1 BEDFORD PUBLIC SCHOOLS Temperance, Michigan Minutes of the June 2, 2011, Board of Education Regular Meeting The Bedford Public Schools Board of Education met for a Regular meeting at Monroe Road Elementary School. Prior to the Regular Meeting, a Reception and Recognition Program was held for this year s Retirees. The President, Dr. Tim Brakel, called the meeting to order at 7:16 p.m. Other Board Members present were Dale Barton - Secretary, Joseph Gore, Kim Hooper, Ann Myers, Michael Smith, and Shawna Smith. Also present were: Dr. Ted Magrum Superintendent, Jonathan Whan Assistant Superintendent, Instruction and Student Services, Howard Schwager Director of Human Resources & Labor Relations; Josh Dyer Chief Financial Officer; and Courtney Thomas, Student School Board Representative. There were 119 people in the audience. Call to Order Student Jackson Lamb led the Pledge of Allegiance. Mr. Hooper moved: That tonight s Agenda be adopted, as printed. Mr. Smith moved: That the Minutes of the May 26, 2011, Special Board Meeting, be approved, as printed. Mr. Smith moved: That the Minutes of the May 26, 2011, Board Executive Session, be approved, as printed. The first recognition tonight was of the High School Girls and Boys Basketball Team award winners. Dr. Magrum introduced Coach Mark German, who intoduced Ellen Hays, Ashley Sperling, Jackson Lamb, and Ryan Rightnower. Dr. Magrum talked about each student s achievements, and Dr. Brakel presented them with award certificates. They were congratulated by the Board, Administration, and audience. The next recognition was of the District s many CTE (Career Technical Education) student award winners. CTE Director Alice Murphy was introduced by Dr. Magrum, and she in turn introduced each program s coach and team members. Advisor/Instructor Brenda McCormick introduced BPA (Business Professionals of America) students: Nick Cousino, Caleb Presnell State Leadership Conference; Heather Gonring and Dennis Clifton National Leadership Conference; Jason Brobst, Nick Cousino, Caleb Presnell, Kevin Roberts, Trenton Seifert, Katelin Warner - Nation al Financial Capability Challenge; and Trent Szkutnik and Jenna Vandeputte DECA Top Ten in State. Instructor Charles Sanecki intoduced students Timothy Gibson and Nicholas Russ Ford AAA Auto Skills Competition. Instructor/Advisor Paul Cook intoduced students Chad Miller and Dustin St. Aubin Michigan Skills USA Overall Machining 2 West Regional Competition; followed by students Chad Miller, Dustin St. Aubin, Amber Schutt, and Matthew Walling Michigan Industrial Technology Educaiton Society (MITES) Competition winners. Lastly, Mrs. Murphy recognized Amber Schutt, who is the First Recipient of the new Bedford High School Machine Technology Scholarship. All of the students were presented with award certificates by Dr. Brakel, after which all the groups were congratulated by the Board, Administration, and audieince. The last group recognized tonight was the four Student School Board Representatives Sydney Cooper, Omnia Farah; Brittany Miller, and Courtney Thomas. Dr. Magrum thanked all of them for their participation and dedication this year, the students who were able to be here tonight were awarded certificates by Dr. Brakel, and congratulated by the Board, Administration, and audience. Public Commentary was heard from Randy Alcock regarding the Custodians Contract and sacrifices made by employees, and Kevin Wexler regarding the Advertising & Naming Rights Agreement for the Football Field at Bedford Community Stadium. Mr. Barton reported on Correspondence received. Reports were given by the Liaisons to Bedford Community Recreation Board and Summerfest; Bedford Township Government, for the Legislative Relations Network, the Monroe County School Board Association, the Policy Committee, and by the Student School Board Representative. Dr. Magrum introduced Jennifer Earl, Director of Instructional Technology, who presented the District s Technology Plan. - Recognition of CTE Award Winners (continued) - Recognition of Student School Board Representatives Public Commentary Board Correspondence Board Reports Superintendent s Report - Year End District Technology Report Mrs. Earl began by expressing her deep appreciation to everyone for supporting our schools by helping get the Technology Millage renewed last month and the fact that it passed at a three to one margin. She then went on to highlight just some of the many things happening in our District. Mrs. Earl gave examples of current technology innovations. The first, Grade Report, is an electronic report card being used at the elementary level. This tool helps our teachers to teach and evaluate students, as well as provides a much more efficient way for them to report grades. This, in turn, helps our students and their parents.

