1 TANGIPAHOA PARISH SCHOOL BOARD PROCEEDINGS APRIL 6, 2010 The Tangipahoa Parish School Board met in regular session on Tuesday, April 6, 2010 at 6:00 p.m. in the Central Office Board room, Puleston Road, Amite, Louisiana, with President Ann Smith presiding. MEMBERS PRESENTS: Ann Smith, Leonard Genco, Al Link, Danny Ridgel, Sonya Traylor, Eric Dangerfield, Sandra Bailey-Simmons and Rose Dominguez MEMBERS ABSENT: Robert Potts Miss Kelsi Bennett, a student of Tucker Elementary School led the Pledge of Allegiance and the Preamble to the Constitution of the United States. The Tucker Elementary School 2 nd grade choir sang This is America. It was moved by Ms. Dominguez, seconded by Mr. Genco, to approve the Board minutes of March 16, 2010 as distributed. Hearing no objection, the motion was adopted. Ms. Bailey-Simmons recognized Ms. Lyndy Pier, Network Administrator, as the recipient of the Enos Jake Bailey, Jr. Above and Beyond Award. President Smith passed the gavel to Vice-President Dominguez. Ms. Smith requested the receiving of the official Louisiana School Board Association (LSBA) transcripts for all Board members for their annual ACT 380 training requirements, as mandated by LA R.S. 17:53, are entered into the official Board minutes. Ms. Smith announced that Ms. Bailey-Simmons was appointed to the Louisiana School Board Association s Board of Directors for a one (1) year term and Ms. Dominguez was recognized at the annual 2010 LSBA Conference for earning 24 CLU s. President Smith resumed the gavel. The following resolution was offered by Mr. Link and seconded by Mr. Ridgel: RESOLUTION A resolution providing for canvassing the returns and declaring the results of the special election held in Consolidated School District No. 1 of the Parish of Tangipahoa, State of Louisiana, on Saturday, March 27, 2010, to authorize the levy of a special tax of nine (9) mills on all property subject to taxation therein. BE IT RESOLVED by the Parish School Board of the Parish of Tangipahoa, State of Louisiana (the "Governing Authority"), acting as the Governing Authority of Consolidated School District No. 1 of the Parish of Tangipahoa, State of Louisiana, for public school purposes (the "District"), that: SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in the District, on SATURDAY, MARCH 27, 2010, to authorize the levy of a special tax of nine (9) mills on all property subject to taxation therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the results of the special election.
2 SECTION 2. Proces Verbal. A Proces Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Tangipahoa, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority. SECTION 3. Promulgation of Election Result. The result of said election shall be promulgated by publication in the manner provided by law. was as follows: YEAS: This resolution having been submitted to a vote, the vote thereon Danny Ridgel, Sonya Traylor, Eric Dangerfield, Rose Dominguez, Ann Smith, Sandra Bailey-Simmons, Al Link and Leonard Genco None NAYS: ABSENT: Robert Potts April, And the resolution was declared adopted on this, the 6 th day of /s/mark Kolwe Secretary-Treasurer /s/ann Smith President PROCES VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN CONSOLIDATED SCHOOL DISTRICT NO. 1 OF THE PARISH OF TANGIPAHOA, STATE OF LOUISIANA, ON SATURDAY, MARCH 27, BE IT KNOWN AND REMEMBERED that on Tuesday, April 6, 2010, at Six (6:00) o'clock p.m., at its regular meeting place, the Parish School Board Office Building, Puleston Road, Amite, Louisiana, State of Louisiana (the "Governing Authority"), acting as the governing authority of Consolidated School District No. 1 of the Parish of Tangipahoa, State of Louisiana (the "District") for school purposes, and being the authority ordering the special election held therein on Saturday, March 27, 2010, with the