7 SCOPE AND CONTENT NOTE Throughout LBJ s tenure as president, the subject of science, technology, and medicine pervaded many of his speeches, including Advancing the Nation s Health; The Quality of the Our Environment; Message on Domestic Health and Education; Transportation for America; Message on the Outer Space Treaty; and To Renew a Nation. During LBJ s administration America jumped ahead in the development of space exploration Launched the first environmental quality programs Promoted educational innovation, including research that would lead to the Internet Built a system of government cooperation and funding for research institutions that became the envy of the world. This collection provides insight into the role and effectiveness of science and technology in the 1960s, and its importance to the Federal Government and the American people The collection includes the records of: Atomic Energy Commission Federal Power Commission National Aeronautics and Space Administration (NASA) National Aeronautics and Space Council National Council on Marine Resources and Engineering Development National Science Foundation (NSF) Office of Science and Technology Tennessee Valley Authority (TVA) Science and Technology At the outset of LBJ s Administration, the organizational components of the White House science structure were well established, and their functions and interrelationships were understood in the Executive Branch and Congress. The President s science adviser and Office of Science and Technology provided guidance to the President and Executive Branch on the impacts of science and technology on domestic and international affairs. In addition, the White House science structure supported inter-agency efforts to develop and implement science and technology policies and budgets; encouraged private sector-federal cooperation, coordination, and investments in science and technology for economic prosperity, environmental quality, and national security; and evaluated the scale, quality, and effectiveness of the Federal effort in science and technology. v

8 Nuclear Age LBJ s presidency may well be viewed as the time when major steps were taken to move away from the atomic energy s awesome destructive potential and closer to its use as a peaceful constructive force. The Atomic Energy Commission records highlight the research, development, use, and control of atomic and nuclear energy for non-military purposes. War on Disease LBJ s leadership elevated the war against disease to a far more important position in American life, both for the people and the administration. He used rhetoric and policy, to raise the expectations and support research for the American people and the scientific community. For five years LBJ served as an indefatigable booster to conquer disease and improve the Nation s health. He made his case not only through his presidential commission and White House Conference, but, also with numerous task forces, special health messages and more than fifty relevant statements. His goal for the war on disease was to extend human life and prevent suffering. Space Race Throughout his political and presidential career, LBJ had supported the Space Program. His congressional and vice presidential positions provided a unique opportunity for LBJ to become exceptionally knowledgeable about the program, its budget issues, and need for public support. Following his election victory in 1964, LBJ reinforced his public image as the architect of the American space effort through several special messages, statements, and campaigning for budget dollars. This collection provides background for a unique understanding of the battles in Congress over funding, the scientific community s effort to advance technology, and the need to lead the West in the Space Race with the Soviets.