3 Minutes of the June 2, 2011 Board of Education Regular Meeting Page 3 of 8 Ms. Earl went on to explain a new program from Pearson (who makes many different programs and has retired some programs). The new Limelight program provides a wealth of data on specific tests including categorizing information in a multitude of ways. Examples include by item (by question); a standards assessment (showing levels of proficiency); by benchmarks which fall into specific categories. Results include the use of graphs, tables, and a tree. Ms. Earl explained that showing assessment by test question, for example, helps the teachers to see exactly what questions the students did and did not do well on. The new system is a tremendous aid to our teachers to help the students do better through analyzing and using all the information provided. Superintendent s Report - Year End District Technology Report (Continued) The next project discussed was replacing the District s inkjet printers with laser printers, which resulted in cost per copy reduced from 40 cents per page to 1 cent per page and also provides a great cost savings in ink and toner. Ms. Earl discussed how technology has enabled our students connect all around the world, through skyping, and other methods. One example showed a Pulizer Prize winning picture of a young girl who was napalmed during the Viet Nam war. Despite the odds, the girl, whose name is Kim Fook, survived. Now a young woman, she spoke with our Junior High School students this past year regarding this important time in American history. The final portion of the presentation showed an 8 th Grade Technology assessment, which demonstrated that, since 2007, Bedford students have significantly progressed each year in their technology knowledge, Ms. Earl ended by presenting summer projects, which include installation of computers in district media centers and various labs, replacing the SHS mobile labs with net books; and installing new interactive projectors in many areas. She pointed out that the Technology Department has one more year on our current Plan and millage; and that she will be bringing a revised Technology Plan next June for A question and answer period followed. Mr. Whan presented the Instruction Item. Mr. Hooper moved: That the Motion for Instruction Item 1, be adopted, as recommended. Instructional Item Approve Instruction Item 1 The motion approved under the Instruction Items was: That the Bedford Board of Education, pursuant to Board of Education Policy #8350 Student Suspension and Expulsion, concurs and approves of the Expulsion Recommendation of the Student identified in Jonathan Whan s Memorandum dated June 1, 2011, as recommended. - Approve Student Expulsion

4 Page 4 of 8 Mr. Schwager presented the Personnel Items Mrs. Smith moved: That the motions for Personnel Items 1 through 3, be adopted, as recommended. Personnel Item Approve Personnel Items 1 through 3 The motions approved under the Personnel Items were: That the retirements of: Warren Hunt, effective July 1, 2011; Kathryn Knackstedt, effective July 1, 2011; and Carol Stacy, effective July 1, 2011; be acknowledged, as recommended. That the resignations of: Sarah Albring, effective April 20, 2011; and Kasey Swade, effective April 20, 2011; be accepted, as recommended. That teacher tenure status for: Tara Dunnigan, effective 8/31/2007; Sarah Nigh, effective 8/31/2007; Ashley King, effective 8/30/2007; Melissa Kurek, effective 8/29/2007; Jeremy Snyder, effective 8/24/2007; and Lora Currie, effective 7/20/2007; be acknowledged, as recommended. Mr. Dyer presented the Operations Items. Mr. Barton moved That the motions for Operations Items 1 through 4, be adopted, as recommended. - Acknowledge Certified Retirements - Accept Certified Resignations - Acknowledge Teacher Tenure Operations Items Approve Operations Items 1 through 4 The motions approved under the Operations Items were: That the Public Hearing on the proposed Bedford Public Schools Budget be set for 7:00 p.m. on Thursday, June 23, 2011, at Monroe Rd. Elementary School, and that the administration be directed to publish all notices required by law, as recommended. That the Michigan High School Athletic Association Membership Resolution, be adopted, as recommended. That the renewal of the District s membership in the Michigan Association of School Boards, for the school year, at a cost of $6,584.00, be authorized, as recommended. - Set Date for Budget Hearing - Adopt MHSAA Membership Resolution - Authorize District MASB Membership

