1 LYNDON BAINES JOHNSON L I B R A R Y & M U S E U M Revised December 2010 FOREIGN AID, FOOD FOR PEACE, AND ECONOMIC DEVELOPMENT IN ASIA, AFRICA, AND LATIN AMERICA INTRODUCTION This guide lists the principal files at the Johnson Library that contain material on foreign aid (excluding military assistance programs), food for peace, and economic development in Asia, Africa, and Latin America, but it is not exhaustive. Researchers should also consult the regional guide for additional materials on the geographic areas in which they are interested. While most of the collections listed in the guide have been processed and are available for research, some files may not yet be available. Researchers should consult the Library s finding aids to locate additional material and to determine whether specific files are available for research. Some of the finding aids are on the Library s web site, and many others can be sent by mail or electronically. Researchers interested in the topics covered by this guide should also consult the Foreign Relations of the United States. This multi-volume series published by the Office of the Historian of the Department of State presents the official documentary historical record of major foreign policy decisions and diplomatic activity of the United States government. The volumes are available online at the Department of State web site, NATIONAL SECURITY FILE (NSF) This file was the working file of President Johnson s special assistants for national security affairs, McGeorge Bundy and Walt W. Rostow. Documents in this file originated in the offices of Bundy and Rostow and their staffs, in the various executive departments and agencies, especially those having to do with foreign affairs and national defense, and in diplomatic and military posts around the world. More than two-thirds of the National Security File has been processed. The Country File for India is a particularly rich source of material on foreign aid and food for peace. Consult the finding aid for a complete folder title list. NSF, Head of State Correspondence File and Special Head of State Correspondence File There are two head of state correspondence files. The first, Head of State Correspondence File, was maintained as a regular part of the National Security File. The second, Special Head of State Correspondence File, was maintained by Dorothy P. Territo of the Johnson White House staff but has been included as part of the National Security File since December Included in these collections are formal and informal correspondence with heads of state and heads of government arranged by country and thereunder chronologically. Material on regional economic relations is found throughout these files. Researchers should request the files for the countries in which they are interested. NSF, Name File: The Name File is composed primarily of folders on the members of the National Security Council staff during the Johnson administration. 5 Asian Development Bank 11 Foreign Aid 1965 and Asian Development Bank Act 14 Box # NSF, Files of Gordon Chase: Chase was detailed from the Department of State in 1962 to the NSC staff. In 1965 he accepted a regular appointment on the NSC staff where he worked until January He served as McGeorge Bundy s personal assistant and as liaison with the United Nations. II 11 NSF, Files of Edward K. Hamilton: Hamilton was a member of the NSC staff from September 1965 to December By August 1966, Hamilton had become a senior NSC staff member responsible for sub-saharan Africa. Hamilton took over responsibility for South Asia in July Hamilton continued to handle South Asia, sub-saharan Africa, and foreign aid from the fall of 1967 until his departure in December Most of the materials in boxes 1 through 4 are country files for African and South Asian countries; material on foreign aid is scattered throughout. Boxes 4 through 7 contain material on foreign economic assistance. See the finding aid for a folder title list. NSF, Files of Ulric Haynes: Haynes was a NSC staff member from March 1965 to June 1966 concentrating on sub-saharan African affairs. Material on economic assistance can be found scattered throughout this 1-box collection. NSF, Files of Charles E. Johnson: Johnson was a member of the NSC staff from 1962 through the close of the Johnson Administration. He divided his time between the NSC, the AEC, and NASA. This collection consists of files concerning scientific matters, space matters, weaponry, arms control, and atomic energy. 6 1966 until May 1968, when he became a member of the US delegation to the Paris Peace Talks on Vietnam. His basic areas of responsibility were southeast and east Asia, especially Vietnam, but also including Japan, Korea, Burma, and other Asian nations. The folder VN CORDS in box 1 pertains to this guide. Other folders might also be useful; consult the finding aid for a folder title list. NSF, Files of Robert Komer: Komer was appointed a NSC staff assistant to McGeorge Bundy in In 1965 he was named Deputy Special Assistant to the President for National Security Affairs, and the following year he was made Special Assistant to the President. His areas of expertise on the NSC staff included the Middle East, South Asia, and Africa. In 1966, he left the NSC to become Deputy for Pacification in Vietnam. Material on foreign aid and economic development can be found throughout this collection. Boxes 2 through 9 consist almost entirely of material created in the discharge of his role as Deputy for Pacification in Vietnam. The responsibilities of this office included a broad range of issues, such as pacification, land reform, economic stabilization and control of inflation, rice production, port congestion, corruption, and postwar planning. Boxes 10 through 54 reflect Komer s duties on the NSC staff from November 1963 through March Much of this material is arranged by country. Material on aid and economic matters in South Asia, Africa, and the Middle East can be found throughout these boxes. Consult the finding aid for a folder title list. NSF, Komer-Leonhart File: Researchers interested in Komer s role as Special Assistant in charge of US non-military programs in Vietnam should consult this file. Consisting exclusively of material on US non-military programs in Vietnam, the Komer-Leonhart File was initially created by Komer and his staff, and then, following Komer s departure for Vietnam in May 1967, was used for filing documents by Komer s successor, William Leonhart and his staff during the next year and a half. The responsibilities of the office included a broad