17 Procedures for Introducing a Directive! Must have at least 3 sponsors! Format: Motion to Introduce a Directive Pertaining to [.]! 3 speakers for, 3 speakers against.! Speaking time capped at 2 minutes.

18 Amendments to directives! Amendments can be made! Motion to Introduce Amendments: i. Send a notes with the amendments to the chairs ii. Motion to introduce amendments! 3 speakers for, 3 speakers against, with speaking time of 2 minutes! Requires a 50% majority to pass

19 Motion For A Declaration of War! The Declaration of War should have the following items:! Preambulatory clauses recognizing the key states that are willing to support such a move [Allies of the US or USSR/Cuba]! Reasons for why the war is declared! The future vision for the council vis-à-vis the key issues of discussion; MUST PROVIDE A RESOLUTION! A general military strategy detailing maneuvers, troop deployments must be conveyed through directives whose approval is subject to the JCC Room.

21 Points! Points of Procedural Inquiry! - Inquiry about council proceedings! - Cannot interrupt a speech! - You can send a note to the chair! Points of Order! - Correct council proceedings of Chairs (We are all humans too :p)! Can interrupt a speech if it is of relevance to matter

22 More Points! Points of Personal Privilege! - Personal comfort (i.e. Room is too cold/hot, the need to use the lavatory etc.)! Right to Reply! - When a delegate feels that he/she has been personally insulted! - Can interrupt a speech

23 Request for Information! Delegates can request for information or advice from their departments! E.g. Finance Minister has the right to ask for the outline of how much money he can work with [Such information will be provided via the JCC room]! Done by passing a note to the Chair.

25 Special Rules! Speech in third person is not required! The Chair may speak, and make motions as a normal delegate.! With every new development the moderated caucus can be requested for.! Assasinations, kidnapping and military actions are ALLOWED :D
