1 Eastfield College Student Government Association Bylaws Article I - Duties of Elected Officials Section I: Specific Duties of the Executive Board Executive Board Members of the Student Government Association (SGA) shall adhere to these Bylaws as well as the DCCCD Student Code of Conduct. Executive Board Members are required to attend all general SGA meetings and Executive Board meetings and fulfill any constitutional responsibilities not mentioned in the following outline. A. President 1. The President shall serve as the official spokesperson for Eastfield College SGA. 2. The President shall take responsibility to see that the Senators and Representatives represent the Student Body and that they uphold the responsibilities described and outlined within these Bylaws and shall delegate duties and responsibilities within the purposes of the Student Government Association. 3. The President shall call and preside over all general and special meetings of the Executive Board and SGA. 4. The President has the authority to appoint committee chairs and shall serve as an ex officio member of all SGA committees. 5. The President cannot be the president of any recognized Eastfield club/organization. 6. The President may not serve on either a Regional or State Executive Board. 7. The President shall create and set an agenda prior to SGA Executive Board Meetings and SGA General Meetings. B. Vice President 1. The Vice President shall assist the president in the performance of his/her duties and to carry out all duties assigned to him/her by the President. 2. The Vice President shall assume presidential duties upon the President s absence. 3. If the President shall relinquish his/her office, the Vice President shall become the interim President. As interim, the Vice President is still able to chair or preside as president of another club/organization. 4. The Vice President shall co-chair any or all committees as deemed necessary. 5. The Vice President shall be responsible for the collection of committee minutes and encouraging committees to meet.

2 6. The Vice President will confer with the Secretary for attendance purposes and send letters to those who exceed the amount of excused and unexcused absences. These letters should be sent within five days of the missed meeting. Upon the second unexcused absence the Vice President will confer with the Secretary to petition for their removal from the SGA. C. Parliamentarian 1. The Parliamentarian shall assist the President in the performance of his/her duties. 2. The Parliamentarian shall be knowledgeable of proper parliamentarian procedures. 3. The Parliamentarian shall ensure business is being conducted according to Robert s Rules of Order and serve as the official time keeper for SGA. 4. The Parliamentarian shall chair the Constitution Revision Committee and the Jurisprudence Committee. D. Secretary 1. The Secretary shall assist the President and the Vice President in the performance of their duties. 2. The Secretary shall record, maintain, and distribute all minutes of the Executive Board meetings and the general SGA meetings. Minutes must be distributed within 72 hours of each meeting. 3. The Secretary shall maintain an accurate and official record of all SGA activities, communications, actions, and correspondence including collecting minutes taken from SGA committees. 4. The Secretary shall take attendance at all meetings and maintain attendance records. 5. Should there be a succession in the President s position leaving the Vice President s position vacant, the Secretary may choose to assume the Vice President s position or remain as Secretary. E. Treasurer 1. The Treasurer shall assist the president in the performance of his/her duties. 2. The Treasurer shall be responsible for all SGA account funds and to keep accurate records of all money matters. 3. The Treasurer shall sign all financial paperwork. 4. The Treasurer shall chair the Fundraising Committee, should one be established. 5. The Treasurer shall give a financial report at all SGA meetings. 6. The Treasurer shall be responsible for managing the club funding process. 7. The Treasure shall be a representative for the OSER Fundraising Committee. F. Public Relations 1. The Public Relations Officer shall assist the president with his/her duties. 2

3 2. The Public Relations Officer shall chair the Marketing and Historian Committees. 3. The Public Relations Officer be responsible for updating the SGA Bulletin Board(s) and social networking sites. 4. The Public Relations Officer shall be accountable for the creation of the scrapbook. 5. The Public Relations Officer shall be responsible for effectively promoting all SGA events. 6. The Public Relations Officer shall remind the assembly at the beginning and end of every meeting verbally and through electronic communications. 7. The Public Relations Officer shall confer with the Vice President in regards to absentee members and make contact with the absent member to encourage participation. Club Representatives presidents will be notified of excessive absences. The club s Advisor will be notified when a petition for removal has been made. G. Advisor 1. The SGA Advisor shall be the appointed by the appropriate college administrator. 2. The SGA Advisor shall serve as a non-voting Executive Officer of the SGA. 3. The SGA Advisor shall work collaboratively with the SGA Co-Advisor to assist the Treasurer in maintaining an accurate accounting of the SGA budget and authorize all transactions from the budget. 4. The main role of the advisor shall be to support the projects of the SGA and educate the SGA officers as to their duties and responsibilities. The SGA Advisor shall coordinate leadership programs in conjunction with the Executive Board. 5. The Advisor shall be responsible for executing a grade check on all candidates and appointees for student government positions. 6. At the end of each term (excluding summer) the SGA Advisor shall be responsible for executing a grade check on all appointed and elected officers of the SGA. Strategies for improvement will be discussed privately with each individual. Probationary status and/or removal from position will be handled professionally and discretely. The SGA Advisor will notify the SGA President of any resignations. 7. The SGA Advisor will have the authority to remove members of the SGA who do not qualify before or during their term of office. He/she also has the authority to remove members who are found guilty of misfeasance and malfeasance, action(s) that are deemed detrimental to the SGA and/or college, and any other offense that clearly violates the proper purpose of the SGA or any action in violation of the DCCCD Student Code of Conduct. H. Co-Advisor(s) 1. Co-Advisor(s) may be recommended by the voting officers of SGA and appointed by the appropriate college administrator. 2. The SGA Co-Advisor(s) shall serve as a non-voting Executive Officer of the SGA. 3

