1 The University of North Carolina at Pembroke Student Government Association A QUICK REFERENCE GUIDE TO: DUTIES AND EXPECTATIONS OF EXECUTIVE OFFICERS AND STAFF For the 65 TH Session, Academic Year
2 OFFICER TYPES AND GENERAL OBLIGATIONS Every student enrolled at The University of North Carolina at Pembroke who has paid into the fees supporting the Student Government is considered a member of the Student Body. Every member of the Student Body is considered a Constituent member of the Student Government for the current semester in which he or she is enrolled. Membership to the Student Government is not restricted to only the undergraduate students of the University. Members of the Student Body are allowed to vote in the Student Government Elections (SGA Constitution Article I, Section 4, Point 2). There are three types of Officers in the UNCP Student Government Association: 1. Members of the Student Senate (senators) 2. Members of the Staff 3. Executive Officers Each Student Government Officer must be administered an oath of office before beginning his/her term of service. The term of service begins at the conclusion of the preceding Spring Commencement ceremony (or when installed/sworn in). Subsequently, an individual s term of service expires at the conclusion of the following academic year s Spring Commencement. Example Those officers sworn-in at the End of Year Banquet for begin their term of office at the conclusion of the 2013 Spring Commencement ceremony and will continue the academic year, concluding at the end of the 2014 Spring Commencement ceremony. ALL officers of SGA must: Maintain a 2.5 cumulative Grade Point Average *First-semester Freshmen shall not be held to the minimum GPA requirement, however, after their first semester, their GPA shall be reviewed by the SGA Advisor. Attend ALL SGA Senate Meetings as well as other SGA sponsored events ALL officers of SGA are expected to: Serve on at least one (1) SGA Committee, attending all meetings and events
3 Student Government Association Executive Officers The Student Government President is elected during the Spring Semester General Elections together with the Student Government Vice President on a two-person ticket. The Student Government President serves as an ex-officio voting member of the University Board of Trustees. The minimum requirements to be elected as the SGA President are as follows: a. Must have a 2.5 cumulative GPA at UNCP; b. Must have been a Senator for at least one (1) complete academic semester c. May not be President, Vice President, or Treasurer of any other UNCP student organization while holding the position of Student Government President. Responsibilities of the Student Government President: A. Serve as the student representative on the Board of Trustees, in ex-officio; B. Appoint students in University Committees, as listed in the Student Government Statutes; C. Be responsible for establishing a job description and/or set of job responsibilities for Executive Officers; D. Be responsible for seeing that Executive Officers receive proper training in their duties; E. Hire members of the Staff within sixty (60) calendar days of proclamation as Student Body President-elect; F. Appoint officers necessary for the operation of the Student Government during the Summer sessions; G. Have the power to veto any Student Senate act within ten (10) days of approval from the Student Senate President; H. Have the power to call special elections, when deemed necessary, with approval of two thirds of the Student Senate; I. Have the power to create new Student Government Staff positions, as he/she sees fit, with approval of two thirds of the Student Senate, to be added onto the Student Government Statutes; J. Serve as an ex-officio delegate of the Student Government to The University of North Carolina Association of Student Governments, and be responsible for appointing other delegates in accordance to the Student Government Statutes; K. Appoint students to fill vacated elective offices, unless otherwise specified in the student Body Constitution or Student Body Statutes subject to the approval of two- thirds of the Student Senate. L. Meet regularly with the SGA Advisor
4 The Student Government Vice President is elected during the Spring Semester General Elections together with the Student Government President on a two-person ticket. The Student Government Vice President is part of the Executive Board and is also an ex-officio non-voting member of the Student Senate serving as the Senate President. The minimum requirements to be elected as the SGA Vice President are as follows: a. Must have a 2.5 cumulative GPA at UNCP; b. Must have been a Senator for at least one (1) complete academic semester c. May not be President, Vice President, or Treasurer of any other UNCP student organization while holding the position of Student Government Vice President. Responsibilities of the Student Government Vice President: A. Serve as the Student Senate President; B. Serve as presiding officer of all Student Senate meetings; C. Call all meetings of the Student Senate; D. Forward all legislation within three (3) days of its passing to the Student Body President; E. Assist the Student Body President in the performance of his or her duties; F. Succeed to the Student Body Presidency in the event of vacating that office; G. Exercise the powers of the Student Body President if he or she is prevented from exercising his or her powers; H. Be responsible for appointing a Speaker Pro Tempore and Parliamentarian from among the current Student Senate officers, with approval of two-thirds of the Student Senate; I. Appoint the Student Senate Committee Chairs; J. Have the power to call special meetings of the Student Senate, with a three (3) day notice prior to the date of the special meeting.
