25 In Illinois, in a typical election cycle, only really a handful of representative districts REALLY make all the difference between a democratically or republican controlled house. In 2010 general election, the vote difference was less than 5000 votes statewide in about only 6 different districts These districts are called targets. This is where resources are mainly diverted to in general elections regardless of the political party Unfortunately, that does not include many districts or their representatives

29 (720 ILCS 5/ new) Sec Tongue splitting. (a) In this Section, "tongue splitting" means the cutting of a human tongue into 2 or more parts. (b) A person may not perform tongue splitting on another person unless the person performing the tongue splitting is licensed to practice medicine in all its branches under the Medical Practice Act of 1987 or licensed under the Illinois Dental Practice Act. (c) Sentence. Tongue splitting performed in violation of this Section is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense
