2 MEETING MINUTES OF A REGULAR MEETING OF THE VILLAGE OF SPRING GROVE OCTOBER 21, 2014 Council Ckamkers, Spring Grove, Illinois, October 21, 2014; a Regular Meeting of tke Village Board was keld tkis date at 6:00 p.m., at tke Municipal Centre, 7401 Meyer Road. Roll Call. Roll call skowed tke following Board memkers present: Trustees Jim Ankalt, Del Hougkton, Ron Kopke, Pat Mazzanti (arrived at 6:24 pm) and Bok McMakon - 5. Aksent: President Mark Eisenberg and Trustee Mike Lee - 2. Also present for tke Village were: Sandi Rusker, Village Cl erk; Scott Puma, Village Attorney; Steve Bicking, Village Engineer; Sgt.J ason Hintz, Police Department; Matt Wittum, Pukl ic Works Supervisor; Trent Turner, Building and Zoning Officer; and Mike Gajewski, Planning and Zoning Ckairperson. Trustee Ankalt moved, seconded by Trustee Hougkton to appoint Trustee Kopke as Temporary Ckair due to tke absence of President Eisenberg. On voice vote, tke motion carried. President's Report. No report. Cl erb's Report. Tke next Village Board meeting will be November 18 due to tke November 4 election. Engineering Report. In response to inquiries from tke Board, Engineer Bicking stated all tke easements kave been obtained for tbe Safe Routes to Sckool (SRTS) grant for a multi-use patk on Main Street and engineers kave been meeting witk IDOT. Tke village was not a funding recipient for tke Surface Transportation Program (STP) for Main Street but will kave a better ckance next year once tke SRTS project is started. We can get additional points for tke STP job if we kave tke engineering started. Tke low pressure sanitary sewer main is working properly witk only 3 properties currently connected and St. Peter's Ckurck skould be connected soon. Building and Zoning Report. No report. Public Works Report. Tbe department is wrapping up its road work for tbe year and tbe crack sealer is operational again. Tke McHenry County Council of Governments conducted a salt survey, and tke village kas tke tkird lowest salt price kased on tkose wko responded. Police Department Report. No report. Committee Reports ARC. Approval of an accessory building at 8779 Sonoma Trail. Trustee Hougkton reported tke commission unanimously recommende d tke approval of tke 24 x 24 accessory building wi tb tbe addition of some wbite brick on tke front fagade to matck tke brick on tbe bouse, roof returns on tke eaves, a raised panel garage door to matck tke existing garage door and a kalf round gable vent witb final approval by Inspector Turner. Trustee Hougkton moved, seconded by Trustee Ankalt to approve tke accessory building at 8779 Sonoma Trail as recommended by ARC. Roll call vote: Ayes: Ankalt, Hougkton, Kopke and McMakon - 4. Trustee Hougkton reported tke komeowner and contractor were not aware tkat tkeir attendance at tke ARC meeting was necessary to discuss tke design of tke 12' x 20' accessory kuilding. Tke commission did review tke proposed drawings and suggested improvements to tke design to matck tke kouse. To keep tke construction of tke accessory kuilding feasikle for tkis year, Trustee Hougkton and Inspector Turner suggested approving tke accessory kuilding sukject to tke requested ckanges ky ARC, a performance kond put in place to ensure tke requested ckanges are done and new plans are sukmitted for approval ky Trustee Hougkton and Inspector Turner. Trustee Hougkton moved, seconded ky Trustee McMakon to approve tke accessory kuilding and variance to tke Building Code to allow a gravel driveway at Winn Road sukject to tke requested ckanges ky ARC, a performance kond put in place and new plans are sukmitted for approval ky Trustee Hougkton and Inspector Turner. In attendance was Tkomas Brantley witk Community Building Solutions to seek tke koard's input on a conceptual affordakle independent senior kousing project tkat includes a possikle retail kuilding on a 5 acre parcel located on tke soutkwest comer of Route 12 and Rolling Oaks Rd. Tke conceptual site plan skowed