For those registered, Mr. and Mrs. Robert Clark will be hosting those registered for a buffet dinner and drinks at their home on Friday October 27th. Butler, Sr. Susan Johnston Judy Lynn Turner Open TEXAS LEGISLATURE REQUIRES CLASSROOM INSTRUCTION ON FOUNDING DOCUMENTS Texas State Senator Dr. Donna Campbell proudly holds a copy of HB 1291 which was passed by the Senate Chamber. The bill requires all Texas schools to teach the principles found in our Declaration of Independence; our U.S. Constitution and Bill of Rights, and the papers of our founding fathers, and to preserve our country s founding principles in our schools. Many of the member groups of the Texas Genealogical College issued Resolutions supporting HB Senator Campbell was proud to pass HB 1291 out of the Senate Chamber to teach and preserve our country s founding principles in our schools. Under state Senator Dr. Donna Campbell s guidance both the Texas House and Senate have passed bills that require all Texas school districts to provide instruction on The Declaration of Independence, The US Constitution, The Bill of Rights, Federalist Papers and the writings of our Founding Fathers. Many of our Texas lineage societies adopted Motions to Endorse Senator Campbell s efforts to insure that our children have a strong foundation on our country s origins. 5 DAR Representative Appointed to Commission Overseeing the Nation s 250th Anniversary Celebration Lynn Forney Young, Honorary President General of the National Society Daughters of the American Revolution (DAR), has been appointed to a prestigious national commission created to plan celebrations and commemorations surrounding the 250th anniversary of the United States in July The United States Semiquincentennial Commission, established in July 2016, assumes the task of facilitating nationwide plans to observe the historic occasion. Over the next nine years, this body will play a central role in shaping the anniversary narrative on a national level. Members of the group will solicit ideas about how to mark the anniversary, meet within the hallowed walls of Philadelphia s Independence Hall to develop a plan, submit recommendations for the consideration of the President and Congress, and assist with the execution of the approved itinerary. Eight members of Congress, 16 private citizens and 9 federal officials, including the Secretary of State, Librarian of Congress and Archivist of the United States, comprise the committee roster. Commissioner Young was appointed to serve by Paul Ryan, the Speaker of the United States House of Representatives. We are excited to collaborate with individuals and organizations across the country to celebrate 250 years of America s freedoms, as well as the rights and responsibilities of citizenship, said Commissioner Young. We look forward to celebrating our nation s incredible history and fostering a renewed appreciation for all of the Americans who founded our nation and ensured its progress through the generations. The Daughters of the American Revolution is honored to be represented on a prestigious committee with a mission so closely aligned with the National Society s founding principles. For more than 125 years, the DAR has championed historic preservation, education and patriotism. The more than 950,000 women who have joined the nonprofit organization since its founding in 1890 have worked to preserve historic places, documents and artifacts; to foster an understanding of our nation s past in schoolchildren, new citizens and everyday Americans; and to support the servicemembers and veterans who sacrificed to safeguard our freedoms. As the immediate past President General of the DAR, who served from , Commissioner Young brings proven leadership and planning ability to her new post. During her administration, the National Society celebrated its 125th anniversary, established the National DAR Day of Service, recorded a collective 14.5 million hours of volunteer service contributed by members, and achieved an official Guinness World Record for most letters to military personnel collected in one month. Her service on the U.S. Semiquincentennial Commission gives voice to the 185,000 current DAR members, who represent not only the descendants of the men and women who achieved American independence, but also women who live in communities across the nation and around the world. These dual qualifications will inform Commissioner Young s contributions to the Commission, as well as DAR initiatives tied to the 250th anniversary celebration, which are currently taking shape. 5

