1 MINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF COUNTY SANITATION DISTRICT NO. 2 HELD AT THE OFFICE OF THE DISTRICT November 8, :30 o clock, P.M. The Board of Directors of County Sanitation District No. 2 of Los Angeles County met in regular session. The Secretary called upon the following speakers: Mr. Mohamed Bina, Engineering Department, Senior Engineer. Mr. Earl Hartling, Technical Services Department, Recycling Coordinator. Written speakers notes were submitted to the Secretary and are attached as well as on file. C O N S E N T A G E N D A Upon motion of Director Zurita, duly seconded and unanimously carried, the Consent Agenda was approved as follows: RE: MINUTES RE: DISTRICT EXPENSES The minutes of the regular meeting held October 25, 2017, were approved. The following expenses for the month of August 2017 were presented and approved: Local District Expenses: Operations & Maintenance (O & M) Capital $ 191, , District No. 2 s Share of Allocated Wastewater Expenses for O & M and Capital: Joint Administration 318, Technical Support 496, Joint Outfall 1,661, DOC: District No. 2; Book 55; November 8, 2017; RM; Page 1 of 3

2 Solid Waste System Expenses: Operations & Maintenance 12,394, Allocated Expenses 788, Capital 2,671, Stormwater Expenses: Operations & Maintenance 183, Total Expenses $18,836, Previously reported estimated expenses were conservative and within reason. RE: LEGAL SERVICES PAYMENT AND REIMBURSEMENT OF EXPENSES ADVANCED An invoice dated October 18, 2017, from Lewis Brisbois, Bisgaard & Smith LLP, in the amount of $175,698,26 for professional services rendered and reimbursement of expenses advanced in various Districts matters during the month of September 2017, was approved, and the Chief Engineer and General Manager was authorized to have a warrant drawn in full payment of the invoice, the charges to be distributed to the affected Districts. RE: WASTEWATER MANAGEMENT SAN JOSE CREEK WATER RECLAMATION PLANT POWER DISTRIBUTION SYSTEM MODIFICATIONS - SOUTHERN CONTRACTING COMPANY CONTRACT NO EXECUTE R E G U L A R A G E N D A A proposed contract, Contract No. 5064, executed by Southern Contracting Company for construction of the San Jose Creek Water Reclamation Plant Power Distribution System Modifications in the amount of approximately $17,005,000 was presented. Surety bonds executed by Travelers Casualty and Surety Company of America, for faithful performance and payment, both covering 100 percent of the contract amount, dated October 25, 2017, were filed with the Secretary to the Board and found to be sufficient. This item is consistent with the Districts Guiding Principles of commitment to operational excellence and protection of facility assets through prudent maintenance programs. A recommendation was made to order executed the proposed contract. Upon motion of Director Zurita, duly seconded and unanimously carried, the Board of Directors of County Sanitation District No. 2 of Los Angeles County found and determined that it would be to the advantage of the District to enter into a contract with Southern Contracting Company for construction of the San Jose Creek Water Reclamation Plant Power Distribution System Modifications in the amount of approximately $17,005,000, as set forth in the contract and under terms and conditions contained therein. All of the terms and conditions of the contract, Contract No. 5064, dated October 25, 2017, were accepted, and the Chairperson and Secretary were authorized to execute the contract on behalf of the District. RE: WASTEWATER MANAGEMENT Flow monitoring services for the Joint Outfall System WET WEATHER FLOW MONITORING are necessary to better define flow dynamics and SERVICES - AUTHORIZE ISSUANCE OF determine system capacity. These services are for PURCHASE ORDER TO ADS monitoring flows in sewers that are reaching capacity ENVIRONMENTAL SERVICES over the upcoming wet weather season. Although Districts staff perform this work routinely, additional resources are necessary to complete the flow monitoring work for this upcoming wet weather season. Seven proposals were submitted in response to the Districts solicitation, and the proposal by ADS Environmental Services offered a technically superior approach to perform the necessary flow monitoring work at a competitive price. This item is consistent with the Districts Guiding Principles of commitment to operational excellence and fiscal responsibility. A recommendation was made to authorize the Chief Engineer and General Manager, in her capacity as Purchasing Agent, to issue a purchase order to ADS Environmental Services in the amount of approximately $199,000 for wet weather flow monitoring services. Upon motion of Director Andrews, duly seconded and unanimously carried, the Purchasing Agent was authorized to issue a purchase order to ADS Environmental Services for for wet weather flow monitoring services, at a cost of approximately $199,000.