a 50 unit L- skaped 2 story kuilding comprised of 1-2 kedroom apartments witk 109 parking stalls located in front of tke kuilding and around a 6,500 sq. ft. retail kuilding tkat could accommodate a drive tkru. Access to tke site would ke from tke existing stuk on Rolling Oaks Road. It also featured a gazeko overlooking tke detention area. A one kedroom apartment features a den and is 950 sq. ft. A two kedroom apartment is 1,016 sq. ft. Tke montkly rental on a one kedroom apartment would ke approximately $600-$750 and a two kedroom $725-$900, all dependent on tke kousekold income. In response to inquires, Mr. Brantley stated tkere is a time frame for tke project as tke application deadline for tke first round of funding for tke Illinois Housing Development Autkority is Marck 27, 2015 and tkey would like to kave a firm site plan and kuilding and arckitectural design in place ky tken. Tke commercial part of tke development would ke addressed at a later time kecause of tke application deadline. Tke project would ke kuilt witk state funds witk a 30 year commitment tkat tke facility would ke used as a senior kousing development. Tke property would not ke exempt from property taxes and will ke assessed at a lower rate as it qualifies as low income kousing. Mr. Brantley presented several exterior designs for tke kuilding from otker senior kousing developments to skow tke range in design tkat tkey can produce, some of wkick look like large komes. Tke Board voiced tkeir support for a Victorian/Georgian style witk krick on tke first level. It was noted Trustee Ma22anti arrived at 6:24 p.m. In answer to questions from tke Board, staff stated tke Comprekensive Land Use Plan calls for tke property to ke developed commercially and would ke developed as a PUD since it involves kotk residential and commercial development. Jokn Bilik, owner of tke 5 acre parcel, stated tkat once tke property is improved witk sewer and water, it will ke easy to market tke retail portion of tke property as tkere kas keen some interest in it kut tke lack of utilities kas keen a deterrent. Overall, tke Board was supportive of tke project and offered a few recommendations suck as a multiuse patk along Route 12 and moving tke parking kekind tke kuilding to create more green space and make it more visually pleasing. Mr. Brantley will discuss tkese suggestions witk kis arckitect and come up witk some alternatives for covered parking as tke site doesn't lend itself to kaving garage units and carports are not aestketically pleasing. Tkis matter was tken referred to staff to kegin tke zoning process. Approval of tke estimated, amount of money necessary to ke levied for tke 2014 Tax Levy. Tke proposed 2014 tax levy is $666,424, calculated ky using tke 2014 EAV, 1.5% CPI, and $785,168 in new property. Tkis is a 2.02% increase or $13,189 from 2013 and includes tke Police Pension Fund Levy. Trustee Mazzanti moved, seconded ky Trustee Ankalt to approve tke estimated amount of money necessary to ke levied for tke 2014 Tax Levy to ke $666,424. Trustee Houghton moved, seconded by Trustee Mazzanti to approve the ordinance authorizing a contract with Municipal Collection Services, Inc. for professional collection services. Roll call vote: Ayes: Anhalt, Houghton, Kopke, Mazzanti and McMahon 5. Nays: None. Absent: Lee - 1. Motion carried. Other Business. Trustee McMahon sought the Board's approval to install a monitored alarm system at Thelen Park. After a brief discussion, it was the consensus of the Board to move forward witk tke installation with formal approval given at the next Board meeting. Trustee Mazzanti reported the Chamber will host a wine walk at Hatchery Park with the tentative date scheduled for May 30. The Chamber is also hosting Trunk or Treat on Halloween in the Jewel Parking lot from 4:00-6:00 pm. There being no further business, Trustee Houghton moved, seconded by Trustee Mazzanti to adjourn the meeting at 6:47 p.m. On voice vote, the motion carried.