6 MESSAGE FROM THE TEXAS SOCIETY SONS OF THE AMERICAN REVOLUTION Texas Society Oration Contest Starts Now! The oration contest for 2017 and 2018 needs to start now, and your help is needed to crank it up! please me at In an ideal world, before school is out in the spring, each chapter should contact schools and invite them to enter the contest. You should try to call the Speech, Arts, Debate, and other similar classes. One of the best ways is to contact the school district s curriculum Director as they meet in August and can share the information with others. High school Counselors are also helpful since they help students with scholarship opportunities. Tell them that students need to start to prepare their speeches now to present at a local or regional event in September. I have attached a flyer on the oration contest for you to use in sending to them. In closing, I am looking for a Regional Chairman for Region 4 which is the area including Dallas, Athens, Greenville, McKinney, Paris, Plano, Rockwall, and Tyler. Please let me know if you have help to coordinate the event in this area. Jim Kuykendall, Oration Chairman Jimkuy@aol.com SAR Oration Contest A. Introduction: The information outlined below is intended to assist our Texas SAR members, chapter presidents, regional oration chairpersons, and youth contests committee members on how to proceed and conduct an Oration Contest during any of the 4 basic phases. All necessary Registration Forms and Guidelines for Local, State, and National competition are contained within this website (Section B). Additional information about this particular Youth Contest can also be acquired by going to the National SAR Website. 1. Contest open to 9th through 12th graders. 2. A contestant can choose their own subject centered on pre, during, or post-revolutionary War subject material. 3. Speech must be at least 5 minutes but not longer than 6 minutes in length. B. The basic phases of the Oration Contests: 1. First phase, is the contest at the (local) Chapter level. A winner is selected by the judging criteria 6

7 as set forth by the SAR National requirements on their web site. This contest is conducted any time between May 1 & September 10th. It is suggested this contest be conducted on a Sunday afternoon at a library, church, or other location which is available to you. The Chapter Oration committee chairman should try to coordinate a date and time with a local school (public, private, religious, or home school representative) which best works for you and for THEM. All necessary contestant forms are contained in the Contestant Packet (you will also need a Permission/Release form.) All necessary Chapter forms are contained in the Chapter Packet. Each Chapter can establish its own reward, i.e. cash, bond, or other form of its choice for winner and other contestants awards. Helpful Suggestions in locating viable contestants: 1. Contact the local school Speech/Drama Teachers directly as well as other community and educational sources. 2. There are many activities surrounding the students: UIL, State, and civic functions that you need to stay clear of when scheduling the contest date. Even though you might want to do the competition the night of your normal meeting, it might not be workable for the student. 3. Some schools, libraries, churches, or civic facilities will provide a conference room. 4. Your local DAR or newspaper may have contacts that will aid you in acquiring contestants 3. Third phase is the Texas Society State Contest held on the Saturday of Texas SAR s Annual Board of Managers meeting, where the six Regional Oration winners compete for a top prize of a $2500 Scholarship, Olympic Medallion, and trip to the National Society s July championship competition. This school year s ( ) State final competition will be on October 14, 2017 and held at the Hilton Galveston Island Resort Seawall Blvd. Galveston, TX. Regional Oration Contest winners will be reimbursed for travel to the Texas State Oration Contest according to the Travel & Convention Expense Allowance schedule. Regional winners are responsible for any/all other costs including additional meals. If there are any questions about reimbursements, please contact your respective contest Chairman. Special note: The Texas Society, Sons of the American Revolution will award their contests Scholarships after the contests at its Annual Board of Managers meeting. Award amounts are currently: 1st Place - $2500; 2nd Place - $750; 3rd Place - $500; 4th Place - $300; 5th & 6th Places - $150 each. Students will be given a letter of commitment from the Texas SAR in the appropriate amount. When the student enrolls in a community or senior college or university, the student presents the letter to the financial aid office. That office will contact the Texas SAR and the money in the approved amount will be sent directly to that institution as a credit against the student s tuition account. The student will not receive a check at the State Conference. PLEASE INSURE THAT THE WINNER IN YOUR REGION IS AWARE OF THIS SO THAT THERE WILL BE NO MISUNDERSTANDING. These scholarship and travel funds are paid from the Texas SAR Col. Joe M. Hill Patriot Fund. 4. Fourth phase is the final contest conducted by the National SAR at their Annual Congress, which generally takes place during the first week in July. The location will vary from year to year. The 127th NSSAR Congress for this school year s Oration Contest - final competition of state winners - is scheduled to be held JULY 9th & 10th, 2017 at Knoxville, Tennessee. C. Registration Forms: All registration and other required forms are contained in the Contestant Packet. 7