range of US non-military programs in Vietnam involving such issues as pacification, land reform, economic stabilization and control of inflation, rice production, port congestion, corruption, and postwar planning. Consult the finding aid for a folder title list of this 25-box collection. NSF, Files of Walt W. Rostow: On March 31, 1966, Rostow was appointed Special Assistant to the President for National Security Affairs, succeeding McGeorge Bundy. Material on foreign assistance is scattered throughout this 18-box collection. Saunders: Saunders was a member of the NSC staff from 1961 to His primary areas of responsibility were the Middle East and North Africa. He compiled the NSC Histories on the Middle East, the Indian Famine, and South Asia. This collection contains a subject file with a significant amount of material on the Middle East, North Africa, and South Asia; copies of the NSC Histories compiled by Saunders; and a chronological file. Boxes 1 and 2 of this collection contain extensive material on assistance to India, Pakistan, Afghanistan, Ceylon and Nepal. The chron file in boxes 2 and 3 contain information on the above countries as well as material pertaining to the UAR, Jordan, Libya, Turkey, Morocco, Algeria, and other countries. RECORDINGS AND TRANSCRIPTS OF TELEPHONE CONVERSATIONS This collection includes over 6,000 recordings of President Johnson s conversations with members of Congress, other public officials, members of the press, and friends and family from November 1963 through January The collection includes a significant number of recorded conversations that pertain to foreign aid and international economic development. Detailed individual descriptions of the conversations are available on the Library s website, The Miller Center has the recordings of the conversations available on their website, MEETING NOTE FILES This collection contains notes of 160 White House meetings, in addition to briefing papers and other material for another 20 meetings. 8 JOHN McCONE MEMORANDA This collection consists of notes of 68 presidential meetings attended by Director of Central Intelligence John McCone between 11/23/63 and McCone s resignation on 4/28/65. In addition, there are notes of 4 presidential meetings which one or more of McCone s key aides attended in his stead. McCone gave the collection of notes to President Johnson in 1969 to assist with the preparation of Johnson s memoirs, The Vantage Point. The meetings concern a great variety of international issues, with Vietnam a prominent topic. Material on foreign aid and on the Agency for International Development can be found in this 1-box collection. CABINET PAPERS Included in the Cabinet Papers are agendas, background memos, draft presidential remarks, and other materials. Minutes were also kept for some of the meetings. Discussions at Cabinet meetings sometimes dealt with foreign aid and economic development matters. Folders for those meetings are noted below. Department of the Treasury (5 boxes) Contains material on multilateral development agencies. General Services Administration (1 box) Contains material on responsivesness to emergency situations (GSA/AID agreements). National Aeronautics and Space Council (1 box) Contains material on international cooperation; communications satellites. National Council on Marine Resources &Engineering Development (1 box) Contains material on Food From the Sea. National Science Foundation (2 boxes) Contains information on international cooperative programs. Office of Emergency Planning (1 box) Contains material on disaster relief; international telecommunications. Office of Science and Technology (11 boxes) Contains material on water desalting; world food; the OAS; the OECD. United States Information Agency (2 boxes) WHITE HOUSE CENTRAL FILES (WHCF) This permanent White House office was the main filing unit during the Johnson 9

10 presidency, though not the primary file for foreign policy documents. Material was filed under 60 major subject headings, a number of which are pertinent to this guide. WHCF, CONFIDENTIAL FILE Arranged in the same subject categories as the WHCF subject file, this file contains security classified or otherwise sensitive material. Documents exhibiting Johnson s handwriting are contained in this file. Often these documents bypassed the White House Central Files Office and went directly to the Handwriting File. Consequently, some material in the Handwriting File is not in the White House Central File. Material can be found on AID, the Alliance for Progress, food aid, international education, international health, population control, and other subjects. Consult the finding aid for a folder title list. DAILY DIARY and PRESIDENT S APPOINTMENT FILE (DIARY BACKUP) The Daily Diary is a log of the President s activities, appointments, and phone calls. Occasionally it includes information on the substance of meetings and conversations. Diary Backup is a file of backup materials for the President s appointments. This collection includes schedules, briefing papers, press releases, memoranda of conversations, and other material. Organized by date, there is a folder for almost every day of the administration. While little foreign policy material was filed here during 1964 and 1965, Diary Backup includes a significant amount of foreign policy material for 1966 through January 20, The Diary Cards in the Reading Room provide an alphabetically-arranged name index to the President s appointments. Burris, who served as Air Force Aide to the Vice President following his appointment on February 25, Burris responsibilities included national security matters, contacts with the military, and foreign and domestic travel. LYNDON BAINES JOHNSON ARCHIVES (LBJA) In 1958, the Johnson staff instituted a records management program in the office which included a plan to dispose of noncurrent files. They set up the Lyndon Baines Johnson Archives (LBJA) to house items to be permanently retained rather than scheduled for disposal. Johnson files from the House and Senate period were screened, and selected items were moved to the LBJA files. Between 1958 and 1963 the staff continued to add to the file. Occasionally items were added during the White House period. The LBJA consists of 4 parts: a Congressional File, a Famous Names File, a Selected Names File, and a Subject File. Macy, Jr.: These papers reflect Macy s professional activities from 1953 through 1981, including his tenure as President of the Development and Resources Corporation ( ) and Director of the Federal Emergency Management Agency ( ).
