Chinle Agency BIA to continue rehab on N41 2. Chinle Agency recommend reroute N42 portion of N Certifiying and inclusion of Pinon into road inventory 4. Chinle Agency BIA chipseal on all recent constructed roads Margie R. Begay defer Others ; #1 to April regular meeting Tselani /Cottonwood resolution to the request of Chapter President due to resolution was suppose to hand carry by Vice-Chair but did not reach NDOT office. Ben Johnson under Reports for Blackmesa school route N8065/8068 Loranzo Bedonie under reports for TCDC Lucy Azye recent location of FET listing to be shared with us. Many Farms had a real good proposal that did not make it. NOOT needs to share the FET priority listing with us. Amos Johnson under Others for brief information ( Blackmesa Regional Coordination) Votes : to accept agenda with amendments. Accept Minutes of last meeting December 6, 2007 Bessie Allen motions by to accept minutes, second by Lucy Ayze Votes: DO Announcements: April TCDC/ARC Joint Meeting (location to TBA) Margie R. Begay - shared with group on the NDOT Program Manager II and ARC Lucy Ayze on confirmed date of April with this group to find location. Bessie Allen to recommend Blackmesa Chapter at 9:30 AM - Loranzo Bedonie the reason for TCDC/ARC meeting is to address individual agency needs. April 10 to 17`h - TCDC is Partnership to meeting in Flagstaff and another agenda in Window Rock. Western Agency April 7 at Kayenta Township at 10:DD AM. April 14, Eastern with location to be announce. 2
3 Lucy Ayze this meeting is ours too. We should be able to place to agenda. We need to recommend that. December up to now has been just going round and round. with NDDT on April 10th and went with it and then to April I7`h. Bessie Allen my thought is that TCDC/ARC meeting we can question the priority listing and NDDT- Tom Platero to be at this meeting and recommendation to the Road Management Fund (FET) process to be more at local level this needs to be on the agenda too. The Road funds money, radio announcement is good but more manipulated of funds at the Window Rock level. We need to start working on the road and really need to put on the agenda. Amos Johnson agenda item for April 17th, Navajo Nation NDDT 638 for BIA Road Maintenance need to be on agenda. Service on the Government Services - Johnny Nazie legislation on Sales Tax not the Fuel tax. Samuel Yazzie Fuel tax issue/ concern by needs to be distributed by Agency and not having Window Rock choose the proposal. REPORT/UPDATE: Bureau of Indian Affairs - Chinle Agency - No Show - How ever if anyone show to allow the floor. Apache County District I - No Show Ben Johnson - Blackmesa School Employee - would like to extend appreciation on behalf of the community during our need in emergency, Navajo County, Apace County, BIA, ADOT, schools, Navajo Nation Emergency Management. Chapter Official and surrounding area really helped us. When we address the issue the students did not attend school for 12 days. AIMS testing is here and they are not prepared. N-B065 has been on concern for years and years. We need to be prepared in emergency situation. Concerns : Many BIA 8066 culverts washed out and are not maintained by the BIA staff. ARC group please address this to the BIA for us. Loranzo Bedonie, TCDC - Road inventory past Monday, Pinon has its chapter meeting. The Chinle Agency summary sheet was lost at Pinon Chapter after reporting. Margie can update us on that. When we met in Lukachukai on FET inventory - Personnel for hire and Equipment purchase in the amount of $7,023,.00 approved by TCDC. Travel, insurance, new purchase of ID graders (2.6m), total will be 18 graders at NOOT. Low Boy, transport truck- 3 (2.10mil) B-crusher/compactor. 3-Belly dump truck to purchase. Striper machine, Semi Truck, 4-Water Trucks, Frontend Loader. Grader at $265,000 each. When you go to Window Rock you see at the Fair grounds and that is where the NDDT equipments are. Show Low is providing maintenance. People are saying NDDT purchased equipments and not putting to use, this is not true. BIA and County have been in this operation for years. NDDT is just starting and establishing maintenance yard. Bessie Allen the tribe is ahead of the 638 contract, and purchasing the equipments just working backwards. Maintenance yard should have been established first. When Pinon had approved, this information was not provided to us. Platero, indicated that this was suppose to be a Sub yard. We need to push Platera to go on as the land is there. With all the purchase made, they are ahead of the game. I'm glad the purchase was made. There was discussion between you and Johnny Nazie. We said not to go wild with the purchase the funds are to go to the projects. With this kind of equipments purchase I should think that NDDT will do the projects instead of contracting out. We need a big meeting with TCDC. We need Field Survey and Arch to be considered first. After the 638 contracts then to equipment purchase should have happen. Who is working on these yards maybe not even Margie is doing this. NDOT does not share any information and we just get the blame for being behind. 3
