12 CPEHN s Legislative Wins Language Access: SB 853 (Escutia) : Requires health plans and insurers to develop a plan to providing language assistance services to LEP consumers. SB 353 (Lieu) 2013: Requires health plans and insurers that market in certain non-english languages to translate information. AB 505 (Nazarian) 2014: Codifies thresholds for translated written documents for Medi-Cal managed care plans. AB 389 (Chau): Updates Hospital Language Assistance Policies. SB 388 (Mitchell) 2015: Translates the Summary of Benefits of Coverage according to CA thresholds. AB 1073 (Ting) 2015: Requires all California pharmacies to provide translated prescription instructions in at least 5 non-english languages. Health and the Built Environment: ACA Outreach and Education: Data Collection and Analysis: Expanding Culturally Competent Workforce AB 441 (Monning) 2012: Requires the state guidance on Regional Transportation Plans to include local projects that promote health. SB 912 (Mitchell) 2014: Eliminates the sunset on nutritional standards for food and beverages sold in vending machines on state property. AB 422 (Nazarian) 2013: Permits schools to include information about the Medi-Cal expansion and Covered California in school packets. SB 137 (Hernandez) 2015: Improves Provider Directories to ensure accurate, updated information including non-english languages spoken by providers and staff. AB 2102 (Ting) 2014: Requires certain Boards regulating health care professionals to collect demographic data. AB 1726 (Bonta) 2016 : Requires the California Department of Public Health to report detailed demographics for Asian, Pacific Islander and Native Hawaiian populations in order to identify health disparities. SB 1139 (Lara) 2016: Provides access to state scholarship and loan forgiveness for DREAMers pursuing careers in medicine.

13 State Bills 2017 SB 54 (De Leon) California Values Act: Prohibits state and local law enforcement agencies, including school police and security departments, from engaging in immigration enforcement or using any state or local resources in carrying out enforcement activities. Expands the TRUST Act by prohibiting the transfer of any individual into federal custody for deportation without a judicial warrant and instructs the Attorney General to create model policies that limit immigration enforcement on the premises of sensitive locations, including schools, hospitals, clinics and courthouses. (Assembly Judiciary Committee) SB 244 (Lara) Privacy Protection Act: Protects privacy and confidentiality of information collected by state agencies. Protects data that is collected in non-criminal databases. Generally ensures not a public record, except as required by law or court order. (Assembly Privacy & Consumer Protection Committee)

14 State Bills 2017 SB 699 (O Donnell) Protect students from overzealous immigration raids: Prohibits ICE officers from entering public schools unless they have prior approval from a principal or district superintendent (Assembly Transportation Committee) AB 291 (Chiu) Protecting Immigrant Tenants: Bars landlords from disclosing information regarding tenant s immigration status. Also prohibits landlords from threatening to report tenants to immigration authorities. (Senate) AB 450 (Chiu) Immigrant Worker Protection Act: Protects workers from immigration raids. Requires employers to ask for a judicial warrant before granting ICE access to a work site and also prevents employers from sharing confidential information without a subpoena (Senate Labor and Industrial Relations Committee)

16 The Current State of Federal Health Law The Senate Released the Better Care Reconciliation Act on 6/22 CBO score released shows 22 million Americans will lose coverage Ends the Medicaid Expansion eliminating coverage for more than 3.7 million CA adults (2.3 POC) Cuts Medicaid by $772 billion (as much as $24 billion in California) putting coverage at risk for 14 million Californians in the program. These spending cuts to grow to more than $2 trillion by 2036, according to a newly released study by the AARP. Excludes some lawfully present immigrants from continuing to receive Affordable Care Act tax credits or being able to enroll in a health plan in our state marketplace Reduces premium subsidies for moderate-income families and increases premiums for the near-elderly; Currently, 90% of the 1.5 million Californians enrolled in Covered California get financial assistance based on their income to help them afford coverage. Discriminates against people with pre-existing conditions Defunds Planned Parenthood. California s Planned Parenthood affiliates provide basic health care services for up to 850,000 lowincome Californians a year. Removes Essential Health Benefits
