3 Student Government Vision The SGA will strive to express the feelings and opinions of the student body through communication, organization, participation and cooperation. The SGA will organize, coordinate and promote student programs and activities in order to generate and unify a school community upon which all can adapt and improve. The SGA will encourage school pride by promoting positive attitudes and strong school spirit. Bi-Cameral Legislature/3 Branches of Government Organization will include two branches, Senate and House of Representatives Senate (22 Members) -Each grade will be represented by at least four members of the Senate -More representation will be met with the election of the President and appointments of the Treasurer, Secretary and Historian. o Five (5) Elected Executive Officials President 12 th Grade Vice- President 11 th Grade Vice- President 10 th Grade Vice- President 9 th Grade Vice- President o Three (3) Elected or Appointed Executive Officials (Application Process) Secretary Treasurer Historian o Fourteen (14) Appointed Senate Members (Application Process) At least 4 members from each grade level 3

4 House of Representatives o One (1) Representative from each Homeroom One (1) Representative from each Sports Team Optional One (1) Representative from each Club Two (2) Administrators Election of a House Member from each Homeroom o Facilitator should read the function and responsibilities of the House Representative. o Facilitators should ask for volunteers to represent the class with the understanding of position expectations. o If necessary, in cases of multiple volunteers, the facilitator should conduct an informal vote, majority rule, as to which volunteer will serve as the Homeroom representative. Roles of a House Representative o Attend monthly meetings with the General Assembly, at lunch on Thursdays. o Present minutes to Homeroom classes as to events and happenings of SGA o Conduct surveys and votes for Homecoming court, Themes, initiatives and other direct voting situations. o Present point of view and opinions of each homeroom class to the General Assembly for purposes of voting and deciding on course of action and legislation. Expectations of a House Representative o Attend all monthly General Assembly meetings More than 1 unexcused absence will result in impeachment and replacement o Act as a liaison between the General Assembly and the student body o Fairly and adequately represent your homeroom class opinions, feedback and decision 4

5 Duties of the Executive Officers The Executive Officers will: Present the ideas and concerns of the General Assembly to the administration. Appoint committee chairs through an application process Participate in all SGA sponsored events Only commit to one or two additional activities Attend all meetings and General Assemblies Attend at least two (2) MCR General Assembly Meetings Be a part of the Leadership Committee Duties of the President In addition to the duties listed above, the President will: Maintain a 3.0 GPA Seek Administrative approval on bills that have been passed by the General Assembly. Sign all bills making them laws (With administrative approval) Be the ex-officio chairperson for all committees Preside over the Senate Meetings Create agendas for all meetings and get them approved by Advisor Make sure aspects of DEN are running efficiently Meet daily with the SGA sponsor Check for updates with all class councils and elected grade level VPs Demonstrate exemplary leadership Duties of the 12 th Grade Vice-President In addition to the duties listed above, the 12 th Grade Vice-President will: Maintain a 3.0 GPA Work with the President Understand fully the duties of the President and assume duties if the President is unable to be present to perform duties Work collaboratively with the all Grade Level Vice-Presidents Chair the Spirit and Social Senate Committee Meet with the Spirit and Social Committee Chairs weekly Duties of the 11 th Grade Vice-President In addition to the duties listed above, the 11 th Grade Vice-President will: Maintain a 3.0 GPA Chair the Public Relations and Marketing Senate Committee Meet with the PR/Marketing Committee weekly Work collaboratively with the Secretary 5

6 Duties of the 10 th Grade Vice-President In addition to the duties listed above, the 10 th Grade Vice-President will: Maintain a 2.5 GPA Chair the Charity/Fundraising Senate Committee Meet with the Charity/Fundraising Committee weekly Work collaboratively with the Treasurer Duties of the 9 th Grade Vice-President In addition to the duties listed above, the 9 th Grade Vice-President will: Maintain a 2.5 GPA Chair the Technology and Communication Senate Committee Meet with the Technology and Communication Committee weekly Work collaboratively with the Historian Duties of the Secretary In addition to the duties listed above, the Secretary will: Be responsible for maintaining attendance records of all members Taking minutes at General Assembly Meetings and Executive Board meetings Distributing minutes in a timely manner to the appropriate parties Inform committee chairs to send out memos/reminders to delegates for meeting times Co-Chair the PR and Marketing Committee Work collaboratively with the 11 th grade VP Duties of the Historian In addition to the duties listed above, the Historian will: Document all events through pictures, stories, website or other methods Send PTSA Newsletter Head updates and stories to be included in the PTSA Newsletter Provide stories to the school newspaper Co-Chair the Technology and Communication committee Work collaboratively with the 9 th grade VP and the CHS Webmaster Duties of the Treasurer In addition to the duties listed above, the Treasurer will: Be responsible for the financial aspect of all SGA activities Meet with the CHS Financial Assistant to be sure all money regulations are followed Provide a budget plan and budget updates to the General Assembly Co-Chair the Charity and Fundraising Committee Work Collaboratively with the 10 th grade VP 6

