Determination of a Quorum A quorum was determined to be present by Taylor Anderson. 2. Adoption of the Agenda Bruce Garraway motioned; Greg Cantrell seconded. Motion Carried. 3. New Business Open for discussion is the 2006 Pipe Bedding Standard that is currently in place with which the Development Advisory Committee has concerns to the 2007 Pipe Bedding detail that was adopted by staff. All standards in Gwinnett County went back to the last Board of Commissioners approved standards. The Development Advisory Committee (DAC) would like to see the Board of Commissioners (BOC) vote and reapprove the 2007 standards that developers were operating under. Mark Richardson feels a legal technicality sent the developers backwards. A lot of the failures were galvanized steel and not aluminized steel. The DAC is a recommending body not a decision-making body. Corbitt Wood s main concern was the installation of the pipe and asked if contractors were cutting corners. He would like to see staff consider a list of approved contractors as well as the 2007 standards put back in to play as they have served Gwinnett County well. Taylor Anderson likes the idea of having an approved contractors list. Development Advisory Committee Minutes February 22, 2017 Page 2 of 3
3 Bruce Garraway asked to officially submit to record the memo Michael Johnson sent DAC members just prior to the meeting. Bruce Garraway wanted to verbalize some of the concerns the developers made in that memo. Overall costs for installing stormwater pipe will increase by 30%. The additional stone carried by dump trucks will negatively affect the roads, infrastructure, and costs of trucks that carry the material. Michael Johnson s suggests we require licensing for stormwater pipe installers and requiring compaction testing on pipe trenches. Steve Leo stated that the department does not have any plans to recommend changes to the currently in use detail from 2006, and they should look at what the manufacturers say. Gene Drake pointed out that Precision Planning, Inc. was hired by the County to do a comprehensive independent study and determined concrete pipe was not as expensive over a long period of time. Michael Johnson said that ASTM uses native soils for backfill. Bruce Garraway stated as a taxpayer of the County he wanted product for longevity. Terry Brasher stated the GDOT Spec # 550 required native soils as backfill and they backed off of that requirement after a period of time. Tim Williams bedding around flexible materials is very important. Steve Rinker discussed the coatings on the piping and stated that everything [pipes] that had to be removed from the ground was galvanized aluminum. Ellis Lamme said the problem with pipe is mother nature moves the earth, and failures are usually at the joints on the pipes. Mother nature has a lot to do with defects. Installation and inspection is very important. Sometimes regulations are added to cover up the issue of poor installation. If the County has an easement on a drainage pipe, the County should be responsible for the pipe. To add more base is just an added expense. A motion was made to have the BOC formally adopt the 2007 bedding standard detail with the county approved contractors list for stormwater utility installation that is similar to water and sewer. Motion Approved. Michael Johnson added that GDOT does not use stone around piping. Installation is the key. All products have weaknesses. Taylor Anderson stated it was the end of public comment. A motion was made for the DAC to recommend the Board of Commissioners adopt the 2007 pipe bedding detail with the County s approved contractor list for stormwater pipe installation.
