PUBLIC COMMENT Pursuant to Government Code Section Downey resident Bill Minasian congratulated the District on the architectural upgrades completed in the lobby of the Administration Building. 3. APPROVE AWARD OF CONTRACT FOR WELL PROFILING SERVICES Associate Engineer Charlene King provided the report. She reminded the Committee that on October 19, 2017 the Board of Directors approved the Request for Proposals for the well profiling services. Discussion followed. The Groundwater Quality Committee unanimously recommended the Board of Directors authorize the General Manager to execute an agreement with Intera Inc., subject to approval as to form by District Counsel, for an amount not to exceed $340,000 for well profiling services. This will be on the agenda as a regular item for review and approval at the Board of Directors meeting. 4. AUTHORIZE CONTRACT AMENDMENT NO. 6 WITH KENNEDY COMMUNICATIONS Ms. King stated that this is a request for a three year extension, and the cost is reimbursable through the grants. Discussion followed. The Groundwater Quality Committee added an amendment to the recommendation and unanimously recommended that the Board of Directors authorize the General Manager to execute Contract Amendment No. 6 with Kennedy Communications for Page 1 of 3 Packet Page 4 of 21

AUTHORIZE RELEASE OF A REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL LABORATORY SERVICES The Groundwater Quality Committee unanimously recommended that the Board of Directors authorize the preparation and issuance of a Request for Qualifications for Professional Laboratory Services. This item will be on the Consent Calendar of the next Board of Directors agenda for review and approval. 6. APPROVE NO COST TIME EXTENSION WITH KEH & ASSOCIATES, MNS ENGINEERS, AND TETRA TECH FOR THE SAFE DRINKING WATER DISADVANTAGED COMMUNITIES PILOT PROGRAM Ms. King provided the report. The Committee requested that staff come back with a breakdown of fees being charged to the District. Discussion followed. The Groundwater Quality Committee unanimously recommended that the Board of Directors authorize the General Manager to execute a no cost time extension contract amendment with KEH & Associates, MNS Engineers, and Tetra Tech for professional services related to the Safe Drinking Water Program & Disadvantage Communities Pilot Program, extending the term to April 2, 2019, subject to approval as to form by District Counsel. This item will be on the Consent Calendar of the next Board of Directors agenda for approval. 7. AUTHORIZE EXECUTION OF MEMORANDUM OF UNDERSTANDING WITH THE LOS ANGELES REGIONAL WATER QUALITY CONTROL BOARD TO WORK COLLABORATIVELY ON GROUNDWATER CONTAMINATION ISSUES IN THE CENTRAL BASIN AND WEST COAST BASIN Senior Hydrogeologist Brian Partington provided the report. Discussion followed. The Groundwater Quality Committee unanimously recommended that the Board of Directors authorize execution of a Memorandum of Understanding between the District and the Los Angeles Regional Water Quality Control Board to work collaboratively on groundwater contamination issues in the Central Basin and West Coast Basin, subject to approval as to form by District Counsel. This will be on the agenda as a regular item for review and approval at the Board of Directors meeting. 8. SAFE DRINKING WATER OUTREACH UPDATE Mr. Brown stated that he and Maria Kennedy are researching best possible dates for the Bell Gardens press release and public relations opportunity. ENVIRONMENTAL SITES REVIEW Mr. Partington provided reviews for Montrose Chemical Superfund Site and Del Amo Superfund site, which are both located in the City of Los Angeles. Discussion followed. DIRECTORS REPORTS, INQUIRIES, AND FOLLOW-UP OF DIRECTIONS TO STAFF Director Katherman began the discussion regarding the Brackishwater program and asked that staff move forward with it and bring back a status report to the Groundwater Quality Committee meeting next month. He also requested that staff reach out to Inglewood regarding Safe Drinking Water well profiling. Chief Hydrogeologist Ted Johnson reported that the Colorado School of Mines final results for the research project will be in approximate 16 weeks. 