2 REGULAR BOARD MEETING August 15, 2017 The Board of Commissioners of the South Walton County Mosquito Control District held its Regular Board Meeting at the District Office at 774 North Highway 393, Santa Rosa Beach, Florida at 9:30 a.m. The Commissioners attending the meeting were Timothy Norris, John J. Magee and Ronald Faulk. Also attending were Director Ben Brewer and Office Coordinator Geraldine Via. The meeting opened with a Prayer and Pledge of Allegiance to the American Flag. A motion was made by Commissioner Magee, seconded by Commissioner Faulk to approve the minutes of the July 11, 2017 Regular Board Meeting. Motion passed unanimously. Director Brewer presented the Financial Reports for July Commissioner Norris asked for approval of the July 2017 expenditures. A motion was made by Commissioner Magee, seconded by Commissioner Faulk to approve the monthly expenditures list for July 2017 as presented. Motion passed unanimously. A motion was made by Commissioner Faulk, seconded by Commissioner Magee to approved payment of Attorney Youell s monthly statement for July 2017 in the amount of $ Motion passed unanimously. Director Brewer presented Local Budget Amendment #9 in the amount of $9, Account number 311, Ad Valorem, was increased by $9,225. This increase was necessary due to receiving more than the amount expected. Account 361 was increased by $500. This increase was necessary because in September we expect to receive more than budgeted in interest. A motion was made by Commissioner Magee, seconded by Commissioner Faulk to approve Local Budget Amendment #9 as presented. Motion passed unanimously. Director Brewer would like permission to purchase the Dropvision software package, which includes a computer and microscope, now rather than during the next fiscal year. The purchase price for this package is $18,382. There are funds in Capital Outlay, account 60, in this year s budget. If it is purchased now it would be very beneficial during the adulticide efficacy study that Dr. Connelly will be conducting the last week of August. The readings are most accurate if we do them that evening instead of sending the slides to someone else to look at them the next day. A motion was made by Commissioner Magee, seconded by Commissioner Faulk to approve the purchase of the Dropvision program in the amount of $18, from Capital

Midway Machinery and Auction, Midway, Florida has not paid for the items sold at the auction conducted by Walton County. They owe $16,700 to South Walton County Mosquito Control District. Commissioner Magee suggested Director Brewer ask Attorney Youell to write a letter requesting the bond information from the County on the company. Director Brewer stated he and Commissioner Norris have a meeting scheduled next week with Florida Fixed Income Trust regarding investments for the building funds and OPEB (Other Post Employment Benefits) trusts. Director Brewer mentioned the issues regarding the space in the kitchen for the new larger refrigerator. He has found one that will fit. The Board previously approved the refrigerator purchase in the amount of $1,000. He would like approval to purchase the new refrigerator for about $1,300. A motion was made by Commissioner Magee, seconded by Commissioner Faulk to approve $400 additional for the purchase of the refrigerator. Motion passed unanimously. A new benefit, Teladoc, is being offered through Walton County. The annual premium is $69 per employee. It covers employees and their dependants. With this service employees can connect with a licensed doctor who can diagnose and prescribe over the phone anytime. The Board agreed to try it at least for the first year. A motion was made by Commissioner Magee, seconded by Commissioner Faulk to approve the Teladoc annual premium in the amount of $1, to cover the district employees. Motion passed unanimously. Director Brewer introduced the Buffalo Turbine he is interested in purchasing. He will be in Volusia County next week for a Dodd Committee Meeting and one of the counties has the Buffalo Turbine. He plans to evaluate it further. Director Brewer, Supervisor Harley Sampson and Entomologist Pete Brabant have had video conferences and researched three different GIS Data Management Programs. He then presented the Board with a worksheet illustrating how the three programs compared to each other. GeoPro, the program offered by Adapco, was not chosen due to limitations in the software. GovClarity provided by Digital Maps, is $35,000 for one year cost with implementation and training plus a $15,000 annual renewal for the second and third year. Mapvision seems to be the best program and costs $235,000 plus a $5,000 annual renewal. The GovClarity program is almost as good the Mapvision program and potentially even better with updates. They will provide the District with free upgrades to further enhance the product. The representative from GovClarity

Director Brewer described the recording system that was recommended by Peter Brabant for the board room and it costs about $1,400. Director Brewer presented the Activity Report for the month of July There were seven positive chickens for the Eastern Equine Encephalitis virus and one positive chicken for the West Nile virus in July. Director Brewer presented pictures of the insectory remodeling project. District staff has added sheetrock and painted the new walls. There will be an organized area for the traps and batteries to be charged. The Staff did an excellent job. Commissioner Magee asked about the suggestion of having a full-time position for a night time employee. Director Brewer mentioned possibly having a shift differential and each employee could work one night a week. Commissioner Norris announced the Tentative Budget Hearing on Monday, September 7, 2017 at 5:05 p.m. and the Final Budget Hearing on Monday, September 18, 2017 at 5:05 p.m. Director Brewer restated his action items. He will ask Entomologist Pete Brabant for a one and two year entomologist plan, ask Attorney Youell to research the Midway Machinery and Auction company, sign up for the Teladoc program, set up a presentation by GovClarity for the next Board Meeting, research if any increase in service requests since Commissioner Magee placed information on SoWal, check for a possible satellite location, and elaborate on articles in Buzz Words. A motion was made by Commissioner Magee, seconded by Commissioner Faulk to adjourn. Motion passed unanimously. Meeting adjourned at 11:30a.m. Ronald Faulk, Secretary Timothy Norris, Chairman
