Call to Order (Phyllis Smith, President) Ms. Smith called the regular meeting to order at 9:05 a.m. II. III. Approval of Meeting Minutes (Smith)(Appendix 1) Ms. Smith stated that the draft minutes from the May 12, 2017 regular meeting and Truth in Taxation Hearing appear in Appendix 1 and called for a motion. Julie Bare moved, Judy Selberg seconded, to approve the draft minutes from the May 12, 2017 regular meeting and Truth in Taxation Hearing as they appear in Appendix 1. Without further discussion, the motion carried 5-0. V. Audience of Any Citizen (Smith) [NOTE: This is an opportunity for any citizen to address the Board on any matter of concern to the citizen. The Board will listen to the remarks, but may not respond or answer questions. Unless the matter is already on the agenda for action, no action can be taken other than to instruct staff to include the matter on a future agenda. The president of the Board may limit the time for individual presentation and may limit the total time for all presentations. Citizens wishing to comment will be limited to one opportunity to speak. If a citizens group wishes to speak on the same subject, 1

2 the group should choose a representative to deliver the message. The Chairperson may set a limit for organized group presentations and may set limits for each side when many persons request to speak on an agenda item. During Interactive Television (ITV) meetings, the chair will query each campus for those who wish to speak.] The chair queried each campus individually. There were no citizens wishing to address the Board. VI. Board Reports (Smith) A MCCCDGB Meeting Dates (Smith)(Appendix 2) Ms. Smith stated that per MCC Policy 1.075, eight regular meetings of the Board shall be held on dates designated at the June Board meeting for the ensuing fiscal year. A list of potential meeting dates is provided in Appendix 2. Judy Selberg moved, Vance Miller seconded, to approve the Mohave County Community College District Governing Board regular meeting dates as they appear in Appendix 2. Without further discussion, the motion carried 5-0. B. Arizona Association of District Governing Boards Report (Smith) Two cancelled meeting, June meetings rescheduled. August report. GISS updates? Not finalized the dates. DNO insurance? In progress. VII. President s Report (Dr. Michael Kearns, President) A Manager s Year End Report (Kearns)(Appendix 3) The manager s year-end report is provided in the Appendix. The reports reflect a collaborative effort by entire units and not individual efforts by managers. Contains rationale, mangers gather information throughout the year, challenging citizens, posted online, how the money is spent. Thanks manager. B. Federal Budget Impact on Financial Aid (Heather Pantenaude, Director of Financial Aid)(Appendix 4) On May 23, 2017 the executive office released its full spending proposals, which detail the president's proposals for the higher education budget, including federal student aid. Pell Year Round (2000) SEOG Grant (400), on top of Pell Heather confused students, deter? PS. HP: communication Work Study: base guarantee and fair share amount. 75%/25% Direct Loan Program: Subsidized no interest while enrolled ½. Changes to interest immediately. Increase risk of default. JS: incentive to subsidizing interest? Stay here we pay. MJK: a point college can t pay back student loans. Wait for final regulations. 2

3 Repayment: public service loan forgiveness (10-years of timely repayment), Consolidating income driven repayment. Confusing to student getting the right information. MJK: proposed, research impact of loss of work study students. College work study money available. JS: businesses to subsidize? Restrictions on how? C. AZ Community College State-Level Council Reports (Kearns) Monthly report from the meetings of Arizona Community Colleges Coordinating Council and other higher education groups of Arizona. Meeting today. Annual meeting obligations. D. Legislative Update (Kearns)(Appendix 5) Monthly update of state and federal legislative issues effecting Mohave Community College. Session wrap up report. Michigan legislation allowed guns on campus U of Michigan challenged and won. E. State Budget Update (Kearns)(Appendix 6) Monthly update on revenue collections and other fiscal issues. F. Update of Current Events (Kearns) Stephen Eaton chief academic officer. NMC final plans, tomorrow, budget 10 days, groundbreaking July. Maybe move during Spring Break (Nursing). Better pricing not as busy. VIII. Financial Services (Sonni Marbury, Dean of Business Services) A. Audit Services (Marbury) At a meeting with the Auditor General on May 22, 2017 to review the audit services RFP for 17/18, it was determined the successful proposal will be awarded to Snyder & Butler CPAs out of Gilbert, AZ. The annual cost for the next 3 years is $29,200. B. South Point Energy Center v. Arizona Department of Revenue Update (Marbury) On May 15, the Mohave County Board of Supervisors held a closed session to receive guidance and consider avenues for potentially resolving litigation impasse in South Point Energy Center, L.L.C. v. Arizona Department of Revenue and Mohave County. No action was taken. 2.3 million (MCC) Hildy Angus, Mike Hendrix. Nationwide precedent. Moving onto tribal land. MJK: in lieu of taxes G-Plat (?) 3

4 C. Monthly Financial Report (Marbury)(Appendix 7) The College s monthly financial report for the month ending May 31, 2017 is presented in the Appendix. 90% of budget. Surpassed budgeted credit houses 71K+ IX. Administrative Services (James Malm, Executive Vice President) A. Automotive Service Technology Fees (Malm) The transition of the automotive program has required the generation of new course codes and titles. This list represents the 8 courses that have fees attached that will need to be included in the fee schedule. All previous courses will also need to be removed for the catalog.
