ritz called the meeting to order at 6:00 p.m. Present: Ellen Ritz, President Mark Kamberg, Vice President Robert Fallarino, Trustee Robert Freier, Trustee John O Kelly, Trustee Lorna Lewis, Superintendent Jacqueline Fitzpatrick, Business Administrator General Counsel MOTION TO RECESS: As reported, Mrs. Ritz moved to recess to Executive Session to discuss matters related to Personnel. Mr. O Kelly seconded the motion. EXECUTIVE SESSION CONVENE: The Executive Session was convened in the Board Room at The Wheatley School. Members of the Board, Dr. Lewis, Ms. Fitzpatrick and counsel were present. DISCUSSION: Members of the Board, Dr. Lewis, Ms. Fitzpatrick and counsel discussed matters related to Personnel. END EXECUTIVE SESSION & RECESS: As reported, the Board concluded the immediate business at hand and terminated the Executive Session at 8:04 p.m. RECONVENE: The Regular Business Meeting was called to order in The Auditorium of The Wheatley School by Mrs. Ritz at 8:16 p.m. All of the above were in attendance, including Silvana Rossi, District Clerk. Recommendation to grant tenure to Mr. Thomas Fitzpatrick as Director of Physical Education, Athletics Medical Services in the East Williston U.F.S.D., effective July 1, Mrs. Ritz moved to accept this recommendation. Mr. Fallarino seconded the motion. 2. Mr. O Kelly seconded the motion. 12. Recommendation to grant tenure to Ms. Lauren Sapanski as teaching assistant in the East Williston U.F.S.D., effective September 1, Mrs. Ritz moved to accept this recommendation. Mr. Fallarino seconded the motion. Mr. Fallarino seconded the motion. 22. The motion CARRIED 3-2-0, with Mr. Kamberg, Mr. Fallarino and Mr. Freier voting for the motion and Mrs. Ritz and Mr. O Kelly voting against it. Recommendation to appoint the following individuals to serve on the Board of Registration for the school year: Eileen Fina Suzanne Scheuring Ann Masters Muriel Tatem Mrs. Ritz moved to accept recommendations 22 through 24. Mr. Freier seconded the motion. 25. Recommendation to authorize the district s participation in the County-wide transportation cooperative for the school year: WHEREAS, a number of public school districts in Nassau County wish to jointly solicit proposals, together with the Nassau Board of Cooperative Educational Services ( BOCES ) for pupil transportation services for the school year (and any renewal period) in accordance with the applicable provisions of General Municipal Law; WHEREAS, the public school districts and the BOCES have agreed to form a Cooperative (the Cooperative ) for this purpose; WHEREAS, the School District, is desirous of participating in the Cooperative for joint solicitation of proposals for pupil transportation services as authorized by General Municipal Law, Section in accordance with the terms and conditions of the Inter- Municipal Cooperative Transportation Agreement attached hereto; and, NOW THEREFORE BE IT RESOLVED that the Board of Education authorizes the School District to participate in the Cooperative. BE IT FURTHER RESOLVED that the Board of Education hereby approves the Inter-Municipal Cooperative Transportation Agreement attached hereto and authorizes the Board President to execute the Agreement on behalf of the Board of Education. Mrs. Ritz moved to accept this recommendation. Mr. Fallarino seconded the motion. The motion CARRIED 4-1-0, with Mrs. Ritz, Mr. Kamberg, Mr. Fallarino and Mr. Freier voting for the motion and Mr. O Kelly voting against it. 26. WHEREAS, the Board of Education of the East Williston Union Free School District ( Board of Education ) is considering parking improvements at the North Side School campus, located at 110 East Williston Avenue in the Incorporated Village of East Williston, Nassau County (hereinafter the proposed action ); and WHEREAS, the proposed action specifically includes a 6,000±-square-foot expansion of an existing parking area to provide 18± additional parking spaces within an existing lawn area at the southwest portion of the campus; associated drainage improvements (e.g., installation of catch basins and leaching pools); replanting of disturbed areas with grass; and modification of a portion of the existing irrigation system; and WHEREAS, the Board of Education declared itself lead agency for the proposed action, pursuant to the implementing regulations of the State Environmental Quality Review Act, specifically 6 NYCRR 617.6(b)(4); and Board of Education Meeting of April 26, 2010 Page 5 of 11