8 D. Permission Release: The required Permission Release form may be obtained here. E. Rules: Official Rules of the Joseph S. Rumbaugh Historical Oration Contest The contest will be held in preliminary round(s) by state societies and/or chapters of the Sons of the American Revolution to select one winner from each participating state. In districts where no state society sponsors an entrant, a district entry is permitted. Each participating state society or district should provide information regarding the contest to senior high school, parochial, private, and home-schooled speech and/or history teachers and principals or counselors as early as possible. 1. The contest is open to all students of the freshman, sophomore, junior, and senior classes (Grades 9-12) in the public, parochial, private, and home schools within the jurisdiction of the sponsoring state society or district. 2. The oration must be original of not less than five minutes or more than six minutes. The subject shall deal with an event, personality, or document pertaining to the Revolutionary War and show a relationship to America today. The oration must be essentially the same as the submitted manuscript. Notes and props (including military uniforms) may not be used in the presentation. 3. The state society or district establishes the date and deadlines for its contest allowing adequate time to submit its winner as an entrant in the national competition. (Four weeks before the start of NSSAR Congress) Form A & B, which can be found below, (National) must be received by the National Chairman by the deadline. 4. Before the chapter winner competes in the state contest, a copy of the oration, a photograph and biographical sketch of the entrant, and the completed Form B should be mailed to the state chairman following the chapter contest. Form A (State) will be sent by the Chapter Chairman to the State Chairman. 5. At Congress the NSSAR will furnish awards and give recognition to all orators who participate in the national preliminary and final contests. 6. Expenses involving lodging, meals, and transportation to, at, and from the NSSAR Congress may be borne by the sponsoring state society or district. Chaperon for the entrant may be provided by the state society or district. 7. During the presentation of orations at chapter, state-district, or national contest, no applause is permitted until all orators have finished speaking. 8. During the contest, no private videotaping or flash picture taking will be allowed. 9. By action of the 1985 Congress, all judges in the Joseph S. Rumbaugh Historical Oration Contest must be members of the SAR. The judges will select the winners by the following criteria: A. Composition; B. Delivery; C. Significance; D. History. Time allocated for delivery is between 5 and 6 minutes. (A penalty is applied for going outside the time allocations.) 10. The contestants must agree that the interpretation of rules and the decisions of the NSSAR and 8

9 its judges shall govern without reservation. The judging sheets and notes are the property of the SAR. 11. The first place winner at the national level of the Joseph S. Rumbaugh Historical Oration Contest may not compete in its future competitions. 12. The first place National winner is expected to attend the youth awards luncheon the day after the final competition. F. Judging Sheet and Instructions: The Judging Sheet and Instructions are included in the Chapter Packet. G. Statement of Commitment: The required Statement of Commitment form is contained in the Contestant Packet. H. Texas SAR Oration Contact Chairperson: Jim Kuykendall Phone: SAR Oratorion Regional Contest The second phase of the SAR Oration Contest is the Regional Contest arranged by each Regional Chairman representing all the Chapters winners in his section (refer to Regional List). He sets up this contest location and arrangements for judges to be conducted between September 11th and September 30th. The judging rules are the same as those listed on the NSSAR web site (sar.org) under the Youth Education/Oration Contest tab. The Regional Chair can work with the appropriate chaters (and their representative contestants) in his section to establish a form of reward and reimbursement of expenses for travel if necessary. Regional Chairmen must have their entries certified to the State Chairman by October 7th. Local chapters belonging to a given Region are encouraged to financially support the Regional winning contestant s travel expenses to the Annual State Conference. 9

10 Texas Society Order of the Founders and Patriots Announce Officers for Judge Ed Butler, outgoing Governor and Chairman of the Nominating Committee for the Texas Society Order of the Founders and Patriots, announced that at the annual meeting the following men were elected to the office following their respective names: Governor Secretary Treasurer Registrar & Genealogist Awards Chairman States Attorney Historian Chaplain Lyttleton T. Stone, Jr. Texas Division Sons of Confederate Veterans Compatriots and friends of our cause, I submit this after action report to you to help you understand the history and importance of HB1359 The Texas Heroes Protection Act. By August 2015 the NAACP and allies were in full attack mode against all things Confederate and more using unfolding events in South Carolina as a springboard. Here in Texas we faced attacks on Court Houses, Monuments and memorials across the state. Most notable to me as your Commander was the fact that groups of NAACP members were visiting the Mayors of large cities and the State Capital in Austin to discuss the future of Confederate monuments in Texas. This effort spilled over to the events causing the removal of the Davis statue and the Wilson statue at the U. T. Austin. The U.T. action was the blueprint of what was to come in this state. My thinking at this point was that we would follow our same predicable course of action, protest, flag them and sue them. The problem is that the NAACP knows our predicable actions and like the Alamo planned to hit us on all sides at once spending our resources then finishing us off. How do you stop the bleeding of time and money that may or may not halt these attacks? We can only fight some battles not all battles. Laws are the answer, stop them with the protection of the law. Knowing that laws take time to construct and pass we could not waste any time. I drove to meet with someone that may be able to help or direct us in our efforts to pass a law to help us. In Woodville Texas I met state Rep. James White to start talks of monument protection laws in Texas. I found in Compatriot White a man with an open mind and a will to protect the history of this great state. 10

