Requires a used vehicle from being labeled as certified until any necessary recall repair has been made. Requires receipt of a recall database report before renewing the registration of any such vehicle. Relates to warranty obligations. Relates to offering a vehicle as certified.

CA AB 1174 Bonilla [D] Automotive Repair Act: Violations: Regulations: Reports 02/27/ /20/2016 Senate Appropriations Committee Clarifies the specified law under which the Director of Consumer Affairs may adopt and enforce rules and regulations under the Automotive Repair Act authorizes any board, bureau or commission within the Department of Consumer Affairs to establish a system for the issuance to a licensee of a citation when the licensee is in violation. Requires related regulations. Requires posting such regulations on the Internet Web site of the Bureau of Automotive Repair. Authorizes a seller a percentage of the fee. Authorizes the establishment of such fee in amount that is sufficient to cover specified costs incurred with regulating retail sellers. Requires public hearings on the fee. Requires the maximum penalties to be adjusted for inflation. Requires the payment of a penalty for the violation of specified air pollution statutes or specified orders, rules, or regulations be a condition for the continued sale by a manufacturer or distributor of products that are subject to regulation. Increases the civil penalty per action for violations of specified provisions relating to specified transactions.

Requires a acceptance of lead-acid batteries of the same type and size sold by a dealer, matter the brand name or original dealer. Requires the collection of a refundable deposit for each such battery purchased without a trade-in of a used battery. Provides for a refund of the deposit with a battery trade-in within a specified time period. Requires a campus that receive such grant to use the funds to improve its workforce development and career technical education programs. Lists the criteria to be prioritized in the selection of industry-recognized credentials that would be eligible for program funding. Requires a related report.
