CA AB 193 Cervantes [D] Air Quality Program: Clean Reused Vehicle Rebates 01/19/2017 Requires the Air Resources Board to establish the Clean Reused Vehicle Rebate Project to provide rebates or other incentives for the acquisition of an eligible used vehicle, the replacement or refurbishment of a battery and related components, or an extended service warranty to cover unexpected vehicle repairs not covered by a manufacturer's warranty related to unique problems in eligible used vehicles. 01/30/2017 To ASSEMBLY Committee on TRANSPORTATION. CA AB 249 Gomez [D] Hazardous Waste: Civil Penalties 01/30/2017 Assembly Appropriations Committee Amends the Hazardous Waste Control Law which regulates the use and disposal of hazardous materials. CA AB 442 Frazier [D] Employer Liability: Small Business and Microbusiness 02/13/2017 Assembly Labor and Employment Committee Prohibits the Division of Occupational Safety and Health from commencing any enforcement action for any nonserious violation, against any employer where the employer is a small business or microbusiness, without first giving the employer written notice and providing the employer 30 days to correct the violation and assess a reasonable fee to cover its costs not to exceed a specified amount. 02/27/2017 To ASSEMBLY Committee on LABOR AND EMPLOYMENT. Concerns CA AB 509 Frazier [D] Tire Recycling: Tire Regulatory Fee Program 02/13/2017 Assembly Natural Resources Committee

5 Requires a waste tire generator that is a retail seller of new tires to pay a tire regulatory fee. Requires the Department of Resources Recycling and Recovery, prior to establishing the fee, to hold a public hearing. Repeals the Rubberized Pavement Market Development Act and instead enacts the Tire Recycling Incentive Program Act. Requires the department to establish this incentive program to make payments to entities that purchase waste tire material for incorporation in a product for sale to end users. 02/27/2017 To ASSEMBLY Committee on NATURAL RESOURCES. Concerns CA AB 582 Garcia [D] Vehicles: Emissions: Surveillance 02/14/2017 Assembly Natural Resources Committee Requires the state board to enhance its surveillance of emissions from new motor vehicles to detect defeat devices or other software used to evade the surveillance of emissions. Authorizes the state board to impose a fee on the manufacturers of new motor vehicles to cover the state board's costs associated with the enhanced surveillance. 02/27/2017 To ASSEMBLY Committees on NATURAL RESOURCES and TRANSPORTATION. CA AB 623 Rodriguez [D] Autonomous Vehicle Testing: Accident Reporting 02/14/2017 Requires an accident involving operation of an autonomous vehicle that results in catastrophic bodily injury of the death of a person to be reported to the Department of Motor Vehicles within 24 hours of occurrence.

CA AB 714 Acosta [R] Vehicles: Automatic Registration Renewal 02/15/ /20/2017 2:30 pm Requires Department of Motor Vehicles to develop and implement an opt-in, automatic vehicle registration process. Requires the department to automatically bill a vehicle owner's credit card for the renewal fee by a specified day. Requires the department to provide the vehicle owner with advance notice. CA AB 913 Gray [D] Construction Related Accessibility Claims 02/16/2017 Assembly Judiciary Committee Relates to construction-related accessibility claims. 7 02/16/2017 Employment Discrimination: Prior Criminal History Assembly Labor and Employment Committee Provides that it is an unlawful employment practice for an employer to include on any application for employment any question that seeks the disclosure of an applicant's criminal history, to inquire into or consider the conviction history of an applicant until that applicant has received a conditional offer. CA AB 1081 Burke [D] Exclusion Low-Emission Motor Vehicle Trade-In 02/16/2017 Assembly Revenue and Taxation Committee 03/27/2017 2:30 pm Relates to sales and use taxes. Excludes from the terms gross receipts and sales price the value of a motor vehicle traded in for a qualified low-emission vehicle if the value of the trade-in motor vehicle is separately stated on the invoice. Amends the Bradley-Burns Uniform Local Sales and Use Tax. CA AB 1099 Gonzalez [D] Compensation: Gratuities Assembly Labor and Employment Committee Requires an employer that permits a patron to pay for services performed by an employee by debit or credit card to also accept a debit or credit card for payment of gratuity. 8 Nonvehicular Air Pollution: Order of Abatement Assembly Natural Resources Committee Relates to the emission of air pollutants by stationary sources. Relates to an order for abatement after notice and a hearing. Authorizes the air pollution control officer to issue an order for abatement pending a hearing before the hearing board of the air district. CA AB 1141 Berman [D] Autonomous Vehicle: Freight Vehicles ASSEMBLY States the intent of the Legislature to enact legislation relating to autonomous vehicles and freight safety. INTRODUCED. CA AB 1160 Bonta [D] Autonomous Vehicles Changes the definition of autonomous vehicle to mean any vehicle equipped with autonomous technology that has been integrated into that vehicle and is operated without the active physical control or monitoring by a human operator. 03/09/2017 To ASSEMBLY Committees on TRANSPORTATION and COMMUNICATIONS AND CONVEYANCE. CA AB 1173 Harper [R] Employment: Work Hours: Holiday Season: Overtime Assembly Labor and Employment Committee Establishes an overtime exemption for an employee-selected holiday season flexible work schedule which would an employee-selected flexible work schedule providing for workdays up to 10 hours per day within a 40-hour workweek.