following members present: Danny Ridgel, Sonya Traylor, Eric Dangerfield, Rose Dominguez, Ann Smith, Sandra Bailey-Simmons, Al Link and Leonard Genco There being absent: Robert Potts did, in open and public session, examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of the said election, there having been submitted at said election the following proposition, to wit: CONSOLIDATED SCHOOL DISTRICT NO. 1 OF THE PARISH OF TANGIPAHOA, STATE OF LOUISIANA PROPOSITION SUMMARY: 3 YEAR, 9 MILLS PROPERTY TAX FOR THE PURPOSE OF GIVING ADDITIONAL SUPPORT TO THE PUBLIC ELEMENTARY SCHOOLS IN THE DISTRICT BY PROVIDING FUNDS FOR OPERATING, MAINTAINING AND EQUIPPING VISUAL AND PERFORMING ARTS 2
3 FOR ALL ELEMENTARY, SEVENTH AND EIGHTH GRADE STUDENTS AND FOR ACCELERATED CURRICULUM PROGRAMS AND PAYING SALARIES AND BENEFITS OF TEACHERS AND OTHER PUBLIC SCHOOL PERSONNEL EMPLOYED BY THE TANGIPAHOA PARISH SCHOOL BOARD IN CONNECTION WITH SUCH PROGRAMS. Shall Consolidated School District No. 1 of Tangipahoa Parish, Louisiana (the District ), be authorized to levy a special tax of nine (9) mills on all property subject to taxation within the District (an estimated $2,085,000 is reasonably expected at this time to be collected from the levy of the tax for an entire year) for a period of three (3) years, beginning with the year 2010 and ending with the year 2012, for the purpose of giving additional support to the public elementary schools in said District by providing funds for operating, maintaining and equipping visual and performing arts for all elementary, seventh and eighth grade students and for accelerated curriculum programs and paying salaries and benefits of teachers and other public school personnel employed by the Tangipahoa Parish School Board in connection with such programs? Hearing no objection, the motion was adopted. It was moved by Mr. Genco, seconded by Ms. Bailey-Simmons, to add the Finance Committee, Amite and Loranger Delegation meeting minutes to the agenda for approval. Hearing no objection, the motion was adopted. It was moved by Ms. Dominguez, seconded by Mr. Genco, to approve the Committee and Delegation Reports contained on the agenda. Hearing no objection, the motion was adopted. Following are the reports as approved: CURRICULUM COMMITTEE MARCH 16, Ms. Joanna Newman, Secondary Supervisor, reviewed the progress of the first year implementation of the High School Redesign Plan. She also updated the Committee on the projected plans for the school year. Ms. Tommie Robertson, Career and Technical Education Supervisor, and Ms. Gwen Myers, Secondary Supervisor, reviewed the three (3) College and Career Diploma options available to students who entered 9 th grade as of and beyond. 2. It was moved by Ms. Smith, seconded by Mr. Dangerfield, to accept the textbook adoption recommendations for the Career and Technical Education Curriculum. Hearing no objection, the motion was adopted. FINANCE COMMITTEE MARCH 23, It was moved by Mr. Genco, seconded by Ms. Smith, to accept the Revised Budget. It was moved by Mr. Ridgel, seconded by Mr. Genco, to approve the low quote for grass cutting services for the Independence School District from G.B. Lawn Care Service in the amount of $49, to be paid from the Maintenance Fund. Hearing no objection, the motion was adopted. 3. It was moved by Mr. Genco, seconded by Mr. Ridgel, to approve the donation of the Loranger oxidation pond to the Loranger Sewage District #1. Hearing no objection, the motion was adopted. 