5 Senators are either elected by the Student Body or approved by the Student Senate as an at-large Senator. Each Senator is required to be part of one (1) SGA Committee during his/her tenure and is required to write at least one (1) piece of legislation per semester of service. The minimum requirements to become a Senator of the Student Government are as follows: Responsibilities of a Student Senator: Maintain a 2.5 cumulative GPA; Be a member of one of the three SGA Committees; Write two (2) pieces of legislation per semester of service; Attend the weekly SGA Senate meetings; Provide a bridge between the Student Body and the SGA Senate
6 Student Government Association Staff Descriptions The Chief of Staff is not elected, but appointed by the Student Government President and approved by 2/3 of the Senate. Responsibilities of the Chief of Staff: Serve as a non-voting ex-officio member of the Executive Board; Serve as a project manager at the request of the SGA President and/or Vice President; Work with other SGA officers to coordinate room reservations & catering requests; Coordinate all aspects of the the SGA End of Year Banquet; Meet regularly with the SGA Advisor; and Perform any other duties as assigned The SGA Secretary is not elected, but appointed by the Student Government President and approved by 2/3 of the Senate. The minimum requirements to be appointed as the Student Body Secretary are as follows: Responsibilities of the Student Body Secretary: Maintain accurate attendance for SGA Senate and Executive Board meetings. Inform the SGA President, Vice President, Chief of Staff, and the Advisor of any potential attendance related issues; Maintain accurate meeting minutes for SGA Senate meetings as well as for the meetings of the Executive Board; Post minutes from Senate meetings within 48 hours of a meeting to the SGA website and distribute minutes to: o All members of SGA via the SGA listserv o Vice Chancellor for Student Affairs o Senior Director, University Center & Programs o Director, Office of Student Involvement and Leadership o SGA Advisor Meet regularly with the SGA Advisor; and Perform any other duties as assigned The SGA Treasurer is not elected, but appointed by the Student Government President and approved by 2/3 of the Senate. The minimum requirements to be selected as the Student Body Treasurer are as follows: Must have been a Senator for at least one (1) complete academic semester May not be President, Vice President, or Treasurer of any other UNCP student organization while holding the position of Student Body Treasurer. Responsibilities of the Student Body Treasurer: Accurately maintain the overall budget for the Student Government Association Review any and all funding packet requests in collaboration with the Government Operations committee chair; Present a minimum of two (2) budget reports per semester; Work closely with the SGA Advisor regarding the current SGA budget; Meet regularly with the SGA Advisor; and Perform any other duties as assigned
7 Student Government Association Staff Descriptions (continued) The Public Relations Officer is not elected, but appointed by the Student Government President and approved by 2/3 of the Senate. Responsibilities of the Public Relations Officer: Serve as a spokesperson of the Student Government Association; Provide information to The Pine Needle regarding SGA activities and events; Design any necessary materials in order to market SGA activities and events; Update and maintain all social media accounts associated with SGA; Update and maintain any information used at SGA informational tables; Update and maintain the SGA Information Board & Bulletin Board; Meet regularly with the SGA Advisor; and Perform any other duties as assigned
8 Student Government Association Senate Committees Academic and Student Affairs (ASA) This committee combines what was previously three committees (food, student issues, and academic affairs), focusing primarily on issues pertinent to student life on campus, this committee works closely with administration to promote the interests of the student body. Some key events the committee holds are Student Issues Forums and monthly Night Walks. This committee shall meet with the Vice Chancellor of Student Affairs and the Vice Chancellor of Academic Affairs regularly. Government Operations Committee (Gov Ops) A combination of what was previously Constitution and Elections, this committee will focus on editing and promoting the Student Government Constitution as well as overseeing both Fall and Spring Elections. The Government Operations Committee shall cover any SGA-related event or activity, including but not limited to General Elections, constitutional review, and budget discussions. This committee shall meet with the Student Government President and the SGA Advisor regularly. University and Community Relations Committee (UCR) The University and Community Relations Committee shall cover University and community related issues and initiatives through the SGA, including but not limited to advertising, community service, and student organization relations. This committee shall meet with the Vice Chancellor of University and Community Relations, Associate Director of Student Life, and the Student Government Public Relations Officer regularly.