12. SAFE DRINKING WATER PROGRAM LYNWOOD WELL 11 TREATMENT PROJECT REJECT ALL BIDS Associate Engineer Charlene King reported on the request to reject all bids for the Lynwood 11 Treatment Project. Discussion followed. The Committee requested that staff research skid-mounted portable treatment systems and bring back results to the Groundwater Quality Committee meeting next month. The Groundwater Quality Committee unanimously recommended that the Board of Directors reject all bids received for the Lynwood Well 11 Treatment Project and authorize release of a new Request for Bids (RFB) for the Lynwood Well 11 Treatment Project. This item will be on the Consent Calendar of the next Board of Directors agenda for approval. 8. SAFE DRINKING WATER PROGRAM - DISADVANTAGED COMMUNITIES OUTREACH PILOT PROGRAM UPDATE Ms. King provided the report. Ms. King reported that she and Maria Kennedy had drafted a letter they are working on with legal counsel, which they shared with the Committee. The letter is addressed to the City Manager of the City of Bell Gardens from WRD Board President John D. S. Allen, which included language that WRD will no longer be a part of the project should they reject continued utilization of WRD services for their reservoir project. Discussion followed. Ms. King continued with her update. Assistant General Manager Ken Ortega presented a draft Water Quality Action Plan to the Committee. Ms. Kennedy reported that Sativa passed a resolution to hand over the lead on their Safe Drinking Water Disadvantaged Communities Outreach Pilot project to WRD at their Thursday Board meeting. Discussion followed. The Committee requested that staff and Maria Kennedy send letters requesting support and listing priorities to several high-ranking government officials regarding application assistance for further grant and loan funding for Sativa s solutions to water quality issues. AWARD OF CONTRACT FOR SAFE DRINKING WATER CA AM ARLINGTON WELL TREATMENT PROJECT WRD Associate Engineer Charlene King explained that the Committee was being asked to reject the bid submitted by Mocon, although they were the low bid, due to the company not responding properly to requests and not during the bidding process. She said the rejection was supported by construction legal counsel Kevin Collins of Alston and Bird for those reasons. Discussion followed. Upon a motion duly made by Director Katherman, seconded by Committee Chair Allen and unanimously approved, it was RESOLVED: The Groundwater Quality Committee recommended the Board of Directors: (1) Reject the bid from Mocon Corporation; and (2) Award the construction contract to Pacific Hydrotech Corporation for an amount not to exceed $2,065,300 plus a 15% contingency, for a total of $2,375,300 for the CA AM Arlington Well Treatment Project. The Committee Chair began the discussion regarding a letter to the District from the City of Bell Gardens asking for autonomy in the well program. He suggested that the District enforce standard involvement across all parties going forward. Discussion followed. The Committee agreed that policy must be established for how involved WRD should be with the entities they work with on the grants, if at all after the grant applications are accepted and awarded. Discussion followed. Maria Kennedy of Kennedy Communications stated that she plans to have a discussion with the State about having the grant funds forwarded directly to WRD. The Committee requested that staff bring this discussion to the Groundwater Quality Committee to develop a policy with respect to grants and then take it to the WRD Board of Directors. The Groundwater Quality Committee received and filed the report. 5. SAFE DRINKING WATER OUTREACH UPDATE Manager of External Affairs Pete Brown reported that he is working with Ms. Kennedy on some upcoming groundbreaking ceremonial events, specifically in Huntington Park, possibly late August or early September. He said that he is working on how to create a narrative with numbers on how much support and improvement of smaller local communities and their water quality WRD has provided. Mr. Brown reported that there have been meetings with County Supervisors regarding Sativa and discussing the Sativa story of how the District has financially improved and supported them in obtaining good, quality water. He stated that he is also working on a press release or news story that would be a Maywood follow up story. Discussion followed. Mr. Brown provided an update on the status of the Sativa brown water issues. Discussion followed. The Groundwater Quality Committee received and filed the report. 6. 