4 3. The SGA Co-Advisor(s) shall assist the Treasurer in maintaining an accurate accounting of the SGA budget and authorize all transactions from the budget. 4. In cases of excessive absences from the voting membership of SGA, the SGA Co- Advisor shall assist the Vice President in drafting and sending the letter of warning to the officer in question. 5. The SGA Co-Advisor(s) will assist the SGA Advisor with their roles and responsibilities listed in the SGA Constitution and SGA Bylaws. 6. The SGA Co-Advisor(s) is allowed to assume the roles and responsibilities listed in the Advisor role dictated in the SGA Constitution and SGA Bylaws after conferring with the SGA Advisor. 7. The SGA Co-Advisor shall assume all duties listed under the SGA Advisor of these Bylaws upon the SGA Advisor s absence. 8. If the SGA Advisor shall relinquish or is removed from his/her office, the SGA Co- Advisor shall become the SGA Advisor and assume all responsibilities. In case of multiple Co-Advisors, the voting officers (Executive Board, Senate, and House of Representatives) shall elect a new SGA Advisor. A majority of two-thirds (2/3) of the voting officers is required. Section 2: Senators Senators are elected officials seeking to fulfill the mission and purpose of SGA as stated in Article II of the SGA Constitution. Senators are required to attend general meetings of the SGA. A. Senators shall chair any or all committees as deemed necessary. B. Senators shall assist and advise faculty, administration, and staff of Eastfield College in the development, supervision, evaluation, and coordination of all aspects of campus life. C. Senators shall make an oral report at each meeting of their activities pertaining to SGA. D. Senators are required to be active in campus life events and school-related activities; i.e. volunteering, conducting campus tours, among others. E. Any candidates running for Senate positions must meet all qualifications for office, submit an official application with a petition signed by a minimum of ten (10) students supporting his/her candidacy, and adhere to all election rules. Section 3: House of Representatives The House of Representatives consists of Representatives who are elected as members at large during the fall election campaign. In addition, Club Representatives are elected by an officially recognized student club or organization to represent the interests of that club or organization. Representatives are officials seeking to fulfill the mission and purpose of SGA as stated in Article II of the SGA Constitution. Representatives are required to attend all general meetings of the SGA. A. Representatives are expected to serve on any or all committees as deemed necessary. 4

5 B. A Representative s primary responsibility is to be the eyes and ears of the Student Body and to bring forward to SGA suggestions, concerns and issues of importance to the students of Eastfield College. C. Club Representatives will abide by these Bylaws in order to be eligible to receive club funding from SGA. D. Vacancies in the Club Representative position must be filled by club election before the next general SGA meeting occurs. E. In order to be eligible for club funding for current and subsequent years, clubs must have a current representative in the SGA. F. All Club Representatives must be elected no later than the fall academic drop date in order to be eligible for club funding. G. Representatives are required to be active in campus life events and school-related activities; i.e. volunteering, conducting campus tours, among others. Article II - SGA Committees Section 1: The President may establish committees as deemed necessary. Areas of need may include Student Affairs-Admissions, Advising, Testing, Financial Aid, and OSER; Student Clubs & Organizations; Community Involvement-Outreach, Recruitment and Service Learning. Unless otherwise stated, all chairpersons of a committee are to be nominated and must be approved by a two-thirds (2/3) majority of the SGA voting members. Section 2.Standing Committees A. Constitution Revisions Committee 1. The Chair of this committee will be the Parliamentarian. A Committee Secretary should be elected from the committee members to take minutes of every meeting. 2. This committee will review the constitution and make suggested revisions to the Advisor before presenting to the general SGA. 3. The committee is charged with reviewing the constitution every two years. B. Elections Committee 1. The Chair of the committee will be elected by the committee members. The SGA advisor may appoint a staff or faculty member to serve on this committee. A Committee Secretary should be elected from the committee members to take minutes of every meeting. 2. This committee will develop the procedures and policies for elections in accordance with the guidelines stipulated in the Student Government Association Constitution and Bylaws. C. Jurisprudence Committee 1. The Jurisprudence Committee shall be chaired by the Parliamentarian. A Committee Secretary should be elected to take minutes of every meeting. 5

6 2. The Jurisprudence Committee shall keep a record of all constitution issues reviewed and submit a constitution revision recommendation to the Constitution Revisions Committee or to the appropriate club president. 3. The Jurisprudence Committee shall be responsible for the interpretation of the SGA Constitution, Bylaws, and resolutions. They may also review the Constitutions of all student organizations and make recommendations for approval by the Office of Student Engagement and Retention. 4. The Jurisprudence Committee may be called upon by club officers, members, and advisors to help resolve any constitutional or procedural conflict of any officially recognized student club or organization. D. Club Funding Committee 1. The Club Funding Committee shall be chaired by the Treasurer and co-chaired by an OSER Representative. 2. The Club Funding Committee shall be composed of SGA officers as designated by the chair. 3. The Treasure shall work with the Office of Student Engagement and Retention in choosing members for the Club Funding Committee. 4. The Club Funding Committee shall be responsible for making decisions concerning awarding Special Event and Travel funds to qualified student clubs and organizations. 5. Senators and Representatives who are also members of clubs petitioning for funds are not allowed to serve on the Club Funding Committee. Should the President or Treasurer be a member of a club petitioning for funding, he/she must remain impartial and abstain from the discussion, voting, or any other type of influencing participation. Before the meeting begins, a statement should be made concerning this fact and any further comments from them should relate only to the structure of the proceedings. The SGA Advisor will monitor the meeting for objectivity and may dismiss the President or Treasurer from the meeting should their words or actions be construed as to show partiality. The SGA Advisor would continue facilitating the meeting. Article III Amendments Amendments to these Bylaws should made be made every Fall Semester by the incoming SGA Executive Board, voted on by two-thirds (2/3) majority of the Executive Board, and approved by the SGA Advisor. 6
