1 INSTRUCTIONS FOR FILING STATEMENT OF CANDIDACY Texas candidates for Delegate/Alternate to the 2016 Democratic National Convention must file this prescribed form, including all required information, with the Texas Democratic Party, 1106 Lavaca St Ste 100, Austin, TX THE DEADLINE TO ACCEPT THIS FORM IS 5 PM ON MAY 19 th IT MUST BE NOTARIZED! All references in this application to the website are to: It would be advisable to either hand deliver it or send it by certified mail, return receipt requested. We do not accept faxed filing forms. You may scan and the notarized form to us to: gmaxey@txdemocrats.org Delegate applications will be posted on the website in real time as they arrive. It is your responsibility to check there to confirm its posting. We will not confirm arrival by phone or inquiries. Please print or type all information and have the form notarized. Copies of the State Party Rules, including the 2016 National Delegate Selection Plan, are available on the website. The form will be rejected if not signed and notarized. Rejected applications will be posted online and will be noted. You may not make corrections to a defective Statement of Candidacy after the deadline. No additions or corrections may be made after the deadline. A Delegate or Alternate to the National Convention must pay all of their travel expenses from their own pocket. That includes: Airfare or other travel to and from Philadelphia Minimum of five nights at the hotel. Hotel costs are $479 plus tax per room per night. That roughly is $2845 dollars. (Sharing rooms is advisable. Divide this cost per person) To have the full experience, we recommend five to six nights, coming Saturday or Sunday to leaving Friday) All meals while in Philadelphia except breakfast Monday to Thursday

2 Fundraising for campaign or travel: Individual candidates are not required to file with the Federal Elections Committee, but contributions must not be corporate or union treasury funds. Contributions do count against the individual contributor s $108,200 annual limit to all federal candidates, PACs, etc. (Information may be obtained from the FEC at ) A candidate does not have to file reports with the Texas Elections Commission or County Clerk. In Texas, these are the members of the Democratic National Committee and the Texas Democratic Congresspersons. Nominations Committee On Friday, June 18, the Nominations Committee will meet to select the final four groups of s and alternates. The Committee consists of 34 s. Three are appointed by the State Chair and one is elected by each senate district caucus that occurs on the previous Friday at 3:00 p.m. The committee may consist overwhelmingly of s for one candidate because they are elected by caucuses, but understand that the s for each candidate are chosen by only the committee members aligned with that

5 candidate. Each presidential candidate has an authorized representative appointed by the candidate who will be the person working with their candidate s committee members to put together the names of chosen candidates for their candidate. The Nominations Committee s purpose is to select s that meet the affirmative action goals for traditionally underrepresented groups. These are the goals for the pool as it applies to the 251 s: Group Percent Delegates 29.2% 74 African America Asian American 5.2% 13 Hispanic 31.5% 79 Native America <.5% 1 Remainder Ang 85 LGBT 7.1% 18 Disabled 12.5% 32 Youth 21.7% 55 These percentages are applied to a total of 19 alternates: Group Percent Alternate African America 29.2% 6 Asian American 5.2% 1 Hispanic 31.5% 6 Native American <.5% 1 Remainder Angl 5 LGBT 7.1% 1 Disabled 12.5% 2 Youth 21.7% 4 The final must be exactly 50% men and 50% women to the last odd. Pledged Elected Officials and Party Officials 19 These PLEO s are selected by the Nominations Committee. They will consist of big city Democratic mayors, state senators and representatives, on other elected officials (elected in partisan and non partisan elections. Party officials are members of the State Democratic Executive Committee, County Chairs and Precinct Chairs. At Large Pledged 48 These forty eight persons are selected AFTER the district s, unpledged s, PLEO s have been selected. This is the final group used to balance the to meet

6 the affirmative action goals. Therefore, they might be overwhelmingly of one gender or ethnicity or group if that group s goal has not been met. Pledged District 145 These 145 s are elected by their friends within their senate district on Friday, June 17 th concurrent with the Senate District Caucus. Each will be issued a ballot with the candidates who have filed in their district. Male candidates and female candidates will be listed separately (unless the caucus is electing just one of either gender). In each district, Clinton state s will vote on only Clinton National Delegates and Sanders state s will vote for only Sanders National Delegates. A voting supervisor (appointed by the Authorized Representative of each candidate ) will collect and count the ballots in each district. On Saturday, the Convention as a whole will accept the Nominations Committee report. Alternates 19 The Nominations Committee selects the nineteen alternates. They must meet their own affirmative action goals. National Convention Committee Members Texas has nine representatives on each of three standing committees: Credentials, Rules, and Platform. These positions are awarded in relation to the March 1 presidential primary. Clinton authorized representative appoints six and Sanders authorized representative appoints three. They must be gender balanced to one person.