15 Meeting Date: 9/11/2018 Item No. 6 Page 1 of 2 MEMORANDUM ITEM NO. 6 DATE: SEPTEMBER 11, 2018 TO: GROUNDWATER QUALITY (GWQ) COMMITTEE FROM: ROBB WHITAKER, GENERAL MANAGER SUBJECT: SAFE DRINKING WATER PROGRAM AND DISADVANTAGED COMMUNITIES OUTREACH PILOT PROGRAM UPDATE SUMMARY The District administers the Safe Drinking Water Program (SDWP) which provides grant or loan assistance to basin pumpers for wellhead treatment to remove contaminants and improve water quality. The Grant Program provides treatment for removing groundwater contaminants from man-made sources (e.g. Volatile Organic Compounds); whereas the Loan Program provides 10-year, zero-interest loans for providing water treatment to remove unacceptable levels of contaminants from natural sources (e.g. iron, manganese, and arsenic). In 2016, the District approved three wellhead treatment projects as part of the Safe Drinking Water Program: California American Water Arlington Well, Huntington Park Well 15, and Lynwood Well 11. The wellhead treatment system at all three wells will consist of a complete granular activated filtration system built within the boundaries of the existing well sites owned and operated by the water systems. All three projects are now in the construction phase. In addition, as part of Assembly Bill No. 240, the District was designated to manage and implement a water quality improvement project in the City of Maywood. The appropriated funds were assigned to the Maywood Avenue Wellhead treatment project for iron and manganese removal. The Maywood Avenue Wellhead treatment project is currently in the bid phase. The bid opening is scheduled for September 25, 2018 at 2:00pm. 1 Packet Page 15 of 21

16 Meeting Date: 9/11/2018 Item No. 6 Page 2 of 2 Safe Drinking Water Pilot Program As an extension of the District s Safe Drinking Water Program, the District approved the creation of the Safe Drinking Water Disadvantage Communities (DAC) Pilot Program. The goal of this program is to assist water systems located in disadvantaged communities within the District s service area with state and federal funding to address the issues related to their drinking water wells. The focus of the program is to provide technical assistance and extensive outreach to help the systems secure funding that is set aside specifically for disadvantaged communities. Currently there are nine water systems participating in the program and receiving assistance: City of Bell Gardens, City of Compton, City of Huntington Park and City of Lynwood, Maywood Mutual Water Company No. 1, Maywood Mutual Water Company No. 2, Maywood Mutual Water Company No. 3, Sativa LA County Water District and Tract 180 Mutual Water District. Safe Drinking Water Program Outreach Efforts Outreach efforts continue as staff is preparing follow-up outreach to cities, particularly disadvantaged communities, to schedule presentations for upcoming city council meetings to further explain WRD s programs. As part of its Groundwater Contamination Prevention Program, WRD established the Central and West Coast Basin Groundwater Contamination Forum, a data-sharing and discussion forum with key stakeholders that include various cities, water purveyors, the United States Environmental Protection Agency (EPA), California Department of Toxic Substances Control (DTSC), Los Angeles Regional Water Quality Control Board (RWQCB), State Water Resources Control Board Division of Drinking Water (DDW), United States Geological Survey (USGS), and California Department of Water Resources (DWR). In 2005, the stakeholders drafted and signed a Memorandum of Understanding ( MOU ) agreeing to meet regularly and share data on major groundwater contaminated sites within the Central Basin and West Coast Basin. WRD acts as the meeting coordinator and data repository/distributor, helping stakeholders to characterize the extent of contamination to identify pathways for contaminants in shallow aquifers to reach deeper drinking water aquifers and develop optimal methods for remediating contaminated groundwater. The overall purpose of the Forum is to expedite the cleanup of these major contaminated sites in the basins. With the cooperation and support of all stakeholders in the Groundwater Contamination Forum, WRD developed a list of high-priority groundwater contaminated sites ( environmental sites ) located within the District. This list is a living document, subject to cleanup and closure of sites, as well as discovery of new sites warranting further attention. Ranking criteria are used to evaluate each site based on its location in the basins, the type, magnitude, and extent of contamination present, and the regulatory, site assessment, and remediation status. Based upon the review of each high-priority 1 Packet Page 18 of 21