6 WHEREAS, the Board of Education, as lead agency, has caused to be prepared Parts 1 and 2 of an Environmental Assessment Form ( EAF ) to evaluate potential significant adverse environmental impacts associated with the proposed action, and has reviewed the aforesaid EAF and agrees with the contents thereof; and WHEREAS, the Board of Education has caused consultations to be undertaken with the New York State Office of Parks, Recreation and Historic Preservation ( OPRHP ), and will consider any recommendations offered by OPRHP to the maximum extent practicable; NOW, THEREFORE, BE IT RESOLVED that, the Board of Education, as lead agency for the action contemplated herein, after review of the proposed action, 6 NYCRR Part 617, the EAF and associated documents, hereby determines that the above-described project is an Unlisted action; and BE IT FURTHER RESOLVED that, based upon the information contained in the EAF and other relevant information before the Board of Education, the Board of Education, as lead agency for the action contemplated herein, and after due deliberation, review and analysis, hereby determines that the proposed action will not result in significant adverse impacts to the environment and hereby adopts the annexed Negative Declaration. 27. Recommendation to extend the probationary period as teaching assistant for Ms. Danielle Ferrara, teaching assistant at Willets Road School, from June 30, 2010 to April 23, 2011 [Ms. Ferrara served as leave replacement special education teacher in the East Williston U.F.S.D. during the school year]. 28. Recommendation to approve a contract with Uniondale School District for health and welfare services for the school year at a cost of $ per student. 29. Recommendation to approve a contract with West Hempstead School District for health and welfare services for the school year at a cost of $ per student. 30. Recommendation to approve a contract with Plainview-Old Bethpage Central School District for health and welfare services for the school year at a cost of $ per student. 31. Recommendation to approve a contract with Westbury Union Free School District for health and welfare services for the school year at a cost of $ per student. 32. Recommendation to approve a contract with Jericho Union Free School District for health and welfare services for the school year at a cost of $ per student. 33. Recommendation to approve a contract with Manhasset Union Free School District for health and welfare services for the school year at a cost of $ per student. Recommendation to approve a contract with Blue Flower Arts, LLC, for consultant services at a cost of $2, for the period of the date of this agreement through June 30, The motion CARRIED 4-1-0, with Mrs. Ritz, Mr. Kamberg, Mr. Fallarino and Mr. Freier voting for the motion and Mr. O Kelly voting against it. 35. Recommendation to approve a contract with Robin Jacobs, dba Jacobs Substitute Services, for substitute teacher coverage at a cost of $11, for the school year Recommendation to approve a contract with SCOPE Education Services for the Before and After School Child Care Program for the school year at no cost to the District. 37. Recommendation to approve a contract with Herricks School District for special education evaluation services at a cost of $1, for the period of July 1, 2008 through June 30, Recommendation to approve a contract for special education tuition with Levittown School District at a cost of $27, for the school year 39. Recommendation to approve a contractual agreement with Tel/Logic, Inc. (d.b.a. Central Ed) for Centralized Textbook Distribution and Managed Purchase Option Services for to provide textbooks to resident students attending non-public schools at the following costs: First 25 students per school $25.00 per student Next students $20.00 per student Mrs. Ritz moved to accept recommendations 27 through 33 and 35 through 39. Mr. Freier seconded the motion. 40. Recommendation to approve an agreement with Nassau BOCES for Project # IP in the amount of $43, payable over a three year period for equipment, installation, software and maintenance services. The motion CARRIED 4-1-0, with Mrs. Ritz, Mr. Kamberg, Mr. Fallarino and Mr. Freier voting for the motion and Mr. O Kelly voting against it. 41. Recommendation to declare as obsolete as per the memorandum from Dr. Feeney, two Compaq computers located in the Wheatley IMC and to dispose of same in the best interest of the District. 42. Recommendation to declare as obsolete as per the memorandum from Mr. Stephen Kimmel a fax machine located in the Willets Road School and to dispose of same in the best interest of the District. Recommendation to approve a transfer in the amount of $10, from Account Code A (Judgments and Claims) to Account Code A (Outside Services Legal) and to approve a transfer of $6, from Account Code A (Outside Services Auditing) to Account Code A (Outside Services Legal). 44. Recommendation to approve a transfer in the amount of $5, from Account Code A (Unallocated Insurance) to Account Code A (Union Welfare Benefits - Teachers). 45. Recommendation to approve a transfer in the amount of $5, from Account Code A (Outside Services-Auditing) to Account Code A (Outside Services-BOE) and to approve a transfer of $16, from Account Code A (Unallocated Insurance) to Account Code A (Outside Services-BOCES). 46. Recommendation to approve a transfer in the amount of $ from Account Code A (BOCES Services-Computer Literacy) to Account Code A (BOCES Services-Test Scoring). 47. Recommendation to approve a transfer in the amount of $14, from Account Code A (Instructional Salaries) to Account Code A (Textbooks K- 12). 48. Recommendation to accept with appreciation a check in the amount of $1, from the East Williston Creative Arts Workshop Association, Inc. for the new North Side Playground and to authorize an increase to the Special Purpose Fund for the North Side Playground.
