1 FEBRUARY 20, 2018 The regularly scheduled meeting of the Board of Fire Commissioners of the West Babylon Fire District convened at 7:30 pm, Chairman Ralph Preziosi presiding. The meeting was opened with a salute to the flag followed by a moment of silence for our departed members. COMMISSIONERS PRESENT: Chairman of the Board Ralph Preziosi, Vice-Chairman John Manzi, Commissioner William Klein, Commissioner Brian Hammel and Commissioner Daniel McCarthy. DISTRICT PERSONNEL PRESENT: District Counsellor Salvatore Sapienza, District Secretary Ellen McArdle, District Treasurer Heather Urizzo and District Custodian Timothy Bruno. District Manager Kenneth Jackvony was excused. CHIEFS PRESENT: Chief of Department Eric Schumann, 1 st Assistant Robert Sullo, 2 nd Assistant Chief Michael Vergano and 3 rd Assistant Chief Steven Kamalic. MINUTES: The February 5, 2018 minutes were accepted with a vote taken on the motion made by B. Hammel and seconded by D. McCarthy. Motion passed DISTRICT CORRESPONDENCE The Medication Authorization Prescription Form was received from Suffolk County EMS. The FASNY 2017 Fire Department Census form was received, completed and returned. The 2018 Suffolk County PAD Questionnaire was received, completed and returned to Suffolk County EMS. A certificate of liability insurance was sent to the Suffolk County Fire Academy for the Department s participation in the Suffolk Joint Fire Training on March 4 th. CHIEF OF THE DEPARTMENT ERIC SCHUMANN: Requesting to take the Department out of service for the dinner from 1600 hrs on March 17, 2018 to 0600 hrs on March West Islip is providing a quint and Amityville is providing an engine for in-house coverage. Requesting Paid EMS coverage from 1600 hrs on Saturday to 0800 hrs on Sunday. Also requesting refreshments for the stand-by crews. Motion was made by W. Klein and seconded by J. Manzi. Motion passed Requesting to hold a scholarship Seminar on Friday March 2, 2018 at 1930 hrs at Headquarters. Motion was made by W. Klein and seconded by B. Hammel. Motion passed Submitted the letter that Rescue is requesting to send out looking for donations for their Chinese Auction. Motion was made by B. Hammel and seconded by W. Klein. Motion passed Co. #2 is requesting to use for transportation to the Kenny Chesney concert at MetLife Stadium on August 20, 2018 from 0930 to 0200 August Thomas Haeseker will be the driver. Co. #2 is requesting the use of to attend the Pocono 400 Nascar race on July 29, 2018 from 0500 to 2400 hours. Thomas Haeseker will be the driver. Motion was made by W. Klein and seconded by B. Hammel to approve use of for both dates. Motion passed Co. #2 is requesting that the truck committee attend the NYS Chiefs conference from June 13 to June 16, Motion made by J. Manzi and seconded by W. Klein. Motion passed Squad 24 is requesting M be ready for service the first week in May 2018 and would like access to the boat a week prior for cleaning.
2 CHIEF OF THE DEPARTMENT ERIC SCHUMANN: (cont.) Co. #3 submitted their updated by-laws for approval. The Juniors are requesting to drill with Co. #4 on Wednesday March and would like to invite the Lindenhurst Juniors to participate. The Juniors are requesting to host a Pampered Chef party on March 11, 2018 from 1300 to 1700 at Headquarters. Motion was made by D. McCarthy and seconded by W. Klein to approve both Juniors events. Motion passed Submitted letter accepting new podium donation from Benevolent. Requested to purchase an additional ticket to the Fire District s dinner. Motion was made by J. Manzi and seconded by D. McCarthy. Motion passed 1 st ASSISTANT CHIEF ROBERT SULLO: Submitted letter from #123 R. Austin s doctor stating that his next visit is 2/28/18 although his medical leave expires on 2/23/18. Request permission to extend expiration date. Motion was made by J. Manzi and seconded by W. Klein. Motion passed Station 2 Committee is requesting to purchase replacement meeting room table, 12 chairs and 12 bar stools. Motion was made by W. Klein and seconded by D. McCarthy. Motion passed Squad 24 is requesting to send Gary Mowbray and Tom Kilfeather to the 2018 New York Wildfire & Incident Management Academy in Coram on April 7-8 and April Request to send and to the March 4 Mini Indy to be held at Yaphank. The following members will be participating in the training: #301 Keyone Sidberry, #307 