ULE) Report by the Director-General 1. INTRODUCTION The Director-General reported to the Executive Board at its twenty-sixth session on developments in assistance to the Republic of the Congo (Leopoldville) up to 19 October I The Executive Board thereafter,adopted resolution 2 EB26.R15 on the subject, in which it, inter alia, requested "the Director-General to report further to the Executive Board at : ts twenty-seventh session and to the Fourteenth World Health Assembly". Developments since the Director-General reported to the Executive Board in October i960 are set forth below. 2. PROVISION OF STAFF TO THE CONGO 2.1 Since the beginning of the special assistance to the Congo in July i960, 29 staff of the T crld Health Organization have served in the Congo for varied periods of timej 11 of the staff were detached from headquarters, the remaining 18 from regional offices or projects. Following the requests of the League of Red Cross Bocieties and the International Committee of the Red Cross, 3b health teams from 2k countries have served in the Congo. As of 16 January, 2Ц teams from 17 countries wore on duty and 10 teams from seven countries had left the Congo. In addition throe governments (Ghana, Israel and United Arab Republic) provided the Government of the Congo with health teams, all of which have since returned to their countries. 2.2 The Government of the Congo, needing more health personnel in addition to the WHO advisory staff and personnel provided by the national Rod Cross, Red Crescent and Red Lion and Sun societies, requested 10 to provide 130 foreign 1 2 Off. 3 1327/2?. page 2' personnel to fill essential positions in the health service until, such time as the Government would be in a position to take. over the employment of such personnel. Annex 1 attached shows the status of WHO! s recruitment of such staff for the Republic of the Congo аз at 23 January 19Ó1. While considerable- progress has beeru made in providing the personnel requested, recruitment is difficult, particularly in view of the instability of the political situation in the Congo. Since it has become clear-that the Orgajaiz-ation. cannot -fill all of the required posts by the time the lied Cross teams will be finishдng-their: current period of service in the Congo j the Dire-ctor-Gene raljoaa...arranged with t he -La ague of Rod Сгоззг" 3orjie"tio.s >aiiáu the international Committee of the Red Cross for a further-extension of 25 of.these teams j each consisting of two doctors, until 30 June» 2.3 Although the staff'ing-^attern^or-tho^-congo has beenaluered-.slightly from that reflected in the list presented to the Executive Board at its twenty-sixth session, the financial implications of the Organization's assistance to the Conga remain practical П y~ünchanged. from, that..reflected^.in^offacial Records-'"No < 106, Annex 7, pages h2 and 4З- 3. TRAINING 3.1 Since lack of trained Congolese staff is one of the main^ problems, ^roni^nting the Health Ministry, a programme was worked out for training as làrgu a number of such personnel as practicable. The fellows listed below are now studying"tmdsx^ fellowships to obtain the required training Fellows for whom reimbursement is expected from the -United-Nations (see. paragraph h) (a) Medical Assistants Faculty of Medicine of.montpellier 13 Faculty of Medicine of Lyons 13 Faculty of Medicine of Bordeaux 13 Faculty of Medicine of Nantes "11 Faculty of Medicine of Rennes (d) Medical Students Faculty of Geneva U Faculty of Lyons 3 7
4 EB27/27 page Two fellowships - one to a medical assistant for training at the Faculty of Medicine in Paris, the other to follow entomological studies in Paris - are being financed from the regular budget of WHO. 3.2 Plans are also under way to provide a three-months refresher course for the Congolese male "nurses 1 ', of whom a number may later be selected to.be sent abroad for training in various paramedical specialities, to become laboratory technicians, X-ray technicians and anaesthetists. A male nurse tutor is being recruited to conduct the refresher training courses. 3.3 WHO is also particularly interested in assisting in the development of existing facilities with a view to enabling a larger number of qualified Congolese students to complete their training in the Congo. At the request of the Rector of the University of Lovanium and in agreement with the Government of the Congo, WHO is recruiting li; professors to complete the teaching staff of the Faculty of Medicine of the University of Lovanium and the Nursing School. The costs of 12 of the professors will be reimbursed by the United Nations, and those, of the other two will be met from the regular budget of the Organization. Of the 1Ц professors, two are in posi.tion, one will report for duty the first week in February, one will report mid-march and another is awai.ting clearance by the Government of the Congo. A number of candidates are bein considered for the other nine posts. WHO is also facilitating the admittance of a larger number of Congolese medical students by agreeing to subsidize their schooling. The subsidy for this year will cover a possible 2 students and will eventually be raised to cover I4.O - the number which it is hoped to admit for the next year. Besides this, WHO has developed several schemes for the in-service training of local auxiliary staff. Lu FINANCING ASSISTANCE TO THE CONGO ll.l As the Director-General reported to the Executive Board at its twenty-sixth, session, the United Nations has undertaken to reimburse WHO for certain of the costs of assistance to the Congo. There is no basis for changing the estimates for such reimbursement from those which appear in Official Records No. 106, Annex 7., page k3. The Director-General also recommended to the Executive Board supplementary
5 EB27/27 page k budget estimates for I96I which Included the estimated costs of the assistance of the type WHO should provide to the Republic of the Congo from its regular budget for 196lj the Executive Board recommended to the Fourteenth World Health Assembly that it approve the estimates. iu2 The French Government has made available ' without charge to WHO except for transportation and per diem costs four mobile teams for six months, consisting of a public health officer and a.technical sanitary aide. At the request of WHO, the French Government has indicated its willingness to extend the period of service for an additional six months, subject to the agreement of the individuals concerned. Furthermore, the Government of Switzerland has offered to defray half the costs of the fellows studying in Switzerland. These contributions to the Special Account for Assistance to the Congo, a sub-account in the Voluntary Fund for Health Promotion, are very much appreciated. U.3 Although accounts for i960 have not been finalized, it is estimated that WHO obligated from itq i960 regular budget funds 88 6>2, and that obligations for which United Nations is to reimburse WHO amount to $ of which $ I has been expended and $ 7^ is unliquidated obligations 3 the United Nations has already reimbursed $> 21Ц 88Ц of the amount expended.