5 Page 5 of 8 Approve Operations Items (continued) That the President and Secretary of the Bedford Public Schools Board of Education authorize and order the Treasurer to disburse from the General Fund as of May 31, 2011, Payroll in the amount of $ 2,629,280.56, Accounts Payable in the amount of $ 1,074,308.75, for a total disbursement of $ 3,703, ; that the Financial Reports be placed on file for audit; and that the following General Fund book balances at the authorized banks shown below be approved as of May 31, 2011: - Approve Bills for Payment, Depository Balances, and Placing Financial Reports on File as recommended. Key Bank $ 4,207, MB&T 190, Flagstar CD /3 Bank 7, $ 4,405, Dr. Magrum explained the Consideration of Authorization to Approve Advertising and Naming Rights Agreement with GrogansTowne. He summarized that, over the next 12 years, the district will receive $264,000 which it will use for paying the stadium loans, along with the amounts paid by the Bedford Alumni Association. He also explained that this agreement was endorsed by the Alumni Association, and it entails advertising in the football stadium and is necessary thing during these times. He also thanked Grogan s Towne for their patience and cooperation. Mr. Smith moved: That the Advertising and Naming Rights Agreement for Bedford Community Stadium, between Bedford Public Schools and Grogan s Towne Chrysler Jeep Dodge Ram, having been considered for three meetings, as required by Board Policy #4750, be approved, as recommended. Mr. Gore Supported the motion. Discussion followed A roll call vote was taken: Mr. Barton yes, Dr. Brakel yes, Mr. Gore yes, Mr. Hooper yes, Mrs. Myers yes, Mr. Smith yes, and Mrs. Smith no. Advertising & Naming Rights Agreement for Bedford Community Stadium Motion to Approve Agreement Discussion Resolution Adopted 6-1 Motion carried 6-1, with Mrs. Smith voting no. Dr. Magrum explained the Resolution regarding the Monroe County ISD Board elections, explaining that two people are running for two positions, and, by law, the Bedford Board of Education must pass a resolution; designate a representative to vote for them; and also designate who they are voting for. Resolution Regarding Monroe Co. ISD Elections Dr. Brakel explained that he will be serving as the Board Representative, and named the two candidates the Board will be voting for.

6 Page 6 of 8 Mr. Hooper moved: That the Resolution to Delegate Dr. Tim Brakel as its Representative for the Monroe County Intermediate School District Board Election; Identifying Charlene Jenkins and Dale DeSloover as its Chosen Candidates; and Directing the Representative to Vote for the Identified Candidates, be adopted, as recommended. Mr. Smith supported the motion. Discussion followed A roll call vote was taken: Mr. Barton yes, Dr. Brakel yes, Mr. Gore yes, Mr. Schwager explained the Bedford Para Professional Association Contract. Mr. Smith moved: That the Bedford Para Professional Association MEA/NEA Contract, for the period effective July 1, 2010 through June 30, 2013, be ratified, as recommended. Mrs. Smith supported the motion. Discussion followed. A was taken: Mr. Barton yes, Dr. Brakel yes, Mr. Gore yes, Motion to Adopt Resolution Delegating Representative for the ISD Board Election, and Appointing Representative Motion Carried 7-0 Motion to Ratify BPPA Contract for July 1,2010 through June 30, Motion Carried 7-0 Mr. Schwager presented the Custodians Association Contract. Mrs. Smith moved: That the Bedford AFSCME Local 2071 Custodial Unit Contract, for the period effective July 1, 2010 through June 30, 2013, be ratified, as recommended. Mr. Smith supported the motion. Discussion followed. A was taken: Mr. Barton yes, Dr. Brakel yes, Mr. Gore yes, Mr. Barton, Policy Committee Chair, explained the Policy Items. Mr. Barton moved: That Revised Policy #3150 Budget Fund Balance, be read for the first time. Motion to Ratify Custodians Assoc. Contract for July 1, 2010through -June 30, Motion Carried 7-0 Policy Items Motion for First Reading of Revised Policy #3150 Mr. Hooper supported the motion. There was no discussion.

