3 HISTORIC PRESERVATION COMMISSION Meeting Agenda Tuesday, November 7, 2017 at 5:00 p.m. Council Chambers 226 West 4 th Street City of Davenport, Iowa I. Call to Order Chairman Frueh called the meeting to order at approximately 5:00 p.m. with the following Commissioners present: Alyssa Kuehl, Joseph Wonio, Robert McGivern and Diane Franken. II. Commission Secretary s Report Consideration of the October 10, 2017 regular meeting minutes. Motion by McGivern, second by Kuehl to approve the October 10, 2017 regular meeting minutes. Motion to approve was unanimous by voice vote (5-0). III. Communications 1. Diane Franken introduced herself as the newest member of the Historic Preservation Commission. Rusnak stated that the Commission no longer has any vacancies. 2. Commissioner training opportunities by streaming portions of the 2017 National Historic Preservation Conference. Rusnak summarized this opportunity. 3. Historic Tax Credits. Rusnak summarized the potential of losing Historic Tax Credits in the proposed tax bill. IV. Old Business 1. Case No. COA17-14: Replace windows at 613 West 6th Street. Isaac and Mary Farber House is located in the Local Historic Hamburg District. Darin Wilson, petitioner. Rusnak indicated that no new information had been provided. The petitioner was provided direction as to the next steps with respect to if the request were denied or withdrawn. The petitioner withdrew the request. V. New Business 1. Case No: COA17-17: Tear off old roof and install new roof at 612 West 8 th Street. The Elise (Zoeckler) Eggers House is located in the local Historic Hamburg District. Abraham Clinton, petitioner. Rusnak summarized the request. He stated that work involves tearing off old roof and installing new drip edge and architectural shingles. Staff recommends approval of COA17-17 as presented.

4 Motion by Franken, second by Kuehl to approve COA17-17 as presented. Motion to approve was unanimous by roll call vote (5-0). 2. Case No: COA17-18: Tear off old roof and install new roof at 625 Western Avenue. The Gustav A. and Emilie (Lerchen) Schlegel House House is located in the local Historic Hamburg District. John and Phyllis Von Arb, petitioner. Rusnak summarized the request. He stated that work involves tearing off old roof and installing architectural shingles. Staff recommends approval of COA17-18 as presented. Motion by McGivern, second by Kuehl to approve COA17-18 as presented. Motion to approve was unanimous by roll call vote (5-0). 3. Case No: COA17-19: Tear off old roof and install new roof at 521 West 8 th Street. The Herman and Sophia (Brumm) Kuehlcke House is located in the local Historic Hamburg District. Alyssa Kuehl, petitioner. Kuehl stated that she would abstain from discussing and voting on this request do to a conflict of interest. Rusnak summarized the request. He stated that work involves tearing off old roof and installing architectural shingles. Staff recommends approval of COA17-19 as presented. Motion by McGivern, second by Kuehl to approve COA17-19 as presented. Motion to approve was unanimous by roll call vote (4-0). Kuehl abstained. VI. Other Business 1. Navigating to the Historic Preservation Commission agenda page on the City s new website. Rusnak demonstrated how to access portions of the new City website pertaining to the Historic Preservation Commission. VII. Open Forum for Comment No one from the audience spoke. VIII. Adjournment The meeting adjourned at approximately 5:30 pm.

Recommendation: Approve COA17-20 in accordance with the work write up. Background: The roof repair was approved as an emergency repair as there was a roof leak. The contractor also indicated they would like to remove the chimney to below the roof sheathing. It is staff's opinion that the chimney is not a defining architectural feature of the house.
