Requires a waste tire generator to pay a State regulatory tire fee. Authorizes the establishment of such fee in amount that is sufficient to costs association with regulating retail sellers. Enacts the Tire Recycling Incentive Program Act that would provide incentive payments for entities using crumb rubber.
