Skubas called the regular meeting of the Winter Garden Code Enforcement Board to order at 6:15 p.m. in the Commission Chambers at City Hall. The invocation was given followed by the Pledge of Allegiance. The roll was called and a quorum was declared present. PRESENT: Chairman Joseph C. Skubas, Vice-Chairwoman Barbara Pennington, Board Members, Charlie Mae Wilder, Jeffrey Sherron. and Bradley Lomneck. Also present were Board Attorney Gayle A. Owens, City Manager Michael Bollhoefer, Code Enforcement Manager Debra Irvin, Code Enforcement Inspectors Edwin Lopez, Michael Jenkins, Raymond Lettsome, and Secretary Ana Alves. Board Members Vincent Goodwin arrived late at 6:20 pm and Henry Wright arrived late at 6:25 pm. APPROVAL OF MINUTES: Approval of minutes from regular meeting held March 4, Motion by Vice-Chairwoman Pennington to approve the minutes of March 4, 2008 as printed, member Wilder seconded, and the motion carried unanimously 7-0. HEARINGS ON STATEMENT OF VIOLATIONS PURSUANT TO NOTICES OF HEARINGS 1. Case # Dennis Larkin and Amber Larkin, 1409 Fullers Cross Rd, Winter Garden, FL Violation Cited: Sec Building Permit required, Sec Dust, dirt and control of construction site runoff. City Manager Michael Bollhoefer requested to hold off on this case because the owners were not aware of the problem. Contractor did not pass the information to the owners. 1

Story Road, Winter Garden, FL Violation Cited: Sec Housing Code Adopted, Sec Exterior Walls Building Permit Required Initial Inspection of Site Notice Left at Site Photo s taken Site Inspection New Owner Sent Notice Certified Mail Site Inspection nd Notice Sent Certified Mail Notice Received Green Card in File Site Inspection Work In Progress Case Set for CEB Observation: Replacing exterior walls without building permit. Code Enforcement Inspector Lopez presented exhibits, gave a detailed history of the case and the property is in non-compliance. Jerry Hall, homeowner for 220 W Story Rd, Winter Garden, Florida 34787, spoke in behalf of this case. Mr. Hall was not aware the building permit needs to be pulled for maintenance. Debra Irvin, Code Enforcement Manager stated a building permit needs to be pulled. Jerry Hall, owner of the property located at 220 W. Story Rd, Winter Garden, FL is in violation of the Code Ordinance of the City of Winter Garden, Florida, Sec , as set forth in the Notice of Violation dated January 3, MOTION: Member Lomneck moved in Case No that the respondents are in violation of the Winter Garden Code of Ordinances as set forth in the Notice of Violation dated January 3, The Respondents shall correct the violation within 15 days. In order to correct the violation, the Respondents shall take the remedial action as set forth in the Notice of Violation dated January 3, 2008, to wit: Obtain permits from the City of Winter Garden, repair/replace/remove-all rotten wood from exterior wall fascia, soffits, and wall towards the rear of the property. Case # Santiago Uresti & Keri Uresti, 419 Tierra Verde Lane, Winter Garden, FL Violation Cited: Sec Building Permit Required; Permit Expired Dec 15, 2007; in ground pool unfinished Complaint Received Initial Inspection of Site Door Hanger Left at Site Photo s taken Sent Notice Certified Mail Site Inspection Mail returned unclaimed Mr. Santiago visited office Applied for new permits Case Set for CEB Hearing Notice Received Green Card Observation: In-ground pool permit expired; no valid permit. Code Enforcement Inspector Jenkins presented exhibits, gave a detailed history of the case and the property is in non-compliance. Leonard B. Collins, owner of the property located at th Street, Winter Garden, FL is in violation of the Code Ordinance of the City of Winter Garden, Florida, Sec , as set forth in the Notice of Violation dated January 17, 2008, placement of prohibited signs on the property. MOTION: Member Lomneck moved in Case No that the respondents are in violation of the Winter Garden Code of Ordinances as set forth in the Notice of Violation dated January 17, The Respondents shall correct the violation on or before April 3, In order to correct the violation, the Respondents shall take the remedial action as set forth in the Notice of Violation dated January 17, 2008, to wit: Permanently remove from the property all prohibited signs.