Christopher Staats, #318 Kyle McCarthy, #404 Michael Mugford, #407 Peter Daniele, #408 William Covias, #432 John Burnell, #433 Christopher McGraw, #434 Nick McGraw, and #423 Leonard Scorcia. Motion was made by J. Manzi and seconded by D. McCarthy to approve training requests. Motion passed 2nd ASSISTANT CHIEF MICHAEL VERGANO: The following members completed bailout training on January 28, 2018: #107 Rob Wrenn, #306 Steve Kamalic, #324 James Nolan, #423 Lenny Scorcia, #427 Charles Bilicki, #439 Thomas Kilfeather III, #609 Thomas Karn and #623 William Klein. Submitted a letter regarding an accident involving on February 3, Submitted a letter updating Company 3 s truck committee. Submitted a letter from Station 1 Committee requesting to surplus the old pool table cover. Motion was made by W. Klein and seconded by J. Manzi. Motion passed Submitted a letter from Station 1 Committee regarding the pre walk-thru list. Walk thru tentatively scheduled for March 23. Requesting to hold a CPR class on February 25 at Headquarters. Motion was made by J. Manzi and seconded by D. McCarthy. Motion passed 3 rd ASSISTANT CHIEF STEVEN KAMALIC: Requesting to purchase 15 Minitor 5 belt clips at a cost of $56.25 and five Minitor 6 belt clips at a cost of $31.85 from Integrated Wireless. Requesting to purchase 12 helmet shields (three each for Company 2, 3, 4 and 6) at $53 each from South Shore Fire for a total of total $636. Motion was made by J. Manzi and seconded by W. Klein to purchase all requested equipment. Motion passed A gear inventory is underway and a list of surplus items is being prepared. Of the 176 members, 59 members have Minitor 6 pagers and 116 have Minitor 5 pagers. 20 Minitor 5 pagers are ready for use (some work some do not work), and 26 Minitor 5 pagers are in need of repairs. Motion was made by J. Manzi and seconded by D. McCarthy to surplus 50 Minitor 5 pagers. Motion passed Ten Minitor 5 pagers were sent for repairs to United Communication on 2/8/18.
3 3 rd ASSISTANT CHIEF STEVEN KAMALIC: (cont.) Twenty Minitor 6 pagers have been ordered. The asset management system for pagers will be corrected and updated within the next week. The following members need new Class A uniforms as alterations to their current Class A cannot be performed: #203 Phil Canfora Jr and #725 Catherine Hughes. #104 Rod Bisson needed alteration to Class A pants. Motion was made by D. McCarthy and seconded by W. Klein to approve all uniform requests. Motion passed DISTRICT MANAGER KENNETH JACKVONY: (Excused. Report given by T. Bruno) Request to purchase four SCBA cylinders to replace expiring cylinders for a total cost of $ each off the Town of Babylon bid. Motion was made by J. Manzi and seconded by W. Klein. Motion passed will be out of service for repairs to the ABS light. Submitted receipt for police report filed for criminal mischief incident. Reported mileage for ambulances as follows: is at 59,536, is at 57,681 and is at 71,871. Mileage for 1 st responder cars is as follows: is at 3,234 and is at 54,115. DISTRICT TREASURER HEATHER URIZZO: A letter was filed with the State Comptroller s office for an extension of the AUD. Requested to transfer $59, into the Apparatus Reserve due to the donation from Bristol for the new car. Motion was made by W. Klein and seconded by J. Manzi. Motion passed Deposited 8 th turnover of $24, of Town of Babylon tax money to General Fund Savings Account and 8 th turnover of $ of Town of Babylon Well District money to the Well District 22A Savings Account. Deposited a check for $99.00 from T. Bruno for his phone upgrade to the General Fund Checking Account. Vouchers 1 through 39 were paid from the General Fund Checking Account for a total of $46, DISTRICT COUNSELLOR SALVATORE SAPIENZA: Copiague opened the medical supplies bid last week. Bid was not yet awarded. DISTRICT SECRETARY ELLEN McARDLE: Requested to replace the District Mechanic s phone as it is not working properly. Motion was made by J. Manzi and seconded by R. Preziosi. Motion passed CHAIRMAN RALPH PREZIOSI: Made a motion to appoint Debbie Mowbray as Deputy Treasurer. Motion was seconded by D. McCarthy and was passed Made a motion to change the Cell Phone policy to include a phone for the Health and Safety Coordinator. Motion was seconded by D. McCarthy and was passed Asked the Chiefs to have the cover taken off of M in early April.
