1 MINUTES OF THE BOARD OF TRUSTEES OF THE INCORPORATED VILLAGE OF EAST HILLS MARCH 31, 2011 A meeting of the Board of Trustees of the Incorporated Village of East Hills was duly called and held on Thursday, March 31, 2011 at 7:30 pm at 209 Harbor Hill Road, East Hills, New York, with the following present: Mayor Deputy Mayor Trustee Trustee Trustee Village Clerk Village Attorney Michael R. Koblenz Emanuel Zuckerman Gary Leventhal Peter Zuckerman Clara Pomerantz Donna Gooch William Burton The meeting was called to order at 7:30 pm by Mayor Koblenz, who presided. A quorum was noted. The Village Clerk presented the tentative budget to the Board of Trustees. The Board reviewed the same and posed questions. Any suggested changes were asked to be forwarded to the Budget Officer. The meeting of the Board of Trustees was adjourned and the meeting of the Board of Assessment Review was opened: BOARD OF ASSESSMENT REVIEW BAR RES. #3-11 The Board of Assessment Review met on March 31, 2011, to review the Complaints on Real Property Assessment for 2011/12 filed in accordance with law. Upon motion by Mayor Koblenz, seconded by Deputy Mayor Emanuel Zuckerman, it was RESOLVED, to authorize the reduction of the tentative assessment for Howard Schiff, 15 Hemlock Drive to $12,325 as per the recommendation of Thomas Donato.

2 The meeting of the Board of Assessment Review was adjourned and the meeting of the Board of Trustees was re-opened. FILING OF THE 2011/12 ASSESSMENT ROLL RES. #38-11 Upon motion by Trustee Pomerantz, seconded by Deputy Mayor Emanuel Zuckerman, it was RESOLVED, to authorize the Village Clerk to publish notice pursuant to Section of the Village Law of the filing of the approved 2011/12 assessment roll in the amount of $31,986,587. RESCHEDULE PUBLIC HEARINGS RES. #39-11 RESOLVED, to reschedule the public hearings for Bill T02-11 and BillT03-11 to May 23, 2011.

3 AUTHORIZE AGREEMENT WITH ROSLYN LITTLE LEAGUE RES. #40-11 RESOLVED, to authorize the Mayor to sign an Agreement with Roslyn Little League for use of the Sports Fields from April 2, 2011 through June 18, 2011 in the amount of $8, AUTHORIZE AGREEMENT WITH ROBBIE WAGNER TOURNAMENT TRAINING, LLC RES. #41-11 RESOLVED, to authorize the Mayor to sign an Agreement with Robbie Wagner Tournament Training, LLC. to use the tennis facilities at the Park at East Hills from May 1, 2011 through September 6, 2011 in the amount of $6,000. AUTHORIZE ADDENDUM WITH KOUMOULI, INC., D/B/A LONTZA PIZZA RES. #42-11

4 RESOLVED, to authorize the Mayor to sign an Addendum to the March 28, 2009 license agreement with Koumouli, Inc., d/b/a Lontza Pizza to renew the agreement for the period of January 1, 2011 through October 1, 2011 in the amount of $20,000. AUTHORIZE ADDENDUM WITH MICHAEL J. SOLOMITO LANDSCAPING, INC. RES. #43-11 RESOLVED, to authorize the Mayor to sign an Addendum to the April 17, 2007 agreement with Michael J. Solomito Landscaping, Inc. to renew the agreement for the period of April 15, 2011 through April 15, AUTHORIZE FIELD PERMIT ROSLYN MEN S SOFTBALL CLUB RES. #44-11 RESOLVED, to authorize the permit for use of the Sports Fields by the Roslyn Men s Softball Club in the amount of $

5 AUTHORIZE USE OF SPORTS FIELD BY ROSLYN LITTLE LEAGUE CHALLENGER LEAGUE RES. #45-11 Upon motion by Trustee Leventhal, seconded by Trustee Peter RESOLVED, to authorize the permit for use of the sports field by the Roslyn Little League Challenger League. There would be no fee for this permit. Anna Seifert, seasonal Chief Lifeguard, $17.00 hr. Jeremy Manor, seasonal Senior Lifeguard $12.50 hr. Seasonal Lifeguards: Aaron Aberle, $11.00 hr. Samantha Axoulay, $12.00 hr. CLAIMS The Board unanimously approved the abstract for the General Fund for March 31, 2011 in the amount of $63, and the Trust and Agency Abstract in the amount of $2,500.