7 Committee Organization Committees will be established after committee chairs have been appointed/elected Each member of the House will be expected to serve on one (1) committee Committee chairs are expected to keep track of committee members and plan meetings specific to the committee accordingly Two Committee Chairs for Each Spirit/Social Committee 12 th Grade VP, 1 Appointed Public Relations/Marketing 11 th Grade VP and Secretary Charity/Fundraising 10 th Grade VP and Treasurer Technology/Communication 9 th Grade VP and Historian Committee Descriptions and Responsibilities Spirit and Social Committee- Spirit Week/ Spirit Days Pep Rallies Homecoming dance Talent Show Personal contact to entice interest Clash of the Classes Public Relations and Marketing- the voice of the SGA; main goal is to communicate and promote the events and news that is occurring. Notice aspect of DEN (See below) Posters, flyers, PA announcements Weekly update o System in which a quick update is written out that describes what s going on with the SGA. Delegate members must pick these notices up and report back to AP/1 st Period. Charity and Fundraising- community support and money making ; main goal is to provide services and appreciation for the school and community and to plan and care out fundraisers to help fund SGA events and activities. 8 Technology and Communication- the liaisons of the SGA; main goal is to communicate effectively between SGA, Students, Staff and Administration with a focus on the electronic methods available (Website, Twitter, Facebook, LED screens, ConnectEd) Meet with the Web Club and maintain the SGA section of the CHS site Monitor and facilitate a Twitter and/or Facebook for SGA Record ConnectEd calls Update and maintain LED message boards Maintain and update school calendar Activities All activities, fundraisers and events must be approved by majority of Senate present Project Planning Sheet s MUST be completed 8

9 General Assembly & MCR General Assembly Held once a month, except January General Assembly o Composed of Officers, Senate and House House is a representative from each Homeroom Class with option representatives from all athletic and clubs within CHS o An agenda will be provided to everyone each meeting to take notes and report back. o If someone wishes to add something to the agenda, they must first contact the President or Advisor AND it must be done the Friday prior to the scheduled General Assembly. o Part of the General Assembly will be allotted to Committee Chairs to provide a report on how the committee is doing. o The General Assembly will be run by the elected officers. o The General Assembly will meet at least once a month. MCR General Assembly o All senate members are expected to attend two (2) MCR General Assembly meetings o MCR General Assemblies provide information to all high schools in the county. This is an opportunity to express any problems or concerns that maybe occurring within the school and/or the county. o MCR General Assemblies are held at a different high school each month; CHS will attempt to host a MCR General Assembly meeting once a year. Purpose: inform all about the activities that are going on Evaluation System System to help organization stay strong and united At the beginning of each month, the Senate takes part of their weekly meeting to write down o Pros/ Cons for the Attendance Advisors President Yourself Organization as a whole Total attendance must be made by all members of the Senate Secretary will take attendance each meeting Consequences for not attending o First Offense: Verbal Questioning from an Officer Ex. Hey where were you today? We had a meeting and it s really important everyone is there. o Second Offense: Formal Questioning from Officer Ex. What happened today? We had another meeting and this is your second time you missed, don t miss again. o Third Offense: Conference w/ Advisor, President, Grade Level Officer o Fourth Offense: Replacement/Impeachment 9

10 Communication System (DEN) In order for the CHS Student Government to run smoothly and be productive, this communication must always occur. The Communication System (DEN) will consist of three main components. o Dial Consists of the Senate Phone Tree (Follow the Overall Structure Outline described above. o Electronic Notification- message will be sent to every SGA member with new information, reminders, and updates. Secretary and Public Relations will work collaboratively o Notice Morning Announcements Flyers Posters *Public Relations Chairs will manage the Notice aspect of DEN 10