4 VICE CHAIRMAN JOHN MANZI: Paid EMS member Sean Fagan submitted his updated EMT card. Made a motion to purchase BLS and ALS supplies from MMS for $ and Boundtree for $ and Zoll supplies for $1, Motion was seconded by D. McCarthy and was passed The Town of Babylon Fire Officials will go out to bid for EMS gear. Bids will be opened in May. Made a motion to accept the resolution regarding purchase of uniform fire pumper apparatus. Motion was seconded by W. Klein and was passed Made a motion, seconded by D. McCarthy, to issue Directive as stated below: DIRECTIVE NO ADDITION TO DEPT. BY-LAWS NOMINATION FOR DEPARTMENT LINE OFFICER AND DEFINITION OF INTERIOR FIREFIGHTER The following is to be added to the Department By-Laws effective February 20, 2018: ARTICLE IV Section 5 Section 5a. Section 5: No member shall receive a nomination for Department Line Officer unless he or she is 21 years of age, served one (1) year as a Captain of a Fire Company, and has received the Suffolk County Fire School Certificate and ICS-300 certificate. In addition, a member seeking the office of Chief, First (1 st ) Assistant Chief, Second (2 nd ) Assistant Chief and Third (3 rd ) Assistant Chief shall also possess a current Emergency Medical Technician Certificate from New York State and be an interior firefighter. Definition of interior firefighter: SCBA and Bailout qualified, fit tested, and Class A medical certification. Made a motion to accept the revised Alcohol Policy. Motion was seconded by W. Klein and was passed Submitted revised recommendations for Department physicals for review. Submitted EMT reimbursement policy for review. Made a motion to adopt the Suffolk County FRES Safety Officer Mutual Aid Plan. Motion was seconded by D. McCarthy and was passed Made a motion to allow Commissioners, , , District Secretary and District Treasurer to attend the AFDSNY annual meeting on April in Albany. Motion was seconded by W. Klein and was passed Asked the Chiefs to get a list together for who will be attending the NYSAFC convention. A meeting was held in Washington regarding T-band issue. Senators Gillibrand and Schumer, Congressmen Zeldin and King and Town of Babylon Supervisor are working to have an exemption declared for fire departments. S. Sapienza is working with Senator Brooks on the BCFA grant request. COMMISSIONER WILLIAM KLEIN: Made a motion to take out a permissive referendum from Buildings and Grounds for $40, to replace the DVRs at Stations 1 and 3. Motion was seconded by J. Manzi and was passed Made a motion to invest an additional $500, in the HeroPlus LOSAP investment account. This investment will allow the District to meeting future funding ratios while using the updated mortality tables. Motion was seconded by B. Hammel and was passed The walk through of Station 2 has been completed. The District Custodians will be given a list of repairs after all walk throughs have been completed. COMMISSIONER BRIAN HAMMEL: No report.
5 COMMISSIONER DANIEL McCARTHY: The designated areas for the smoking policy are under discussion. EXECUTIVE SESSION: The Board went into Executive Session at 8:16 PM and emerged at 9:02 PM. The Chiefs submitted a letter to the Board from a member who is rescinding a complaint. The Board asked the Chiefs to properly display the American flag and other items in the display case at Headquarters. Motion was made by W. Klein and seconded by J. Manzi to amend the LOSAP Master Plan Document as follows: To delete the language from Article II 2.1(h) of the Master Plan Document that requires that total and permanent disability be confirmed by a qualified physician and confirmed at reasonable intervals during the payment of a Disability benefit; Confirm that the date of disability shall be the date that the Board of Fire Commissioners makes such determination; Eliminate the provisions of Article VI Sec. 6.2 from the Master Plan Documents. The Fire District will work with VFIS to complete the amendment process. Motion was passed BILLS/VOUCHERS: Motion was made by B. Hammel and seconded by W. Klein to pay all vouchers and bills found to be in order. Motion passed ADJOURNMENT: Having no further business to conduct, Chairman Ralph Preziosi entertained a motion made by J.
