18 Amendments to directives! Amendments can be made! Motion to Introduce Amendments: i. Send a notes with the amendments to the chairs ii. Motion to introduce amendments! 3 speakers for, 3 speakers against, with speaking time of 2 minutes! Requires a 50% majority to pass

19 Motion For A Declaration of War! The Declaration of War should have the following items:! Preambulatory clauses recognizing the key states that are willing to support such a move [Allies of the US or USSR/Cuba]! Reasons for why the war is declared! The future vision for the council vis-à-vis the key issues of discussion; MUST PROVIDE A RESOLUTION! A general military strategy detailing maneuvers, troop deployments must be conveyed through directives whose approval is subject to the JCC Room.