19 Meeting Date: 9/11/2018 Item No. 8 Page 2 of 4 site, numerical points ranging between 0 and 20 are assigned to the following nine criteria, with higher points given for a greater risk to the deeper aquifers used for water supply: 1. Site location and hydrogeology Is the site located within the Los Angeles or Montebello Forebays? 2. Distance to nearest groundwater production well Are groundwater production wells located near the site? How far are the production wells, if any, from the site? What is the status of any production wells located near the site (active, inactive, or unknown)? 3. Depth to shallowest water-supply aquifer beneath site Has contaminated groundwater from releases at the site migrated vertically to regional aquifers, if at all? 4. Concentration of contaminants detected in on-site (Criteria 4a) and off-site (Criteria 4b) groundwater Are the concentrations of contaminants in groundwater greater than regulatory levels? Which regulatory levels are exceeded? By how much are the regulatory levels exceeded? 5. Fate and transport of properties of contaminants detected in groundwater Are the contaminants in groundwater, if any, sufficiently mobile to migrate laterally or vertically from the site? 6. Presence of contaminants in nearby water supply wells Have water supply wells in the vicinity of the site, if any, been impacted, or potentially impacted, by contaminants released at the site? 7. Status of site characterization with respect to groundwater contamination Has the lateral (Criteria 7a) and/or vertical (Criteria 7b) extent of contamination at the site been adequately investigated to evaluate impacts, or potential impacts, upon regional aquifers? 8. Status of site remediation with respect to soil and groundwater contamination Have remedial activities been implemented for soil contamination at the site to mitigate impacts to the underlying groundwater (Criteria 8a)? Have remedial activities been implemented at the site to address on-site (Criteria 8b) and/or off-site (Criteria 8c) groundwater contamination? Have groundwater remedial activities been effective at mitigating contamination at the site? 9. Stage of regulatory agency involvement Is the responsible regulatory agency (or agencies) for the site directing the progress of site assessment to remediation in an effective and timely manner? 2 Packet Page 19 of 21

20 Meeting Date: 9/11/2018 Item No. 8 Page 3 of 4 WRD revisited the list of high priority sites and updated the ranking for each site to reflect current conditions with the assistance of our as-needed environmental consultant Aquilogic Inc. The sites were then divided into two categories; Category 1 and Category 2. Sites with a higher potential risk to drinking water aquifers and may require more frequent reviews are included in Category 1. Sites with lower risk, but still require periodic review are included in Category 2. The updated ranking for each site was recently completed and the highlights are summarized as follows: Forty six (46) high priority sites are currently included in the Groundwater Contamination Program. Twenty seven (27) sites are listed as Category 1. Nineteen (19) sites are listed as Category 2. Five (5) sites have been removed from the program since inception due to improved conditions and lower ranking. The sites are listed as follows: o Thrifty #10 Montebello (Central Basin). o Thrifty Oil Service Station #289 Pico Rivera (Central Basin). o Boeing Realty Corp C-1 Facility Long Beach (West Coast Basin). o Former Master Sun Cleaners Gardena (West Coast Basin). o Waste Disposal Superfund Site Santa Fe Springs (Central Basin). Sites are managed by various regulatory agencies including the EPA (8 Sites), DTSC (16 Sites), and LARWQCB (22 Sites). The results of this current analysis will act as a baseline for subsequent evaluations conducted by WRD. As such, it is anticipated that as the impacts of groundwater contamination at each high priority site are addressed, such as additional contaminant delineation, initiation or completion of on-site and off-site groundwater remediation, and regulatory acceptance of the site characterization and remedial progress, the high priority site scoring values will decrease over time for both Category 1 and Category 2. Additionally, new sites may be added to the list as WRD becomes aware of them and subjects them to the evaluation criteria described above.