11 We started our mission to craft a bill and had a supporter in the House for the bill. Next we needed a Senator to cosponsor a bill and the hunt was on. The hard fact was that any bill that was Confederate only would not pass in today s world but then attacks started on Travis, Bowie, Washington, Jefferson and even the Vietnam Veteran Memorial Wall in Washington DC giving us the answer we needed. The law needed was to protect all Veterans and historic people in Texas. By law all Confederate Veterans are US Veterans so we would be covered. The bill was drafted and hammered on many times then carried to the office of Senator Bob Hall, Rockwall TX., Mr. Hall said he would cosponsor the bill in the senate. We were set! The SCV started sending members to Austin to gain support for the bill and time went by. Senator Hall suddenly pulled his support and would not introduce the bill in the Senate. State Rep. White received the news about Hall and introduced his Bill in the House. We were in action at this time and were moving forward to make our dream a law. House Bill 1359 was born! Folks, all I can say is Austin and law making is not what you think it is! We had to form a core group of SCV Compatriots that were willing to go to Austin at the drop of a hat to fight for this bill. Our people had to hold the Gary D. Bray Commander Texas Division Sons of Confederate Veterans texreb@sbcglobal.net OBITUARIES Bob Baylis We have just learned of the death of Bob Baylis, husband of the National Society Sons and Daugters of the Pilgrims (NSSDP) member, Barbara. Bob lost his battle with cancer May 16. His funeral service was held at Welch Funeral Home, Longview, TX May 23 at 11:00 a.m. A memorial service will be held June 1 at 11:00 a.m. at Scofield Baptist Church, Dallas. His obituary is available at services Please keep Barbara and her family in your thoughts and prayers. Steve and Anna Lee Steve and Anna Lee were buried in a joint graveside service in Tyler, TX on May 14th. The SAR, DAR, and many lineage societies have suffered a tragic loss. Stephen Wayne Lee, age 64, graduated from the University of Texas in Austin with a bachelor s degree in Radio and Television Communication. He was an active member of the Captain William Barron Chapter, Sons of the American Revolution where he was past president. He was a proud member of the chapter Color Guard and took great pride in wearing his Colonial Soldier Revolutionary War uniform and appearing at numerous events to promote patriotism. He was District X Vice President for the Texas Society, SAR, and served 11

12 on many committees. On the National level he was a member of numerous committees and served as National Videographer traveling, along with Anna, to SAR activities across the country. He was a proud member of Sons of the Republic of Texas, Descendents of Washington s Army at Valley Forge and Order of the Founders of North America. Anna Marie Lee, age 65 received her Bachelor s Degree from Texas Christian University where she was a member of the Phi Upsilon Omicron National Honor Society, President of Chi Omega Sorority and was an Original Dallas Cowboys cheerleader. She received her Master s Degree from Texas Women s University. She was an Honorary Regent of the Mary Tyler Chapter and has served her chapter in numerous chairmanships. She is serving as National Vice Chairman of the NSDAR Credentials Committee and as District VI Chairman of the TXDAR/SAR Liaison Committee. In addition to DAR, she is a National Officer of Colonial Dames of the 17th Century of which she was the chapter President for Louisiana. Anna was also selected to be installed in June as Louisiana s State President of the National Society of Colonial Dames. She was also a member of The Society of the Descendants of Washington s Army at Valley Forge, The Order of Founders of North America Daughters of the Republic of Texas, Descendants of Stephen F. Austin s Old Three Hundred, U.S. Daughters of 1812, The First Families of Kentucky, The Society of the Descendants of Colonial Clergy, the National and Texas Ladies Auxiliaries of the Sons of the American Revolution The Society of New England Women and United Daughters of the Confederacy. Steve and Anna were supporters of the SAR Foundation. Please make your contributions in their honor.