Mrs. Myers supported the motion. There was no discussion. A was taken: Mr. Barton yes, Dr. Brakel yes, Mr. Gore yes, Public Commentary was heard from Robin Perry regarding the Para Professionals Association Contract and budget cuts; and Randy Alcock regarding the Custodians Association Contract and the participants in future negotiations. High School Principal Scott Stalker, on behalf of all the principals, congratulated tonight s retirees; commended the students; reported the many activities happening throughout the district including the special Smith Rd. Elementary celebration and the Monroe Rd. Elementary Carnival; reminded everyone that this Sunday is Commencement at the University of Toledo; and thanked everyone for a great year. Policy Items (cont d) Motion Carries Motion for First Reading of Revised Policy #3610 Purchasing Goods and Services Motion Carries Public Commentary Announcements and Comments from Administration Dr. Magrum acknowledged Mark German, Athletic Director, for his hard work to bring the Grogan s Towne agreement to fruition; thanked Mary Estes for her work on tonight s reception and recognition for the retirees (and that they appreciate it); noted that he is looking forward to this Sunday s Graduation ceremony; and thanked the Board Members for all their hard work and efforts. Mr. Barton said thank you and congratulations to all our retirees for the many years of service they ve given our schools. Mr. Gore welcomed Grogan s Towne; thanked tonight s unions for settling their contracts; expressed hope that the snowball is now rolling; commented on his anticipation for this Sunday s Graduation Ceremony; and congratulated all the Seniors. Announcements and Comments from Board Members Mr. Hooper thanked all the retirees who have given so many years to our students; commented that our employees (both past and current) give a lot; remarked that his wife is going to retire from her teaching position so he recognizes how much teachers give; commented that he works with bus drivers daily, and knows how much they do for our children; thanked Sherry Farnan and everyone at Jackman Rd. Elementary for the fun time he (as adopted member ) and his granddaughter experienced during their building visit; and commented how impressed he was with the atmosphere there.

8 Page 8 of 8 Mrs. Myers congratulated tonight s retirees and students; thanked the Para Professionals and Custodians for their sacrifices; and thanked Mrs. Estes for all she does. Announcements and Comments from Board Members (continued). Mr. Smith commented that he hoped our government representatives stop demonizing teachers and public employees that when you look at the wonderful students we have, it shows the employees are providing the best; commented that our students are prepared to go from high school to everything from college to apprenticeship programs; remarked that education is an investment, and everyone has stepped up to the plate; and thanked the employees and retirees. Mrs. Smith thanked the retirees; thanked the Para Professionals and Custodians for stepping up to the plate; thanked our school system, explaining that she moved here in 1992 (when her oldest was just starting school) because of our District s reputation and a visit to SRE and Dr. Moyer convinced her; said that her sons have been all the way through the school system, and she can t thank the administrators, teachers, and everyone enough for being so caring and helpful. She ended by commenting that everyone has wanted nothing but to see the kids be successful, and thanked everyone for all they did for her children. Dr. Brakel congratulated this year s retirees wishing them the best in their retirement; thanked the two unions tonight for their concessions and the work they have done; commented that he worked during his student years in the custodial field and can appreciate all their hard work; said how much he was looking forward to commencement; congratulated the graduating Seniors and expressed best wishes for them as they embark on their careers; and commented that, in addition to Flag Day, we have real diversity by celebrating Juneteenth (which is the anniversary of total elimination of slavery in this country 2 years after the Emancipation Proclamation.
