2 2017 Manufacturing Vote ecord Key California Manufacturing Bills The votes used in this record reflect the first time legislators voted on the substantive policy represented in a bill after having been informed of CMTA s position on the policy and its positive or negative impact on manufacturers and technology companies. In some cases, substantive amendments to the bill led to a change in CMTA s positions. The date of the vote used is noted for each bill. AB 378 (C. Garcia/E. Garcia/Holden) Cap-and-Trade Extends a diminished cap-and-trade program without industry-supported reforms designed to prevent price spikes or support continued California manufacturing operations. Vote record: Assembly Status: Failed Passage, Assembly Floor Two-Year Bill (E. Garcia) Cap-and-Trade Extension/Sales and Use Tax Exemption SUPPOT Extends California s cap-and-trade program and implements positive reforms that include 100 percent industry assistance through 2030, a price ceiling and intermediate price controls (known as speed bumps ).
