1 TANGIPAHOA PARISH SCHOOL BOARD PROCEEDINGS JUNE 3, 2014 The Tangipahoa Parish School Board met in regular session Tuesday, June 3, 2014 at 6:00 p.m. in the Central Office Board room, Puleston Road, Amite, Louisiana, with President Andy Anderson presiding. MEMBERS PRESENTS: Ann Smith, Gail Pittman-McDaniel, Chris Cohea, Al Link, Brett Duncan, Eric Dangerfield, Rose Dominguez and Sandra Bailey-Simmons MEMBERS ABSENT: None President Anderson led the Pledge of Allegiance. Ms. Bailey-Simmons introduced Mr. Ed Tarpley, candidate for Congress 5 th District. It was moved by Ms. Bailey-Simmons, seconded by Ms. Cohea, to approve the Board minutes of May 6, 2014 as distributed. Hearing no objection, the motion was adopted. Superintendent Mark Kolwe recognized Holly & Smith Architects for receiving the Design Excellence Award for the O.W. Dillon Elementary School Building by the Council of Educational Facility Planners International at their 2014 Southern Region Conference in Dallas, Texas. It was moved by Mr. Duncan, seconded by Mr. Link, to approve the resolution providing for the canvassing of the returns and declaring the results of the special elections held in consolidated School District No. 1 of the Parish of Tangipahoa, State of Louisiana, on Saturday, May 3, 2014, to authorize the levy of special taxes therein. Hearing no objection, the motion was adopted. Following is the resolution as approved: RESOLUTION A resolution providing for the canvassing of the returns and declaring the results of the special elections held in Consolidated School District No. 1 of the Parish of Tangipahoa, State of Louisiana, on Saturday, May 3, 2014, to authorize the levy of special taxes therein. BE IT RESOLVED by the Parish School Board of the Parish of Tangipahoa, State of Louisiana (the "Governing Authority"), acting as the governing authority of Consolidated School District No. 1 of the Parish of Tangipahoa, State of Louisiana (the "District"), that:
2 SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in Consolidated School District No. 1 of the Parish of Tangipahoa, State of Louisiana, (the "District"), on SATURDAY, MAY 3, 2014, to authorize the levy of special taxes therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election. SECTION 2. Procès Verbal. A Procès Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Tangipahoa, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority. SECTION 3. Promulgation of Election Result. The result of said election shall be promulgated by publication in the manner provided by law. 3 State of Louisiana (the "District"), and being the authority ordering the special election held therein on Saturday, May 3, 2014, with the following members present: Ann Smith, Gail McDaniel, Andy Anderson, Al Link, Brett Duncan, Chris Cohea, Eric Dangerfield, Sandra Bailey-Simmons and Rose Dominguez; There being absent: None; did, in open and public session, examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of the said election, there having been submitted at said election the following proposition, to wit: CONSOLIDATED SCHOOL DISTRICT NO. 1 OF THE PARISH OF TANGIPAHOA, STATE OF LOUISIANA PROPOSITION Shall Consolidated School District No. 1 of Tangipahoa Parish, Louisiana (the District ), be authorized to levy a special tax of fifteen (15) mills on all property subject to taxation within the District (an estimated $3,590,085 is reasonably expected at this time to be collected from the levy of the tax for an entire year) for a period of ten (10) years, beginning with the year 2014 and ending with the year 2023, for the exclusive purpose of providing additional funds for operating, maintaining and equipping in K-12 Hammond Schools; accelerated classes, visual and performing arts programs, International Baccalaureate Programs, Montessori Education, Communication Magnet programs, STEM extended day, and/or other educational enhancement programs; and paying salaries and benefits of teachers and other public school personnel that are necessary to maintain and/or further implement such programs? 9 Mr. Link stated his concern with the BYOD, Bring Your Own Device, Program which was implemented in the Hammond High Magnet and Sumner High Schools. He requested the Superintendent to investigate the progress of the program and report back to the Board. Mr. Link stated he was concerned with the Board s process for awards and recognitions at the Board meetings. He suggested that the first Board meeting be strictly business and the second Board meeting would be for awards and recognitions. It was moved by Mr. Link, seconded by Mr. Duncan, to send this matter to the Policy Committee to discuss various options. Hearing no objection, the motion was adopted. It was moved by Mr. Duncan, seconded by Cohea, to approve the Committee Reports contained on the agenda. Following are the reports as approved: CAPITAL OUTLAY COMMITTEE JUNE 3, 2014: 1. It was moved by Ms. Bailey-Simmons, seconded by Mr. Anderson, to approve the replacement of the Loranger School Complex boiler by Morgan Mechanical Service for a cost of $74, Hearing no objection, the motion was adopted. 2. It was moved by Ms. Bailey-Simmons, seconded by Mr. Dangerfield, to approve the replacement of the Ponchatoula High School s hot water boiler by Morgan Mechanical Service for a cost of $92, Hearing no objection, the motion was adopted. 3. It was moved by Ms. Smith, seconded by Mr. Anderson, to approve the replacement of Ponchatoula High School s Auditorium Chiller by Morgan Mechanical Service for a cost of $96, Hearing no objection, the motion was adopted. Mr. Schnadelbach gave an update on the status of the Hammond Junior High Math and Science Labs. 12 JOB GOAL: To assist the Director of Transportation in scheduling the school district s transportation requirements, collection of required driver/route information and the preparation of state transportation reports. This person is also responsible for ensuring driver s adherence to transportation requirements and verifies drivers route reports. DUTIES: 1. Assist in the development and scheduling of safe and efficient bus routes to transport regular and special education students between their home and school. 2. Coordinate the collection of driver and route information as required by the Louisiana Department of Education and Tangipahoa Parish School System. 3. Audit bus routes to assure: (1) adherence to Louisiana State Laws, (2) reasonable and efficient bus route operation, (3) verification of bus run/route mileage. 4. Maintain accurate bus route information and generate route reports by utilizing the EDULOG software. 5. Resolve bus driver/parent complaints. 6. Assist and maintain the required documentation to support the random alcohol and drug testing of tenure, substitute, and activity drivers. 7. Perform regular safety inspections of school buses to ensure the overall safety of our students. 8. Respond to school bus accident scene and assist in preparation of reports and Accident Review Board. 9. Complete Professional Growth Plan and self-evaluation. 10. Explain liability to debtors or their representatives outlining their legal obligations, procedures and policies on delinquent accounts and consequences of non-payment. 7. Prepare liens and file and record same after Sales and Use Tax Administrator s approval and signature. 8. Assist audit manager, in house or in the field, as needed. 9. Other assigned duties. Following is the resolution as approved: RESOLUTION WHEREAS, the Tangipahoa Parish School Board owns various mineral interests as described on Exhibit A located in Township 1 South, Range 8 East, Tangipahoa Parish, LA; and WHEREAS, the Tangipahoa Parish School Board desires to proceed as authorized by La. R.S. 30:155 to lease the land by advertising and letting in the manner provided by Subpart B of Chapter 2, Title 30, of the Louisiana Revised Statutes of 1950, as amended (La. R.S. 30:151, et seq.).