4 Loranzo Bedonie just like to add that NDOT needs to be assessed on Personnel which is really growing rapidly, assess the equipment purchase too. I addressed to the TCDC Chair and Vice-Chair to address this but no one listens to me. In as far as Personnel and equipments you need to forecast and project. Maybe the other members will address this in the area. When we meet with you, you can question and address this with NDOT and TCDC. Margie R. Begay to answer Bessie yes, I do not research land for assessment of yard maintenance proposal. As I have reported to this group and others, we have sections within the NDOT department. As you requested formerly FET section now Road Management Fund was on the agenda for last month. It's not NDOT's fault that you did not make quorum. I don't see why Mr. Bedonie is making this kind of reporting without documentation on behalf of TCOC. I would like for this group to request written approved report by TCOC to the agency level. Samuel Yazzie extend appreciation of the report and no matter how hard we try it doesn't get done. Road Committee is asked how this works and the process. The resolutions that are passed what are the response. I'm glad for the purchase of the equipments but when is it to be used? I have requested of TCDC attendance that needs to continue. Keep up the information sharing. I do disagree with the large amount of Personnel at the NOOT office. Lucy Ayze the need of road improvement is a need, for the past 50 years it has been the same and by now we should have the roads paved. Boarder town are paved. I agree that on the Fuel proposal with even a short mileage we get denied. Maintenance and repair the road get washed away. How to stabilize need to be consider with top off with sand and gravel. TCDC needs to consider funds into road improvement instead of into Personnel. Our people are tired of addressing the same for road improvement. FET put the funds back for what was intended so we don't have to feel so drained. Maybe by resolution your Chair will address this, maybe by resolution it will carry some weight. What happened in the Blackmesa area this is where those equipments should have been used so that way we are thankful. Loranzo Bedoni the mag choloride when you meet with TCDC ask them to purchase and maybe invite Apache County can provide the cost information. As Margie said, it's right that I should provide copies of my report information. I appreciate your comments regardless of the harshness of it and I welcome it. Lettie Nave as the other chapters were encountering the winter hardship we remain calm in Tsaile/Wheatfields. Our chapter staff prepared and assisted many hardship need. Your information on the purchases, we ARC prepare yearly priority listing and we need a better guide to approach. Let's have every chapter do something on road improvement even if its half a mile. I met with some people on requesting road improvement utilizing the FET. They will be meeting next week again and maybe reverse funds to the chapter. In the Blackrock area you either get in or stay out. Amos Johnson just real quick a report by TCDC I appreciated the equipment purchase of 7million. Is that coming from the fuel revenue funds? At the chapter level proposal how would that effect it. I have a concern of the 638 contract "Are we ready for it?". I questioned this at the Albuquerque conference with no answer by anyone. The Blackmesa emergency situation was the real thing. I really want to thank the county and we did not really see BIA and NDOTon site. The Schools took matters into their own hands. The lesson learned is the emergency prepareness and the chapter Alert was not in place. Forest Lake Chapter has a road meeting on March 31, 2008 at 9:00AM Loranzo Bedonie would like to answer the questions of Amos. 7.Imillion out of the Fuel Excise Tax from FY07 it does not impact any previous award. We need to close the previous contract proposal. 4
5 Is the NN ready to take an the 638 contract? We don't have a choice. Congress is ready to cut 50%. FY08 not committed we are leaving that along. No show for a March 08 meeting by representative. W/R staff informed that Lukachukai Chapter still has not received their award funds too. Loranzo Bedonie normally TPlatero requests to add to the TCDC agenda until last minute. This causes a conflict. For last minute addition is normally supported by Omer Begay or Leslie Deal.