4. It was moved by Mr. Ridgel, seconded by Ms. Smith, to approve Bid # for janitorial supplies. Hearing no objection, the motion was adopted. AMITE DELEGATION APRIL 6, It was moved by Ms. Smith, seconded by Mr. Potts, to approve the Change Order Proposal for the Amite West Side Improvement Project in the amount of $5, for the cost of additional flooring. Hearing no objection, the motion was adopted. Ms. Smith asked Mr. LaMarca to check on having doors installed on the restroom stalls at Amite High School. LORANGER DELEGATION APRIL 6, It was moved by Mr. Potts, seconded by Mr. Genco, to approve the low quote for the 20x40 metal storage building for Loranger High School from Unique Systems in the amount of $16, to be paid from Pay-As-You-Go Funds. Hearing no objection, the motion was adopted. 2. It was moved by Mr. Genco, seconded by Mr. Potts, to approve the low quote for a covered walkway from the breezeway to the Special Education changing restroom at Loranger High School from C & G Siding in the amount of $12, to be paid from Pay-As-You-Go Funds. Hearing no objection, the motion was adopted. 3. It was moved by Mr. Genco, seconded by Mr. Potts, to approve the low quote for a covered walkway to the portable building and continuing to the computer lab, plus a covered walkway over the highway to the auditorium and handicap ramp at Loranger Elementary School from Allstate Canopy in the amount of $30, to be paid from Pay-As- You-Go Funds. Hearing no objection, the motion was adopted. Superintendent Mark Kolwe pulled Item 10, Consider employee hearing, and stated it would be placed on the April 20, 2010 Board Agenda. It was moved by Ms. Dominguez, seconded by Ms. Bailey-Simmons, to approve Superintendent Kolwe to grant Entergy a right-of-way instrument to provide electric service to the Ponchatoula High School s Wastewater Treatment Facility. Hearing no objection, the motion was adopted. It was moved by Mr. Link, seconded by Ms. Dominguez, to approve the Certificate of Substantial Completion for the O.W. Dillon Elementary Restroom Renovations Project. Hearing no objection, the motion was adopted. 8
9 Superintendent Kolwe recognized Ms. Leah Latiolais, Watershed Coordinator with Capital Resource Conservation and Development. Ms. Latiolais showed a PowerPoint presentation on the watershed effect on the litter problems within Tangipahoa Parish. It was moved by Mr. Link, seconded by Mr. Ridgel, to uphold the Superintendent s recommendation on the expulsion of Malace Johnson. Mr. Dangerfield objected. A roll call vote was called by Mr. Ridgel yielding the following vote: YEAS (7): Danny Ridgel, Sonya Traylor, Rose Dominguez, Ann Smith, Sandra Bailey-Simmons, Al Link and Leonard Genco NAYS (1): Eric Dangerfield ABSENT (1): Robert Potts The motion was passed. Karen Bell spoke in Public Input. It was moved by Mr. Ridgel, seconded by Mr. Link, to enter into Executive Session to discuss the cases of Joyce M. Moore vs. TPSB; Rebecca Blackwell vs. TPSB; Eric Stafford, et al vs. TPSB; John K. Tassin vs. TPSB; Tracy Carter #2 vs. TPSB and threatened litigation in Ronnie Puls vs. TPSB. Hearing no objection, the motion was adopted. The Board entered Executive Session. The Board returned to Open Session. It was moved by Mr. Link, seconded by Ms. Bailey-Simmons, to accept the Attorney Karen Murphy s recommendation in the case of Joyce M. Moore vs. TPSB. Hearing no objection, the motion was adopted. It was moved by Mr. Link, seconded by Ms. Dominguez, to accept Board Attorney Charles Patin s recommendation relative to accepting the plaintiff s attorney s fees in the case of Joyce M. Moore vs. TPSB. Hearing no objection, the motion was adopted. It was moved by Mr. Link, seconded by Ms. Bailey-Simmons, to accept counsel s recommendation in the case of Rebecca Blackwell vs. TPSB. Hearing no objection, the motion was adopted. It was moved by Mr. Link, seconded by Mr. Dangerfield, to accept counsel s recommendation in the cases of Eric Stafford, et al vs. TPSB and Tracey Carter #2 vs. TPSB. Hearing no objection, the motion was adopted. It was moved by Mr. Link, seconded by Ms. Traylor, to accept counsel s recommendation in the case of John K. Tassin, et al vs. TPSB.
